when filed and will be placed on the agenda for public hearing at the discretion of
the staff. Based on the size of the agenda, your application may be scheduled to a
later date.
All public hearings will be opened and testimony given by applicants and
interested citizenry. Public hearings may be continued to the next public hearing.
Public hearings will not be tabled.
Any changes to a site plan (no matter how minor or major) approved with a
conditional use or a special use permit can only be approved by city council
through the public hearing process.
Any application for a change in zoning or for an amendment to the zoning
ordinance shall have, from the date of submittal, a period of four months to
request and be scheduled on an agenda before the Planning and Zoning
Commission and City Council. If after said period of four months an application
has not been scheduled before the Commission and Council said application shall
be considered withdrawn, with forfeiture of all filing fees. The application, along
with the required filing fee may be resubmitted any time thereafter for
reconsideration. Delays in scheduling applications before the Planning and
Zoning Commission and City Council created by city staff shall not be considered
a part of the four month period.

Zoning Adjustment to address nonconforming aspects of the subject site.
DIMENSIONAL CONTROL SITE PLAN — 1 of 4
• Please label the site plan as the dimensional control site plan.
• The north and east property lines are is obscured. Please revise
accordingly.
• Please add the case name, case number CU18-07 and the address
to the signature block and revise the sheet numbers to include four.
• Please remove the artificial lot line note, the contours, the lot
drainage arrows and the focused plan from the southwest corner of
the sheet.
• Please remove the hatching from the fire lane and label as fire
lane/existing pavement.
• Please provide a key map of the floor plan on this sheet.
• Please provide an internal traffic circulation plan.
• Please reorient the Site Data Table to include the site categories on
the left side of the table and the columns for the density, area,
height and parking requirements, etc. on the right. Please remove
the "existing" column throughout the table and add a row and
column for the masonry requirement.
• The amount of open space provided in the Site Data table needs to
match the amount provided in the landscape plan data table.
Please revise accordingly.
• Please include the required parking for Camp Bow Wow as: one
parking space for each pet storage areas/2000 sq. ft., retail
areas/200 sq. ft., office areas/300 sq. ft., please include a separate
parking calculation for the remaining office/warehouse uses within
the remaining building at one parking spacet for warehouse/2000
sq. ft. and office/300 sq. ft. Also include truck parking and
passenger vehicle parking in the total parking count.

Floor, 200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
CU17-30 — Minters Chapel Road — submitted by Eugene Middleton for property located at
923 & 925 Minters Chapel Road and proposed to be platted as Lots 1 R1 & 1 R2, Block 1,
HFCC. The applicant is requesting a conditional use permit to subdivide the lot and
establish a planned industrial park. The property is zoned LI Light Industrial District and is
owned by Matthews Three Rivers Investments LLC
CU18-07 — Camp Bow Wow — submitted by Charles Grady for property located at 1200
Texan Trail #300 and platted as Lot 1, DFW Airfreight Center. The applicant is requesting
a conditional use permit to allow a pet day care with overnight boarding. The property is
currently zoned LI Light Industrial District and is owned by Tarrant County Partnership.
CU18-09 — Grapevine Powersports — submitted by Michael Baker International for
property located at 4120 William D Tate Avenue and platted as Lot 4R1, Block 1, Tom
Thumb No. 1. The applicant is requesting a conditional use permit to amend the previously
approved site plan for a planned commercial center, specifically to allow a motorcycle
dealership with new and used sales and service of motorcycles and associated equipment
and outdoor speakers. The property is currently zoned CC Community Commercial and is
owned by Zuma Aaron McWhorter.
HU 7-04 — 428 East Wall Street — submitted by Grapevine Township Revitalization Project
for property located at 428 East Wall Street and platted as Lot 6R, G E Hurst. The
applicant is requesting designation as a historical landmark sub -district. Such sub -district
may include buildings, land, areas, or districts of historical, architectural, archaeological or
cultural importance or value that merit protection, enhancement, and preservation in the
interest of the culture, prosperity, education, and welfare of the people. The property is
zoned R-7.5 Single Family District and is owned by Grapevine Township Revitalization
Project.
HILI 8-01 — 221 Austin Street — submitted by Copper Street Homes for property located at
221 Austin Street and platted as 428 East Wall Street and platted as Lot 1 R, Block 103,
College Heights. The applicant is requesting designation as a historical landmark sub-
district. Such sub -district may include buildings, land, areas, or districts of historical,

REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to allow for a pet day care with overnight
boarding.
The applicant intends to utilize 11,290 square feet of an existing 34,420 square foot single story
structure for the purpose of establishing Camp Bow Wow, a pet day care for dogs. Camp Bow
Wow will focus on daycare and boarding services for dogs. Additionally, the applicant plans to
offer obedience training, and pet grooming. All activities associated with the proposed use,
including a pet play area will occur indoors. No activities will occur outside. Proposed exterior
facade improvements include the conversion of overhead doors to windows along the south
elevation and new exterior doors on the east elevation. Improvements to the subject site include
the installation of a ramp adjacent to the entrance, enhanced landscaping adjacent to Texan Trail
and the conversion of truck parking to passenger vehicle parking spaces adjacent to the north
elevation.
If approved, this will be the first reading of an ordinance given the subject site requires approval of
a special exception, due to minimum open space, maximum impervious area, and landscaping
requirements of the district. These items will be heard before the Board of Zoning Adjustment at
their April 2, 2018 meeting. If approved by the Board the second reading will occur at the
Council's April 17, 2018 meeting.
PRESENT ZONING AND USE:
The property is currently zoned "LI" Light Industrial District and is developed with a single office
warehouse structure.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject property was zoned "C-2" Community Business District and 1-1" Light Industrial
District and were rezoned to "LI" Light Industrial District in the 1984 City-wide rezoning. The
properties to the north were rezoned from 1-1" Light Industrial District and "C-2" Community
Business District to "LI" Light Industrial District in the 1984 City-wide rezoning. The property to the
south was rezoned from "CW" Commercial Warehouse District to "LI" Light Industrial District in the
1984 City-wide rezoning. The property to the west was zoned "C-2" Community Business District
and was rezoned to "LI" Light Industrial District in the 1984 City-wide rezoning.
North of the subject site Conditional Use Request CU 14-13 (Ord. 2014-31) was approved by the
City Council on June 17, 2014. The request was to expand the site by adding 1.02 acres and
allow for truck and trailer rental and lease sales, vehicle maintenance and fueling. Conditional
Use Request CU14-36 was approved on the first reading by the Site Plan Review Committee at
the August 6, 2014 meeting, to allow a 11,622 square foot vehicle maintenance and office
building; which is a 725 -square foot expansion to the previously approved 10,897 square foot
building. The Site Plan Review Committee at the September 3, 2014 meeting approved the
expansion.

