HomeMy WebLinkAboutItem 18 - Water ImprovementsMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: MAY 16, 2023 SUBJECT: 023 WATER IMPROVEMENTS FOR WEST KIMBALL ROAD AND LAKERIDGE DRIVE AND APPROPRIATION ORDINANCE RECOMMENDATION: City Council to consider approving a contract for the construction of the 2023 Water Improvements for West Kimball Road and Lakeridge Drive RK Construction, LLC and an ordinance appropriating the funds. FUNDING SOURCE: Upon approval of the above recommendation, funds will be available in the Utility Enterprise Fund in the estimated amount of $186,750. BACKGROUND: The City is in the process of improving the Kimball Road "curve" from Hillcrest Court to Lakeridge Drive. The proposed 8" water line will make an important connection to the City's water network connecting the dead end mains at Hillcrest Court to Lakeridge Drive. This installation needs to be completed prior to the start of the roadway improvements and is part of the City's water network Master Plan. Kimley-Horn and Associates, Inc. performed the design of the water line within their on -call engineering services contract. Kimley-Horn prepared plans and contract documents that were used to advertise and bid the project. All required USACE permits and licenses have been obtained. A Request for Competitive Sealed Proposals was advertised to consider not only the bid process (90% of weight), but also bidder's qualifications (4%), construction experience (4%) and safety record/litigation history (1 %) and project closeout (1%). Bids were opened on April 18, 2023 with 6 bids received as follows: Contractor Bid Amount Score RK Construction, LLC $168,233.30 90 S-CO Incorporated $260,588.80 59 Gra-Tex Utilities $293,891.00 58 Stone Demolition $329,360.00 49 Excel 4 Construction, LLC $368,849.00 48 Canary Construction, Inc. $409,850.00 45 RK Construction LLC received the highest score. Kimley-Horn reviewed the bids for accuracy, completeness, ranked according to the best value bid award criteria, and as such, recommends this firm for award of contract. Staff concurs with the selection. Staff has also included $18,505.66 or 11 % in construction related costs [(5% construction contingency, 4% inspection and 2% materials testing (rounded to $186,750.)]. This brings the total construction phase appropriation to $186,750. The contractor has 45 calendar days to complete the project after the Notice to Proceed is issued. Staff recommends approval. ORDINANCE NO. 2023-026 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE APPROPRIATION OF THE ESTIMATED AMOUNT OF $186,750 IN THE UTILITY ENTERPRISE CAPITAL FUND; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City Council of the City of Grapevine desires to construct the 2023 Water Improvements for West Kimball Road and Lakeridge Drive; and WHEREAS, funding is available in the Utility Enterprise Capital Fund; and WHEREAS, all constitutional and statutory prerequisites for the approval of this ordinance have been met, including but not limited to the Open Meetings Act and Chapter 211 of the Local Government Code; and WHEREAS, the City Council deems the adoption of this ordinance to be in the best interests of the health, safety, and welfare of the public. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council hereby authorizes an estimated amount of $186,750 to be appropriated from the Utility Enterprise Capital Fund for the construction of the 2023 Water Improvements for West Kimball Road and Lakeridge Drive. Section 3. That a copy of the revised FY 2022-2023 Annual Budget document shall be kept on file in the office of the City Secretary. Section 4. That the terms and provisions of this ordinance shall be deemed to be severable, and that if the validity of any section, subsection, word, sentence or phrase shall be held to be invalid, it shall not affect the remaining part of this ordinance. Section 5. That the fact that the present ordinances and regulations of the City of Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the inhabitants of the City of Grapevine, Texas, creates an emergency for the immediate preservation of the public business, property, health, safety and general welfare of the public which requires that this ordinance shall become effective from and after the date of its final passage, and it is accordingly so ordained.
