CITY OF GRAPEVINE
The City Council of the City of Grapevine, Texas met in Regular Session on this the 7th
day of March, 2023 in the City Council Chambers, Second Floor, 200 South Main Street,
with the following members present:

Mayor Tate called the meeting to order at 6.31 p.m. in the City Council Chambers.
Item 1. Executive Session
Mayor Tate announced the City Council would recess to the City Council Conference
Room to conduct a closed session regarding:
A. Real property relative to deliberation of the purchase, exchange, lease, sale
or value of real property (City facilities, Public Works, and the 185 acres)
pursuant to Section 551.072, Texas Government Code.
B. Conference with City Manager and Staff to discuss and deliberate
commercial and financial information received from business prospects the
City seeks to have locate, stay, or expand in the City; deliberate the offer of
a financial or other incentive; with which businesses the City is conducting
economic development negotiations pursuant to Section 551.087, Texas
Government Code.
The City Council recessed to the City Council Conference Room and began the closed
session at 6.35 p.m. The closed session ended at 7.07 p.m.
Upon reconvening in open session in the Council Chambers, Mayor Tate asked if there
was any action necessary relative to Sections 551.072 or 551.087.
City Manager Bruno Rumbelow stated no action was necessary.
REGULAR MEETING
Mayor Tate called the regular meeting to order at 7.30 p.m. in the City Council Chambers.
Item 1. Invocation
Ross Sawyers, Pastor at 121 Community Church gave the invocation.
Item 2. Posting of the Colors and Pledges of Allegiance
Ross Sawyers, Pastor at 121 Community Church lead the Pledge of Allegiance.
Item 3. Citizen Comments
Aram Azadpour, PO Box 2644, Grapevine, addressed the comments of the Council's role
in managing the City that were made at the February 21, 2023 Council meeting. Mr.
Azadpour provided news copies and campaign advertisements that will be part of the
record.
PRESENTATIONS
Item 4. Mavor Tate to recognize Ron Marks for his life-saving efforts on October 10, 2022.
Fire Chief Darrell Brown recognized Ron Marks for saving the life of a stabbing victim on
October 10, 2022.
There was no action taken on this item.
Item 5. Mavor Tate to recognize members of The REC of Grapevine staff for their life-
saving efforts of Nate Eubanks on January 18, 2023.
Chief Brown recognized Parks and Recreation staff members Lifeguards Caleb Jabri and
Gideon Dixon, Aquatic Coordinator Kami McAdoo and Recreation Supervisor Hunter
Hademan; Dispatchers LA Roberts and Anthony Smith; and Fire Department Personnel
Captain/Paramedics Michael Butschek and Bradley Feldpausch; Engineer/Paramedics
Tyson Doucet and James Jansen; and Firefighter/Paramedics Francisco Chairez, Tyler
Sullivan, Nathan Kelley, and Austin Hafdell. These staff members were able to provide
CPR, use the AED, and notify the CATH team at Baylor Scott and White Medical Center
after Nate Eubanks suffered a cardiac arrest at The REC on January 18.
Mr. Eubanks thanked the City and hospital staff who saved his life and his wife Linda for
being with him during his recovery.

Item 6. Mavor Tate to recognize members of the Grapevine Fire Department for their life-
saving efforts of Laura Murphv on January 18, 2023.
Chief Brown recognized Dispatchers Bobby Perkins and Bailey Dyer;
Captain/Paramedics Kody Wallace and Bradley Feldpausch; Engineer/Paramedics
Andrew Torrence and James Jansen; and Firefighter/Paramedics Lee Bradley, Bryce
Bills, Tanner Lubin and Austin Hafdell who were able to provide life saving care to Laura
Murphy after she suffered a cardiac arrest at her home on January 18.
There was no action taken on this item.
NEW BUSINESS
Item 7. Consider the purchase of artificial turf field replacement from KYA Services and
take anv necessary action.
Parks and Recreation Director Chris Smith presented the item requesting approval to
purchase artificial turf for the turf field located at The REC for an amount not to exceed
$283,304, and answered questions from Council.

Item 8. Consider Ordinance No. 2023-010 amending the Code of Ordinances for the Citv
of Grapevine Chapter 6, Section 6-6 - Impounding of Cats. Dogs and take anv necessary
action
Police Chief Mike Hamlin presented this item and answered questions from Council. The
proposed ordinance would amend the Grapevine Code of Ordinances to align with State
Code to define the City as the designated caretaker to allow for animals to receive medical
care when impounded.

City of Grapevine Chapter 6, Section 6-6 — Impounding of Cats, Dogs.

