REGULAR JOINT MEETING OF CITY COUNCIL AND yw,u°w PLANNING AND ZONING COMMISSION MINUTES FEBRUARY 21, 2023 GRAPEVINE CITY HALL, COUNCIL CHAMBERS 200 SOUTH MAIN STREET GRAPEVINE, TEXAS 7.00 p.m. Briefing Session — Planning and Zoning Conference Room 7.30 p.m. Joint Regular Meeting — City Council Chambers The Planning and Zoning Commission of the City of Grapevine, Texas met in Regular Session on this the 21st day of February 2023 in the Planning and Zoning Conference Room with the following members present -to -wit: Larry Oliver Monica Hotelling Beth Tiggelaar Traci Hutton Jason Parker Dennis Luers David Hallberg Mark Assaad Jeremiah Radandt Chairman Vice Chairperson Member Member Member Member Member Alternate Alternate Constituting a quorum. The following City Staff were present: Erica Marohnic Planning Services Director Albert L. Triplett, Jr. Planner II Natasha Gale Planner I Lindsay Carey Planning Technician BRIEFING SESSION: 7:00 p.m. — Planning and Zoning Commission Conference Room 1. Receive a report, hold a discussion, and provide staff direction regarding amendment to the definition for condominiums and creation of a definition for rowhouses. Discussion occurred and direction was provided to staff. 2. Planning and Zoning Commission to conduct a briefing session to discuss all items scheduled on tonight's agenda. No action will be taken. Each item will be considered during the Regular Session which immediately follows the Joint Public Hearings. Chairman Oliver closed the Briefing Session at 7.27 p.m. February 21, 2023 PLANNING & ZONING COMMISSION JOINT MEETING WITH CITY COUNCIL: 7:32 p.m. — City Council Chambers 3. Invocation and Pledge of Allegiance: Council Member Sharron Rogers JOINT PUBLIC HEARINGS 4. Conditional Use Permit CU22-59 (TPA Baseball Training Facility) — City Council and Planning and Zoning Commission to conduct a public hearing relative to an application submitted by Stacy-GV, LLC requesting a conditional use permit to amend the previously approved site plan for CU02-44 (Ordinance No. 2002-80). This request is specifically to allow a baseball training facility inside the existing Stacy Furniture warehouse building. The subject property is located at 1900 South Main Street and is currently zoned "CC", Community Commercial District. Mayor Tate announced the applicant had submitted a letter requesting to withdraw this item. Motion was made to approve the withdraw of Conditional Use Permit CU22-59 (TPA Baseball): Motion: Parker Second: Hotelling Ayes: Oliver, Tiggelaar, Hutton, Luers, Hallberg Nays: None Approved: 7-0 5. Conditional Use Permit CU23-01 (Walmart) — City Council and Planning and Zoning Commission to conduct a public hearing relative to an application submitted by Kimley-Horn requesting a conditional use permit to amend the previously approved site plan for CU03-29 for a planned commercial center including an automotive repair facility, gasoline sales, the possession, storage, retail sale of off premise consumption of alcoholic beverages (beer and wine only) in conjunction with a retail store. This request is specifically to add two metal storage containers for the purpose of storing new parts and landscape equipment for on- and off -site Walmart facility management. The subject property is located at 1601 West State Highway 114 and is currently zoned "CC", Community Commercial District. The Commission and Council received a report from staff and held the public hearing. A representative from Kimley-Horn, Carolyn Koch, presented and answered questions. REGULAR SESSION: (Immediately following the Joint Public Hearings) Planning and Zoning Conference Room Chairman Oliver called the regular session to order at 7:45 p.m. 'ra February 21, 2023 PLANNING & ZONING COMMISSION 6. CITIZEN COMMENTS NEW BUSINESS 7. Conditional Use Permit CU22-59 (TPA Baseball Training Facility) — Consider the application and make a recommendation to City Council. This item was withdrawn during the public hearing. No action was taken. 8. Conditional Use Permit CU23-01 (Walmart) — Consider the application and make a recommendation to City Council. The Commission discussed this item. Mickey Hicks, General Maintenance Manager for Walmart, answered questions regarding CU23-01; Walmart. Motion was made to approve Conditional Use Permit CU23-01 (Walmart) subject to the following conditions: 1. Nothing shall be stored above the 8-foot wood screening fence; 2. Amend page 3 of the plan set, removing the box truck and adding a pickup trailer with height dimensioned. Motion: Luers Second: Hallberg Ayes: Oliver, Tiggelaar, Hutton, Hotelling, Parker Nays: None Approved: 7-0 9. Consider the minutes of the January 17, 2023 Planning and Zoning Commission Meeting. The Commission discussed this item. Motion was made to approve the minutes of January 17, 2023, Planning and Zoning Public Hearing: Motion: Hutton Second: Hotelling Ayes: Oliver, Tiggelaar, Luers, Nays: None Approved: 5-0-2 Abstention: Hallberg, Parker 3 February 21, 2023 PLANNING & ZONING COMMISSION Adiournment Motion was made to adjourn the meeting at 7:56 p.m. Motion: Parker Second: Hutton Ayes: Hallberg, Oliver, Tiggelaar, Luers, Hotelling Nays: None Approved: 7-0 PASSED AND APPROVED BY THE PLANNING AND ZONING COMMISSION OF THE CITY OF GRAPEVINE, TEXAS ON THIS THE 21st DAY OF MARCH 2O23.
