West State Highway 114 and platted as Block 1, Lot 4R1, Regency Center Addition Grapevine. The applicant is
requesting a conditional use permit to amend the previously approved site plan CU00-30 for a planned
commercial center, which allowed for an increase in the building height in conjunction with an existing multi-
tenant retail building. This request is specifically to revise building elevations to include an external customer
pick up vestibule with awning, a new fire pump room, and generator. The property is zoned “CC”, Community
Commercial District and owned by RPAI Grapevine Limited Partnership.

TO: SITE PLAN REVIEW COMMITTEE MEMBERS FROM: ALBERT L. TRIPLETT, JR, PLANNER II DATE: MARCH 2, 2023 SUBJECT: CONDITIONAL USE REQUEST CU23-03; BEST BUY RECOMMENDATION Staff recommends the Site Plan Review Committee (SPRC) consider the proposed changes to conditional use request CU00-30 to amend the previously approved site plan CU99-67 (Ord. 1999-67) this request is specifically to revise building elevations to include an external customer pick up vestibule with awning along the north building elevation, and add a new fire pump room and generator to the west building elevation. The property is zoned “CC”, Community Commercial District and owned by RPAI Grapevine Limited Partnership. REQUEST The applicant proposes the following addition and changes to the north and west building elevations of the existing Best Buy retail store:
• Along the north elevation, a 12-foot vestibule with wall lockers will be added for online pick up orders;
• A 206 square foot fire pump room to allow additional water flow to the existing fire protection system will be added along the west elevation; and
• A 5-foot tall, 6-foot-10 inch by 17 foot-10 inch generator to provide backup power to the fire pump room to the west building elevation. BACKGROUND INFORMATION The subject site was zoned “I-1”; Light Industrial District prior to the 1984 City-wide rezoning at which time the subject site was rezoned to “CC”, Community Commercial District.
• On April 20, 1982, City Council approved Z82-14 (Ord. 1982-20) to rezone ”R-1”, Single Family District to “I-1”, Light Industrial District.
• On December 7, 1999, City Council approved CU99-67 (Ord. 1999-67) to allow the development of a planned commercial center on 12.5 acres including a Best

• On June 22, 2000, the Site Plan Review Committee (SPRC) approved CU00-30 to allow the existing Best Buy building to move forward two feet placing it 28 feet from the west property line in order to comply with the City of Grapevine’s Building Code Requirements. /ng
