SUBJECT: SCHEMATIC DESIGN FOR CONCOURSE RENOVATION
RECOMMENDATION: City Council to consider approval for schematic design development for
the Concourse and former Pro Shop building renovation project with
Oxley, Williams, Tharp Architects.
FUNDING SOURCE: Funds are available in the CVB Professional Services Account for a total
amount not to exceed $19,300.
BACKGROUND: Staff has been working with the Facilities Committee to develop a
renovation proposal for the Concourse and a repurposing proposal for the
former Pro Shop/Mulligans Facility. Several options were presented and
the proposal that provided the most benefit is to utilize the existing
footprint of the Concourse with extensive internal modifications and
relocation of bathrooms, kitchen and storage along with total update of
electrical and mechanical. In regards to the old Pro Shop, the roof and
structural supports will be kept and everything else will be removed to
create a covered outdoor space for tournaments, corporate functions,
reunions, weddings to name just a few. New bathrooms, a green room, a
warming kitchen and storage will be positioned under a portion of the roof
structure.
Oxley Williams and Tharp Architects will be working with the same civil
engineers as worked on the new Pro Shop/Persimmons to allow for easy
coordination with the new plumbing, sewer and utilities that were installed
during construction of the new Golf Facility. The goal is to have a
seamless coordination between the two buildings both in terms of civil and
mechanical engineering and the external appearance of the Concourse
will assimilate the exterior of the new Pro Shop/Persimmons Golf Facility.
Upon completion of the schematic design and following approval by
Council a second phase contract for the remaining phases of design
development, construction documents, bid documents and construction
oversight will be brought back to Council for your consideration.

Project Description:
Prepare schematic design documents for alterations to two buildings of approximately 12,000 and 7,000
sf respectively. The existing Pro Shop/"Mulligan's" building will be re -purposed to create a primarily
open-air event venue. The existing roof structure and foundations will remain. Restrooms, a warming
kitchen, storage, and other support facilities will be constructed within this space. The neighboring
Concourse building will be altered to create a larger catering kitchen, more meeting space, a green
room, re -configured restrooms, and more storage space. In addition, a new entry structure will be
constructed between the two existing buildings. It is anticipated that most of the existing pavement will
need to remain due to budget constraints and will only be modified as necessary to provide an ADA
compliant accessible path to the building.
Budget:
The Owner's anticipated construction cost for the project is $2m.
PHASE ONE: SCHEMATIC DESIGN (4 weeks)
Our Services will include:
• • Investigation of existing conditions by licensed structural engineer to confirm feasibility of
planned alterations.
• • Investigation of existing conditions by licensed electrical and mechanical engineers to confirm
feasibility of proposed alterations and to assess existing systems for potential re -use or replacement.
• • Investigation of existing conditions by architect to assess the building envelope and building
systems.
• • Review of local ordinances and preliminary code review.
• • Up to four meetings as necessary with the Architect to develop and review the conceptual
design.
• • Further development of floor plan, building elevations and site plan.
• • Up to two exterior renderings to convey the scope of the project.
• • Provide written narratives of the anticipated mechanical, electrical and plumbing scope of
work.
• • Provide written narrative of the anticipated structural scope of work.
• • Preparation of an Opinion of Probable cost for the proposed schematic design.
COMPENSATION FOR PHASE ONE (SCHEMATIC DESIGN):
Architectural design: $4500
Mechanical/Electrical/Plumbing Engineering: $4200
Structural Engineering: $4500
Civil Engineering/Landscape Architecture: $3,300
Cost Estimating: $2,800

OTHER CONSIDERATIONS
Design Schedule:
We can begin immediately upon return of this proposal and expect the first phase (schematic design) to
take approximately 4 weeks to complete.
Reimbursable Expenses: Travel beyond the Dallas Fort Worth Metroplex. Other reimbursable expenses
include: printing (drawings will be made available in PDF format), all submittal fees associated with
regulatory approvals.
Food Service Design: We have excluded food service design. It is our understanding that the kitchen is
to be a warming kitchen with no cooking equipment.
Ownership of Documents:
OWT Architects and its consultants shall be deemed the authors and owners of their respective
drawings, specifications, or other work product, and shall retain all common law, statutory and other
reserved rights, including copyrights.
Payment Terms:
Invoicing will be monthly based on the percentage of work completed through the end of the month.
Payment is due within 30 days of invoice statement date. Non-payment within the 30 days may result in
suspension of the work described above.

• • Review of pay applications and proposed change orders.
• • Up to 18 site visits to observe the construction for adherence to the construction documents.
