No action will be taken. Each item will be considered during the Regular Session which immediately follows the Joint Public Hearings. REGULAR SESSION: 7:30 p.m. - City Council Chambers INVOCATION AND PLEDGE OF ALLEGIANCE: Commissioner Dennis Luers There were no public hearing submittals for this meeting. Planning and Zoning Commission to recess to Planning and Zoning Commission Conference Room, Second Floor to consider published agenda items. OLD BUSINESS 2. Conditional Use Permit CU15-42 (Andy's Frozen Custard) — Consider an application submitted by Dunaway Associates and make a recommendation to City Council. The applicant is requesting a conditional use permit to amend the previously approved site plan of CU12-10 (Ordinance No. 2012-17) for a planned commercial center, specifically to allow for a drive-thru and outside seating in conjunction with a restaurant. The property is located at 1135 William D. Tate Avenue and is zoned "CC" Community Commercial District. The Public Hearing was held and closed at the October 20, 2015 Joint City Council and Planning and Zoning Commission meeting. The Planning and Zoning Commission tabled this item at their October 20, 2015 meeting. NEW BUSINESS 3. Consider the minutes of the November 17, 2015 Planning and Zoning Commission meeting and take any necessary action. NOTE: Following the adjournment of the Planning and Zoning Commission meeting, a representative will present the recommendations of the Planning and Zoning Commission to the City Council for consideration in the City Council Chambers. PLANNING & ZONING COMMISSION DECEMBER 15, 2015 STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission of the City of Grapevine, Texas met in Regular Session on this the 15th day of December 2015 in the Planning and Zoning Conference Room, 200 South Main Street, 2nd Floor, Grapevine, Texas with the following members present -to -wit: Larry Oliver B J Wilson Monica Hotelling Jimmy Fechter Gary Martin Beth Tiggelaar Dennis Luers Theresa Mason Chairman Vice- Chairman Member Member Member Member Member Alternate constituting a quorum with Bob Tipton absent and the following City Staff: Ron Stombaugh John Robertson Albert Triplett, Jr. Susan Batte Development Services Assistant Director Manager of Engineering Planner li Planning Technician Chairman Oliver called the meeting to order at 7:00 p.m. BRIEFING SESSION Chairman Oliver announced the Planning and Zoning Commission would conduct a work session relative to the following cases: CU15 -42 ANDY'S FROZEN CUSTARD Chairman Oliver closed the Briefing Session at 7 :10 p.m. 121515 PLANNING & ZONING COMMISSION DECEMBER 15, 2015 PLANNING AND ZONING COMMISSION REGULAR SESSION 3 11• •'rV Chairman Oliver called the Planning and Zoning Commission regular session to order at 7:34 p.m. ITEM 2. CONDITIONAL USE APPLICATION CU15-42 ANDY'S FROZEN CUSTARD First for the Commission to consider and make recommendation to City Council was conditional use application CU15-42 submitted by Dunaway Associates for property located at 1135 William D Tate Avenue and platted as Lot 2R, Block 1, Tate Street Plaza. The applicant was requesting a conditional use permit to amend the previously approved site plan of CU12-10 (Ord. 12-17) for a planned commercial center, specifically to allow for a drive-through with outside seating in conjunction with a restaurant. This application was tabled during the October 20, 2015 Planning and Zoning Commission deliberation. The applicant worked with staff to remove the Ball Street access and conflicts between pedestrians and vehicular traffic flow. In the Commission's regular session, B J Wilson moved to approve conditional use application CU15-42. Gary Martin seconded the motion, which prevailed by the following vote: Ayes: Oliver, Wilson, Hotelling, Fechter, Martin, Tiggelaar and Luers Nays: None ITEM 3. CONSIDERATION OF MINUTES Next for the Commission to consider were the minutes of the November 17, 2015, Planning and Zoning Meeting. Dennis Luers moved to approve the November 17, 2015 Planning and Zoning Commission Meeting minutes. B J Wilson seconded the motion, which prevailed by the following vote: Ayes: Oliver, Wilson, Hotelling, Fechter, Martin, Tiggelaar and Luers Nays: None 121515 2 PLANNING & ZONING COMMISSION DECEMBER 15, 2015 ADJOURNMENT With no further business to discuss, Jimmy Fechter moved to adjourn the meeting at 7:35 p.m. Monica Hotelling seconded the motion which prevailed by the following vote: Ayes: Oliver, Wilson, Hotelling, Fechter, Martin, Tiggelaar and Luers Nays: None PASSED AND APPROVED BY THE PLANNING AND ZONING COMMISSION OF THE CITY OF GRAPEVINE, TEXAS ON THIS THE 19TH DAY OF JANUARY 2016.
