TRIPLETT, JR, PLANNER II DATE: MARCH 2, 2023 SUBJECT: CONDITIONAL USE REQUEST CU23-04; HILTON GARDEN INN RECOMMENDATION Staff recommends the Site Plan Review Committee (SPRC) consider the proposed changes to Conditional Use Request CU04-40 (Ord. 2004-85) to amend the previously site plan for a planned commercial center, specifically to allow the sale, storage and off- premise consumption of prepackaged alcoholic beverages (beer and wine only) in a grab and go kiosk in conjunction with an existing hotel. The property is zoned “CC”, Community Commercial District and is owned by Apple Hospitality Grapevine. REQUEST On December 21, 2004, City Council approved CU04-40 (Ord. 2004-85) for a 110-room hotel and to allow the possession, storage, retail sale and on-premise consumption of alcoholic beverages (beer, wine and mixed beverages). The Texas Alcoholic Beverage Commission approved a Mixed Beverage Permit (MB) for the subject site at that time. Located adjacent to the front desk and within an existing 271 square foot guest self- service snack pantry, the applicant proposes establishing an approximate 8 square foot area for a kiosk, for the sale of prepackaged beer and wine. The Texas Alcoholic Beverage Commission requires a Wine and Beer Retailer’s Off-Premise Permit (BQ) which allows the sale of malt beverages and wine for off-premise consumption in conjunction with the hotel. The hotel will retain their MB permit. BACKGROUND INFORMATION The subject site was zoned “I-1”, Light Industrial District prior to the 1984 City-wide rezoning at which time the site was rezoned to “PID”, Planned Industrial Development District. • On April 20, 1993, City Council approved Z93-04 (Ord. 93-19) to rezone the subject site from “PID”, Planned Industrial Development District to “CC”, Community Commercial District.
