HomeMy WebLinkAboutItem 15 - Pavement Marking ServicesMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: MARCH 7, 2023 SUBJECT: RENEWAL OF AN ANNUAL CONTRACT FOR PAVEMENT MARKING SERVICES RECOMMENDATION: City Council to consider the renewal of an annual contract for pavement marking services with Stripe -A -Zone for the Public Works Department. FUNDING SOURCE: Funds are available in the Capital Projects Streets Fund and the Permanent Capital Streets Fund in an estimated amount of $400,000. BACKGROUND: On December 21, 2 021 the City Council authorized $450,000 roadway striping across the City with Stripe -A -Zone. The majority of the work was long line striping (the solid and dashed lines that mark travel lanes.) The remaining funding was spent on our short line striping at our intersections (stop bars, crosswalks, turn arrows, etc.) Last year's effort allowed us to replace all the striping in the City that staff had rated in poor condition. Our recommendation for this year will allow us to replace all striping considered in fair condition (see attached exhibit). With this effort completed, staff will be able to establish a consistent striping program using our annual operating funding. The purpose of this contract is to establish fixed pricing for pavement marking services for the Public Works Department on an as -needed basis. The Public Works Department and Purchasing reviewed the contract for specification compliance and pricing and determined that this contract would provide the best service and pricing for meeting the needs of the City. Purchases will be made as required and in accordance with an interlocal agreement with City of Grand Prairie, Texas as allowed by Texas Local Government Code, Chapter 271 and Texas Government Code, Chapter 791. The City of Grand Prairie, Texas solicited bids for Pavement Marking Services from which they awarded a contract to Stripe -A -Zone on August 4, 2021. Only one bid was received, and the pricing submitted was fair and reasonable. The contract was for an initial one-year period with four, one-year renewal options. If approved, this will be the first renewal available. Staff recommends approval.
