SUBJECT: ANIMATRONIC DINOSAURS FOR THE ANNUAL PREHISTORIC PARK
EXHIBIT PRODUCED BY THE PARKS AND RECREATION
DEPARTMENT
RECOMMENDATION: City Council to consider an agreement with Billings Productions, dba The
Dinosaur Company, to provide large-scale animatronic dinosaurs for the
annual Prehistoric Park event and exhibit in the spring of 2023.
FUNDING SOURCE: Funds are available in the Lake Parks Fund budget (Professional
Services) for an amount of $90,000.
BACKGROUND: This agreement is for the sixth year of the large-scale animatronic
dinosaur display at Meadowmere Park this spring. This year, the exhibit
will run an additional two weeks. The agreement with Billings Productions
provides a lease of twenty-one large scale animatronic dinosaurs,
signage, and scene enhancements for $90,000. Per the agreement
Billings Production will provide on -site installation coordination and
technical support.
Projected revenue target range for the City based on current trends,
historical data, and citizen feedback is $120,000 - $140,000 for the 2023
exhibit. The City will provide set-up, location, and staff to manage exhibit
entry at Meadowmere Park.

Dying Triceratops

Parasaurolophus Nest
Protohadros (3)
Quetzalcoatlus
Suchomimus w/ fish
Utahraptor
This procurement will be made in accordance with sole source guidelines
and Local Government Code Chapter 252, Subchapter B, § 252.022.
General Exemptions (a)(7)(A). Billings Productions is a only local
company that produces this size, scale, variety, and customization of
animatronic dinosaurs which saves the City significant shipping costs.
Staff recommends approval