The subject tract is located within "Zone B" Middle Zone of Effect as defined on the "Aircraft
Sound Exposure: Dallas/Fort Worth Regional Airport Environs" map. In Zone B, the following
uses may be considered only if sound treatment is included in building design: multi family
apartments, motels, office buildings, movie theaters, restaurants, personal and business services.
Single family residential and sound sensitive uses such as schools and churches should avoid
this zone. The applicant's proposal is an appropriate use in this noise zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as an Industrial land use. The applicant's
proposal is not in compliance with the Master Plan.
THOROUGHFARE PLAN APPLICATION:
The Thoroughfare Plan designates Texan Trail as a Type A Major Arterial, with a minimum 100

RECOMMENDATION:
Staff recommends the City Council approve Conditional Use Application CU18-07 on

BACKGROUND:
Conditional Use Request CU18-07 was submitted by Charles and Linda Gray and
approved on the first reading of an ordinance by Council at the March 20, 2018 meeting.

This letter is to verify that your request for a conditional use permit on property located at

care with overnight boarding was approved by the City Council on April 17, 2018. A copy

On March 20, 2018, the Planning and Zoning Commission recommended the City Council
approve the request as stated above.
Any changes to a site plan approved with a conditional use or a special use (no
matter how minor or major) can only be approved by city council through the public
hearing process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date
on which the City Council grants the Conditional Use, unless within such one (1) year
period: (1) a Building Permit is obtained and the erection or alteration of a structure is
started, or (2) an Occupancy Permit is obtained and a use commenced.
The City Council may grant one additional extension not exceeding one (1) year, upon
written application, without notice or hearing. No additional extension shall be granted
without complying with the notice and hearing requirements for an initial application for a

This letter is in support of the proposed Camp Bow Wow located at 1200 Texas Trail. The property is
currently zoned Light Industrial (LI) and is being operated as a commercial warehouse. Property adjacent
to the site is currently zoned LI. The lessee (Camp Bow Wow) is proposing to lease 11,290 square feet of
an existing warehouse for the purpose of dog kennels with indoor runs. As stipulated in the zoning
ordinance, this use requires a Conditional Use Permit.
Camp Bow Wow (CBW) is owned by VCA, the largest veterinary franchise in the country. VCA, in turn, is
owned by Mars Corp, the M&M's people. It is privately held and worth about $60B. They produce many
well-known dog food brands and own all the Banfield Pet Hospitals in your local PetSmart.
CBW offers daycare and boarding services for dogs (campers) only. They also offer dog training and
grooming at various locations and plan to do the same in Grapevine. They are a premium dog care
provider that includes: Proven Camper Interview Process, Trained Certified Camp Counselors, All Day Play
environment, Indoor Play Yards with an outdoor feel, Monitored Play Stations, Camp Atmosphere and
D6cor, Cabins with raised cots and a safe, comfortable, cozy feel. All this can be monitored on-line by the
dog(s) owners via high definition cameras located throughout the facility.
The Camp is cleaned daily with hospital grade environmentally safe cleaning products. Dog waste cleaning
is immediate and continual; waste is picked up and deposited into a galvanized steel trash can with lid
and trash compacter liner. The liner is removed, sealed and deposited in the facility dumpster daily -
approximately the equivalent of one lawn/leaf garbage bag of waste per day. Wash water and liquid waste
is drained into the sanitary sewer system through floor drains.
The existing developments Site Plan was approved in 1983 prior to the current zoning ordinance and does
not meet the current zoning ordinance development criteria. In addition to the proposed CUP, we are
seeking a Special Exception for the existing facility's non-compliance with site development criteria. The
attached site plan(s) highlight the area where the current site does not meet the development criteria.

Although it is impractical to bring the entire site into conformance, we are proposing several site
improvements to enhance aesthetics and accessibility — this includes landscaped medians, plantings and
trees.
Additionally, we are proposing to bring the building into compliance with current laws regarding
accessibility. Specifically, a new accessible walk, from the street sidewalk and accessible parking spaces
to the new front door location, will be constructed. We believe that the new plantings and accessibility
will result in an added value to this development, by improving the view, nature and character of the site.
We and the owner/operator of this facilty ( Chuck & Linda Grady) will be attending the upcoming hearing
to address any questions or concerns.

At the first of two City Council hearings, a Special Use Permit (SUP) was approved, pending approval of a
Special Exception by the Board of Zoning Adjustments; and the 2nd City Council hearing for the final/actual
approval of the SUP is currently scheduled for the 17tH
This 2.3 -acre facility was constructed in the mid -80s, and does not comply with current site
development criteria. We are here to respectfully request a special exception to some of these
requirements.
