GRAPEVINE HOUSING AUTHORITY OFFICE 131 STARR PLACE, GRAPEVINE, TEXAS CALL TO ORDER REGULAR MEETING CITIZEN COMMENTS 1. Any person who is not scheduled on the agenda may address the Board of Commissioners under Citizen Comments or on any other agenda item by completing a Citizen Appearance Request form with the Executive Director. A member of the public may address the Board of Commissioners regarding an item on the agenda either before or during the Board's consideration of the item, upon being recognized by the Chair of the Board or upon the consent of the Board. In accordance with the Texas Open Meetings Act, the Board is restricted in discussing or taking action during Citizen Comments. REPORT OF THE EXECUTIVE DIRECTOR (INFORMATIONAL ONLY) 2. Report of Public Housing Activity and Issues through February 20, 2023 D. Update from the Resident Advisory meetings held on January 20, and February 17, 2023 E. Quarterly Investment Report for Quarter 4 2022 NEW BUSINESS 3. Consideration of the minutes from the December 15, 2022, meeting and take any necessary action. 4. Consideration and acceptance of the November 2022 monthly financial statements and take necessary action. 5. Report by the Ex Officio member of the Senior Citizens Advisory Board on the January 3, 2022 meeting. State of Texas County of Tarrant City of Grapevine The Board of Commissioners of the Grapevine Housing Authority met in Regular Session on this the 23rd day of February 2023 in the Conference Room of the Grapevine Housing Authority, 131 Starr Place, with the following members present to wit: Linda Troeger Chair Teri Rhodes -Cantu Commissioner Bruce Woodward Commissioner Bonnie McHugh Absent Bettye Bratcher Absent Constituting a quorum, with the following also present: Duff O'Dell City Council Liaison Greg Jordan CFO City of Grapevine Jane Everett Executive Director REGULAR MEETING Chairperson Troeger called the meeting to order at 4:02 p.m. Item #1. Citizen Comments No Citizen comments submitted Item # 2 Reoort of the Executive Director (Informational Only) A. Rent Delinauencv and Information Sheet The Executive Director reported to the Board on the rent delinquencies, number of empty units, work orders and statistical information for the waiting list for Public Housing through February 20, 2023. B. Caoital Funds Reoort and Work in Proaress The Executive Director reported to the Board on the current Capital Funds and corresponding projects. C. Reoort of Public Housina Activitv and Issues The Executive Director reported to the Board the results of the smoke/CO alarm inventory. The Grapevine Elks Lodge is hosting a dinner for 30 Grapevine Housing Authority seniors. Each senior will receive a $100 gift card to Walmart and participate in a drawing for additional prizes. The Elks members plan to serve chicken fried steak or chicken fried chicken with green beans, mashed potatoes and dessert. D. UDdate from the Resident Advisory meetinas held on January 20 and February 17. 2023 The Executive Director presented the minutes from each of the Resident Advisory Board meetings along with the BINGO winners. E. Quarterly Investment Reoort for Quarter 4 2022 The Executive Director presented the Board with the Quarterly Investment Portfolio Report for Quarter 4 2022. NEW BUSINESS Item #3 - Consideration of the minutes from the December 15. 2022, meeting and take anv necessary action. The Board was provided the minutes from the December 15, 2022, meeting for approval. Commissioner Rhodes -Cantu moved and Commissioner Woodward seconded to accept the amended December 15, 2022 minutes. Ayes: Troeger, Rhodes -Cantu, and Woodward Nays: None Absent: McHugh and Bratcher Motion passed: 3-0 Item #4 - Consideration and acceptance of the November 2022 monthlv financial statement and take necessary action. The Executive Director presented the board with an electronic copy of the November 2022 financial statements for their review. Commissioner Rhodes -Cantu moved and Commissioner Woodward seconded to approve the November 2022 financial statements. Ayes: Troeger, Rhodes -Cantu, and Woodward Nays: None Absent: McHugh and Bratcher Motion passed: 3-0 Item # 5 - Reoort by the Ex Officio member of the Senior Citizens Advisory Board on the January 3. 2023. meetina City Council Member O'Dell provided an update. No action was taken. ADJOURNMENT Commissioner Woodward moved and Commissioner Rhodes -Cantu seconded that the meeting be adjourned.
