HomeMy WebLinkAboutItem 09 - Train 2 ClarifierMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: FEBRUARY 21, 2023 SUBJECT: TRAIN 2 CLARIFIER REPLACEMENT AND APPROPRIATION ORDINANCE RECOMMENDATION: City Council to consider approving a contract with Alltech Engineering Corporation for the construction of the Train 2 Clarifier replacement project and an ordinance appropriating the funds. FUNDING SOURCE: Upon approval of the above recommendation, funds will be available in the Utility Enterprise Capital Fund in the estimated amount of $2,165,596. BACKGROUND: The WWTP has three trains, each of which can be operated independently of the others. However, during normal operations, two of three trains must be operational. The Train 2 clarifier was constructed in 1986. While ongoing maintenance and repairs have occurred, the clarifier is in need of replacement. The proposed project will replace all the mechanical components leaving only the original concrete basin which will be rehabilitated. On February 15, 2022, City Council approved an engineering services agreement with Providence Engineering in the amount of $325,000 to design new clarifier components for the existing two clarifier basins of the Train 2. Request for Competitive Sealed Proposals was advertised to consider not only the bid process (75% of weight), but also bidder's qualifications (10%), construction experience (10%) and safety record/litigation history (2.5%) and project closeout (2.5%). Bids were opened on February 7, 2022 with 4 bids received as follows: Contractor Bid Amount Score Alltech Engineering Corporation $ 1,940,596 96.5 Felix $ 2,194,620 87.2 Schofield $ 2,277,620 85.0 MH Civil Constructors. $ 2,540,000 74.8 Alltech Engineering Corporation received the highest score. Additionally, staff has had recent experience with Alltech on the Train 1 clarifier and UV disinfection system improvements at the Wastewater Treatment Plant. Staff has also included $225,000 or 11 % in construction related costs [(5% construction contingency, 4% inspection and 2% materials testing ($213,465.56 rounded to 225,000)] . This brings the total construction phase appropriation to $2,165,596. The contractor has 395 calendar days to complete the project after the Notice to Proceed is issued. Staff recommends approval. ORDINANCE NO. 2023-007 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE APPROPRIATION OF $2,165,596 IN THE UTILITY ENTERPRISE CAPITAL FUND; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City Council of the City of Grapevine desires to fund the Train 2 Clarifiers Replacement project; and WHEREAS, funding is available in the Utility Enterprise Capital Fund; and WHEREAS, all constitutional and statutory prerequisites for the approval of this ordinance have been met, including but not limited to the Open Meetings Act and Chapter 211 of the Local Government Code; and WHEREAS, the City Council deems the adoption of this ordinance to be in the best interests of the health, safety, and welfare of the public. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council hereby authorizes the appropriation of $2,165,596 in the Utility Enterprise Capital Fund to fund the Train 2 Clarifiers Replacement project. Section 3. That a copy of the revised FY 2022-2023 Annual Budget document shall be kept on file in the office of the City Secretary. Section 4. That the terms and provisions of this ordinance shall be deemed to be severable, and that if the validity of any section, subsection, word, sentence or phrase shall be held to be invalid, it shall not affect the remaining part of this ordinance. Section 5. That the fact that the present ordinances and regulations of the City of Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the inhabitants of the City of Grapevine, Texas, creates an emergency for the immediate preservation of the public business, property, health, safety and general welfare of the public which requires that this ordinance shall become effective from and after the date of its final passage, and it is accordingly so ordained.