OF ORDINANCES SECTION 6-6, IMPOUNDING OF CATS,
DOGS; PROVIDING A PENALTY, NOT TO EXCEED FIVE
HUNDRED DOLLARS ($500.00); REPEALING
CONFLICTING ORDINANCES; PROVIDING A
SEVERABILITY CLAUSE; DECLARING AN EMERGENCY
AND PROVIDING AN EFFECTIVE DATE
Item 9. Consider Ordinance No. 2023-011 amending the Code of Ordinances for the Citv
of Grapevine. Chapter 23, Traffic, Article 11, Operation of Vehicle by adding a new Section.
23-38, Street Racing and Reckless Driving Exhibition and take anv necessary action.
Police Chief Hamlin presented this item and answered questions from Council. The
proposed ordinance will, among other things, prohibit any person(s) from knowingly being
present and participating in reckless driving exhibitions as a supporter and/or will prohibit
any person from allowing street racing, reckless driving exhibitions or preparations for
street racing and/or reckless driving exhibitions to occur on their premises.
Motion was made to approve the ordinance amending the Code of Ordinances for the
City of Grapevine, Chapter 23, Traffic, Article 11, Operation of Vehicle by adding a new
Section, 23-38, Street Racing and Reckless Driving Exhibition.

CONSENT AGENDA
Consent items are deemed to need little Council deliberation and were acted upon as one
business item. Any member of the City Council or member of the audience may request
that an item be withdrawn from the consent agenda and placed before the City Council
for full discussion. No one requested to remove any items from the consent agenda.
Approval of the consent agenda authorizes the City Manager, or his designee, to
implement each item in accordance with Staff recommendations.
Item 10. Consider an Interlocal Agreement for purchasing with the Region 16 Education
Service Center in Texas.
Chief Financial Officer Greg Jordan recommended approval of the agreement with the
Region 16 Service Center in Texas to participate in various purchasing contracts.

Item 11. Consider the addition of modular offices for the Convention and Visitors Bureau
Headquarters from Seaman & Companv.
Convention and Visitors Bureau Director P.W. McCallum recommended approval of the
purchase of additional modular office space in the CVB Headquarters for an amount not
to exceed $16,230.96.

Item 12. Consider for the purchase of VMware Carbon Black Antivirus. Malware, and
Ransomware license and support from SHI Government Solutions, Inc.
Chief Technology Officer Tessa Allberg recommended approval of the purchase of
software and support for an amount not to exceed $27,621.

Item 13. Consider the renewal of annual services for veterinary medical care from
Northwest Animal Hospital (Grapevine Veterinary Services).
Police Chief Hamlin recommended approval of the annual services contract for veterinary
medical care for shelter animals for sterilization, vaccination, testing, examinations,
procedures, medications, grooming and other surgical services for an annual estimated
amount of $60,000.

Item 14. Consider the purchase two Flvat submersible pumps for the Golf Course lift
station from Xvlem Water Solutions USA, Inc.
Public Works Director Bryan Beck recommended approval of the purchase of submersible
pumps for the Golf Course lift station for an amount not to exceed $27,332.

Item 15. Consider the renewal of an annual contract for pavement marking services with
Stripe -A -Zone.
Public Works Director Beck recommended approval of the contract for pavement marking
services for striping considered to be in fair condition for an estimated amount of
$400,000.

Item 16. Consider Resolution No. 2023-006 revising Resolution No. 2022-006 approving
the Local Proiect Advance Fundina Aareement with Texas Department of Transportation
City Council March 7, 2023 Page 6
(TXDOT) to establish funding participation levels for the construction of a 2020 TxDOT
Highwav Safetv Improvement Program (HSIP) proiect.
Public Works Director Beck recommended approval of the resolution stating that the
William D. Tate Avenue raised center median project listed in Resolution No. 2022-006
is actually an on -system project and the State will be responsible for 100% of the
construction costs overruns. The updated language shall state:
William D Tate Avenue — Mustang Drive to State Highway 114 (CSJ: 0902-
90-217 On -System) estimated project cost $365,810.00. Local Government
participation estimated $122,225. The Local Government participation will
be based on actual costs. 100% of construction overruns are the
responsibility of the State and 100% of engineering and environmental
overruns are the responsibility of the Local Government.

Item 17. Consider the second amendment to the on -call traffic engineering services
contract with Kimlev-Horn and Associates and approval of Ordinance No. 2023-012
appropriating the funds.
Public Works Director Beck recommended approval of the second amendment to the on -
call traffic engineering services contract to provide additional funding and to include small-
scale roadway, utility and storm drainage projects for an amount estimated at $250,000.

Item 18. Consider Ordinance No. 2023-013 abandoning a 15-foot wide sanitary sewer
easement on Lot 2, Block A. Glade Addition located at 4501 State Highwav 360.

sewer easement on Lot 2, Block A, Glade Addition as requested by the property owner.
