This letter confirms on January 25, 2023 the Historic Preservation Commission approved with
conditions #CA22-68 for the property addressed 301 East Texas Street, legally described as
Block 1, Lot Al, First Bapt. Church Addition, City of Grapevine, to the Grapevine Historic
Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended,
for the following:
Renovate the Post Office building to serve as a Church outreach facility;
1. Construct a new concrete ADA ramp on the east side of the building;
2. Construct a new wood deck on the rear side of the building adjoining the mail
loading dock;
3. Install a new brick bar-b-que grill with serving counter on the loading dock;
as per attached plans with the condition that all exterior building materials, window and
storefront repairs, signage and paint colors be approved by staff under a separate
Certificate of Appropriateness.
An approved Ce ficate of Appropriateness is not an approved building permit; a
building permit is is not required. Contact the City of Grapevine's Building
Department at 8 .410.3165 for fees and information regarding permits.

RECOMMENDATION:
Staff recommends the Historic Preservation Commission approve with conditions
Certificate of Appropriateness #CA22-68 for the property located at 301 East Texas
Street, legally described as Block 1, Lot 1, First Baptist Church Addition, Grapevine, City
of Grapevine, to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G —
Grapevine Code of Ordinances), as amended for the following items:

BACKGROUND:
Certificate of Appropriateness application #CA22-68 was submitted on November 29,
2022 by the applicant Austin Fleming of Exurb Studio Designers for plans to renovate the
historic 1954 Grapevine Post Office Building. The First Baptist Church of Grapevine
proposes to renovate the existing building to serve as an activity center for the Church's
Community Outreach Program. Plans for the exterior of the building include the
construction of a new ADA ramp on the east side of the building. A new wood deck would
be constructed adjoining the existing covered mail loading dock on the rear of the building.
An outdoor bar-b-que grill with serving counter would be installed on the loading dock.
These two areas combined would create an outdoor activity space for the building.
Staff recommends approval of Certificate of Appropriateness #CA22-68 to renovate the
Post Office building to serve as a Church outreach facility; construct a new concrete ADA
ramp on the east side of the building; construct a new wood deck on the rear side of the
building adjoining the mail loading dock; install a new brick bar-b-que grill with serving
counter on the loading dock; as per attached plans with the condition that all exterior
building materials, window and storefront repairs, signage and paint colors be approved by

Officer (HPO); and Kayce Vanderpool Historic Preservation Secretary.
Pre -Con Meeting at the City Hall, Building Department Meeting Room at 1 p.m.:
David Klempin provided the Historic Township Structures Pre -Con Meeting Document to be
reviewed, signed and copied for each party.
The property reviewed was the Old Post Office at address 113 E. Texas Street. David said that if any
changes are needed they must get approval with a new Certificate of Appropriateness. The store
front must be preserved, with no changes allowed. The green awning was approved to be removed
and to restore to the flat cantilever that was there. It is the contractor's responsibility for any existing
material that is removed from the building to be stored safely and reattached to the building. You can
call from 8 a.m. to 5 p.m., Monday through Friday or David will always respond back ASAP.
Reviewing the plans, the back of the building a single door is approved to be widened for a double
door and remind the contractor to be careful with the original brick.
The Historic Preservation Pre -Construction Meeting forms were signed by Mr. Klempin, Mr. Goury
and Mr. Ramirez.
Mr. Gray went over the Pre -Construction Meeting form that the Building Department. He emphasized
that the address must be posted and readable from the street. He stated work hours in the city may
be done from 7 a.m. to 7 p.m., Monday through Saturday. No work may be done on Sunday. Do not
cover any work that needs to be inspected. All inspection approvals and the City approved plans must
be kept on site. No changes may be made without submitting revised plans. These require the
approval of Mr. Klempin and then Mr. Gray. When it is time for final inspection, check in with Mr.
Klempin to have written approval. All work must be complete before final inspection occurs, including
landscaping. Then the inspection can be signed off. Mr. Gray stated that there needs to be a
sanitary station on site and also hand sanitizer provided for all workers. Contractors and sub-
contractors must be able to park on site. Mr. Gray re-emphasized that any revisions to the plans
must be approved, and that the City -approved plans must be kept on site.
The Building Department Pre -Construction Meeting forms were signed by Mr. Gray, Mr. Salazar and
Mr. Klempin. Copies were made and distributed to all present.
