SUBJECT: RESOLUTION — RAW WATER PUMP REPAIR
RECOMMENDATION:
City Council consider adopting a resolution authorizing and ratifying City Staff's emergency
expenditure of funds for the raw water pump repair services provided by Pierce Pump
company in the amount of$ 23,826.40, and take any necessary action.
FUNDING SOURCE:
Funds are available in Account # 200-43360-534-0, Water Supply Infrastructure
Permanent Capital Maintenance Fund.
BACKGROUND INFORMATION:
The raw water for the Grapevine Water Plant is pumped to the water plant from an outtake
structure located about a mile north of the Plant. There are primarily two pumps used for
this purpose. One of the pumps has a capacity of 6 million gallons/day (MGD) and the
other pump has a capacity of 3.8 million gallons/day. During the peak summer season,
both of these pumps are needed to meet the peak demand and allow the Plant to treat at
its full capacity of 8 million gallons/day.
On June 25, the largest of these pumps (6 MGD) failed unexpectedly. Pierce Pump
Company was called in to evaluate the problem and upon inspection, they found that the
impeller had severe damage and would need to be replaced. They replaced one of the
bowl assemblies, the shaft and the impeller. The repairs needed to be completed as soon
as possible because we were approaching the peak summer season and we needed the
plant to function at full capacity to meet the peak summer demand. The repairs took
approximately three weeks to perform and the pump was operational on July 17th.
The resolution approves and ratifies the staff's actions and expenditures incurred in
addressing this repair.
Staff recommends approval.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS,AUTHORIZING AND RATIFYING THE
EMERGENCY EXPENDITURE OF FUNDS FOR THE WATER
PLANT RAW WATER PUMP REPAIR, AUTHORIZING THE
CITY MANAGER TO EXECUTE SAID CONTRACT AND
DOCUMENTS; AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas, pursuant to the authority granted by
Texas Government Code, Chapter 252, Section 252.022 (a) (4) desires to obtain the
services from Pierce Pump Company for the emergency repair of the 6 MGD raw water
pump that supplies the water plant; and
WHEREAS, the cost of the services performed by Pierce Pump Company is
$23,826.40.
NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all of the above premises are found to be true and correct and
are incorporated into the body of this resolution as if copied in their entirety.
Section 2. That the City Council authorizes and ratifies the emergency use of
funds for pump repair to Pierce Pump Company in the total amount of$23,826.40.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to obtain the services of Pierce Pump Company for the repair of the raw water
pump.
Section 4. That if any section, article, paragraph, sentence, clause, phrase or
word in this resolution, or application thereof to any persons or circumstances is held
invalid or unconstitutional by a Court of competent jurisdiction, such holding shall not
affect the validity of the remaining portions of this resolution; and the City Council hereby
declares it would have passed such remaining portions of the resolution despite such
invalidity, which remaining portions shall remain in full force and effect.
Section 5. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 1st day of September, 2009.
