FROM: BRUNO RUMBELOW, CITY MANAGER
MEETING DATE: APRIL 18, 2023
SUBJECT: REPLACEMENT AND INSTALLATION OF AN ELECTRONIC THEATER
CONTROL SYSTEM
RECOMMENDATION: City Council to consider approval for the replacement and installation of
an electronic theater control lighting system from Digital Resources for the
Palace Theater.
FUNDING SOURCE: Funds are available in the Convention and Visitors Bureau (CVB) budget
in an amount not to exceed $44,671.
BACKGROUND: The electronic theater control (ETC) system for the Palace Theater was
installed in 2001 and controls the lighting for both the Palace Theater and
Lancaster. The Theater hosts many concerts and performances each
year, and it is imperative that it has a reliable and effective lighting system.
Due to the age of the current ETC system, there are increasing instances
when the system is unresponsive and due to its age, it is not able to be
repaired or serviced.
Staff is recommending upgrading the ETC system to a newer system
called Paradigm. This programmable system will provide enhanced
reliability while allowing the transition from halogen to LED lighting
throughout the Palace and Lancaster Theaters.
Informal quotes were taken in accordance with the City Purchasing policy.
Formal bids and advertisements are not required for purchases under
$50,000. Three quotes were submitted as noted below. Digital Resources
submitted the lowest quote meeting specifications.
Digital Resources $44,671.00
Barbizan Lighting $45,900.00
Gemini $58,293.48
