• Add the Purpose Statement “The purpose of conditional use permit CU22-59 is a request to
amend the previously approved site plan CU02-44 to allow a baseball training facility inside the

• The site plan shall include the name of the site plan, submittal date, case number (s), scale,
north point, name of person preparing the site plan (north shall be at the top of the page on all
drawings), consecutive sheet numbers and vicinity map. The case name, number and
consecutive sheet numbers (ex. sheet 1 of 2) should be placed in the lower right corner
• Provide a graphic scale
• Add the following standard notes:
Standard notes shown below should be included separately from any other notes and should
have a title that states “Standard Notes.”
o Refuse disposal areas shall be landscaped and screened from view in accordance with
the Zoning Ordinance.
o Mechanical and electrical equipment including air conditioning units, shall be designed,
installed, and operated to minimize noise impact on surrounding property. All such
equipment shall be screened from public view in accordance with the Zoning Ordinance.
o Open storage, where permitted, shall be screened in accordance with the Zoning Ordinance.
o The masonry requirements of Section 54 of the Zoning Ordinance shall be met.
o Illuminated signage was included in the determination of the site illumination levels.
o Outdoor lighting shall comply with illumination standards within Section 55 of the
Zoning Ordinance unless specifically excepted.
o Proposed ground signage shall meet the minimum requirements of Section 60 of the
Zoning Ordinance and is contingent upon approval of a separate building permit with
Building Services.

o All onsite electrical conductors associated with new construction shall be located
underground.
o Uses shall conform in operation, location, and construction to the following
performance standards in Section 55 of the Zoning Ordinance: noise, smoke and
particulate matter, odorous matter, fire or explosive hazard material, toxic and noxious
matter, vibration, and/or other performance standards.
o All requirements of the City of Grapevine soil erosion control ordinance shall be met
during the period of construction.

APPLICANT: Michael Looper, Stacy- GV, LLC.
PROPERTY LOCATION AND SIZE:
The subject property is located at 1900 South Main
Street and is platted as Block 6, Lot 11, Metroplace
Addition 2nd Installment. The property contains 6.97
acres and has approximately 286.03 feet of frontage
along South Main Street and 790 feet of frontage
along Mustang Drive.
REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to amend the previously approved site
plan CU02-44 (Ord. 2002-80). This request is specifically to allow a baseball training facility
inside the existing Stacy Furniture warehouse building.
The subject site was developed in 1998 as a three-story 202,424 square foot furniture
retail, office, and warehouse building “Stacy’s Furniture”. Uses within the existing building
have included daycare, restaurant, yard art retail, kitchen and bath store showroom and
flooring store showroom.
The property owner intends to create a 25,814 square foot baseball training facility inside
the existing warehouse, which includes a 6,366 square foot pro shop, a 450 square foot
office, a 604 square foot lobby, and 18 playing cages.
PRESENT ZONING AND USE:
The property is currently zoned “CC”, Community Commercial District and is developed as
CU22-59.4 2
a free-standing commercial building.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject site and adjacent areas were rezoned in the 1984 City wide rezoning from “I-1”,
Industrial District to “PID”, Planned Industrial Development District.
Subject Site:
• On April 20, 1993, City Council approved Z93-04 (Ord. 1993-19) to rezone the
subject site from “PID”, Planned Industrial Development District to “CC”, Community
Commercial District.
• On October 15, 2002, City Council approved CU02-44 (Ord. 2002-80) to allow beer,
wine, and mixed drinks in conjunction with an existing restaurant, “Cliff’s Star
Neighborhood Restaurant.”
Surrounding area:
• On December 15, 1998, City Council approved CU98-70 (Ord. 1998-153) to allow a
94-room, three-story Holiday Inn Express north of the subject site.
• On December 21, 2004, City Council approved CU04-40 (Ord. 2004-85) to allow a
110-room hotel with beer, wine, and mixed beverages in conjunction with a
restaurant north of the subject site.
• On April 19, 2005. City Council approved SU05-03 (Ord. 2005-30) to allow a church
in a nonresidential district west of the subject site.
• On June 16, 2009, City Council approved CU09-09 (Ord. 2009-22) to establish a
planned business park west of the subject site.
• On November 15, 2016, City Council approved CU16-26 (Ord. 2016-85) to allow a
two-story indoor shooting range with office space east of the subject site.
• On November 21, 2017, City Council approved CU17-24 (Ord. 2017-80) to allow
one-story indoor shooting range east of the subject site.
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: “CC”, Community Commercial District – Holiday Inn Express, Hilton
Garden Inn and an undeveloped lot

AIRPORT IMPACT:
The subject tract is located within "Zone B" Middle Zone of Effect as defined on the "Aircraft

Sound Exposure: Dallas/Fort Worth Regional Airport Environs" map. In Zone B, the
following uses may be considered only if sound treatment is included in building design:
multi-family apartments, motels, office buildings, movie theaters, restaurants, personal and
business services. Single family residential and sound sensitive uses such as schools and
churches should avoid this zone. The applicant’s proposal is an appropriate use in this
noise zone.
MASTER PLAN APPLICATION:
Map 2: Land Use Plan of the Comprehensive Master Plan designates the subject property
as Commercial (CO) land use. The request is compliant with the Master Plan.
THOROUGHFARE PLAN APPLICATION:
The City of Grapevine Thoroughfare Plan designates South Main Street and Mustang Drive
as Type B, Major Arterial with a minimum 80-foot right-of-way developed as 4 lanes with a
median.
