HomeMy WebLinkAboutItem 20 - Ferguson Place AdditionMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: FEBRUARY 21, 2023 SUBJECT: INTERLOCAL AGREEMENT WITH THE CITY OF SOUTHLAKE TO PROVIDE UTILITY SERVICE FOR THE FERGUSON PLACE ADDITION RECOMMENDATION: City Council to consider approval of an Interlocal Agreement with the City of Southlake to provide utility service for the Ferguson Place Addition. FUNDING SOURCE: This action has no material effect on City funds. BACKGROUND: The proposed Interlocal Agreement between the City of Southlake (Southlake) and the City of Grapevine is to provide utilities to the Ferguson Place Addition. The Ferguson Place Addition contains a total of 15.179 acres along the east side of Lonesome Dove Road of which 14.149 acres are in the City of Grapevine (32 residential lots and two common space lots). The remaining 1.03 acres are in the City of Southlake (two residential lots). The centerline of Lonesome Dove Road is the common city limit line with the exception of this 1.03 acre. Grapevine provides water, sanitary sewer and refuse to properties to the east of Lonesome Dove Road and can provide these services to the two Southlake lots. Grapevine will receive the revenue from fees from the new customers for providing these services. Southlake agrees to allow the developer to install utilities within the Southlake right-of-way of Ferguson Road in order to provide service to the two residential lots in Southlake. Grapevine agrees to provide water, refuse, storm water, and sanitary sewer services and utility billing to the two residential lots. Grapevine will be responsible for the maintenance of the water, sanitary sewer and storm water facilities within both Grapevine and Southlake that serve these lots. Ferguson Lonesome Dove LLC has agreed to construct a storm drainage system to capture a portion of the runoff from Lonesome Dove to alleviate drainage issues downstream of the proposed development per the request of Grapevine. Staff will bring forward a agreement for Council consideration this spring for City participation in oversizing the developer's facilities to serve the larger drainage basin. Each City will be responsible for the maintenance of these improvements within their corporate boundary. Each City will own and maintain Ferguson Road and sidewalks within their City. Any roadway fees will go to their corporate boundary. Staff recommends approval.
