HomeMy WebLinkAboutItem 09 - TRA Project RestorationMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: APRIL 4, 2023 SUBJECT: TRA WASTEWATER PROJECT REFORESTATION AND RESTORATION RECOMMENDATION: City Council to consider appropriating the funds for the surface restoration and tree mitigation from the TRA Wastewater Project for the Parks and Recreation Department. FUNDING SOURCE: Upon approval of the attached Ordinance, funds will be available in the Special Revenue Fund (Tree Mitigation) and the General Fund (Parks Department) in the amount of $854,824. BACKGROUND: The Trinity River Authority (TRA) began installing the section of a regional wastewater line that runs through the City of Grapevine at the beginning of 2022. The project is scheduled for completion during the fall of 2023. The project generally follows Bear Creek crossing under State Highway 360 at the southern city limits heading north through Bear Creek Park then under the State Highway 121 overpass through Wall Farrar Nature Trail and along Parr Park Trail ending at the terminus of Old Mill Run. Because this is a regional system, the size of pipe is large, generally 48" in diameter, and placed about 15 feet under the surface requiring 70 to 90 foot -wide easements to accommodate the staging of the pipe, fill material, excavated material, and operation of large construction equipment. Such a massive construction project has disrupted and disturbed existing activities and facilities. To minimize disruptions and maximize mitigation, coordinated planning efforts between the City and TRA began in 2016. These efforts produced tree preservation and restoration methods, alternate alignments of the trail, altered construction schedule to reduce disruption at the Bark Park, and baseball fields. Installation of the pipe is continuing and on schedule. Park crews have begun restoring the Bear Creek Park baseball fields and trail. The park is scheduled to reopen in May. Installation of the pipe near Parr Park will resume in April. Later in the summer and early fall, trail reconstruction and tree restoration will begin. Most of the work to repair and restore the areas can be accomplished through in-house labor and through existing contracts. Any additional tasks needing to be completed outside of existing resources will be brought to City Council for additional approvals at that time. The funds to be used were provided by TRA and were placed in revenue accounts: Tree Mitigation: $476,200 (114-36526-000-000) Surface Restoration: $378,624 (100-39999-000) ORDINANCE NO. 2023-020 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, INCREASING ESTIMATED RECEIPTS IN THE AMOUNTS OF $476,200 IN THE SPECIAL REVENUE FUND (TREE MITIGATION) AND $378,625 IN THE GENERAL FUND (PARKS DEPARTMENT) RECEIVED FROM TRINITY RIVER AUTHORITY FOR NECESSARY REFORESTATION AND REPAIRS IN CONJUNCTION WITH THE TRA WASTEWATER REPAIR PROJECT; AUTHORIZING THE APPROPRIATION OF $4767200 IN THE SPECIAL REVENUE FUND (TREE MITIGATION) AND $378,625 IN THE GENERAL FUND (PARKS DEPARTMENT); DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine received the amounts of $476,200 and $378,625 from the Trinity River Authority (TRA) for reforestation and repairs associated with the TRA Wastewater Repair project; and WHEREAS, the City of Grapevine is beginning to incur costs associated with the reforestation and repairs; and WHEREAS, all constitutional and statutory prerequisites for the approval of this ordinance have been met, including but not limited to the Open Meetings Act and Chapter 211 of the Local Government Code; and WHEREAS, the City Council deems the adoption of this ordinance to be in the best interests of the health, safety, and welfare of the public. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council hereby authorizes an increase in estimated receipts in the amounts of $476,200 in the Special Revenue Fund (Tree Mitigation) and $378,625 in the General Fund (Parks Department). Section 3. That the City Council hereby authorizes an amount of $476,200 be appropriated for expenditures in the Special Revenue Fund (Tree Mitigation) and $378,625 be appropriated in the General Fund (Parks Department) for the reforestation and repairs associated with the TRA Wastewater Repair project. Section 4. That the terms and provisions of this ordinance shall be deemed to be severable, and that if the validity of any section, subsection, word, sentence or phrase shall be held to be invalid, it shall not affect the remaining part of this ordinance. Section 5. That the fact that the present ordinances and regulations of the City of Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the inhabitants of the City of Grapevine, Texas, creates an emergency for the immediate preservation of the public business, property, health, safety and general welfare of the public which requires that this ordinance shall become effective from and after the date of its final passage, and it is accordingly so ordained.
