PROPERTY LOCATION AND SIZE:
The subject property is located at 416 East College

Airport E Original Town of Grapevine. The addition contains
L-1 ro approximately 1.8 acres and has 290 feet of frontage

along East College Street.
REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to allow the possession, storage, retail
sales and on-premise consumption of alcoholic beverages(wine only)and outside dining in
conjunction with a restaurant.
Originally approved in 1994 as a winery, it is the applicant's intent to convert the wine
tasting room into a full-service restaurant with on-premise alcohol beverage sales limited to
wine only. Given the Texas Alcohol Beverage Commission's "three-tier" system whereby
producers sell their products to distributors who then sell to retailers, a business entity can
only maintain one position within the three tiers. The applicant, as a wine producer is
prohibited from also having a mixed beverage (retail) license. The applicant has
relinquished her winery permit and has received a mixed beverage permit at another
location outside of Grapevine. The applicant proposes to maintain the current atmosphere
and d6cor of the winery with the only difference being there will be no off-premise
0:/ZCU/CU13-19AA 1 September 11,2013(10:38AM)
consumption (package)sales of wine. The applicant is aware that if approved, a minimum
of fifty percent of all retail sales on premise must be comprised of food sales. There are no
outdoor speakers on the subject site. See the attached letter.
PRESENT ZONING AND USE:
The property is currently zoned "GV" Grapevine Vintage District and is developed as La
Buena Vida Winery.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject site as well as the surrounding properties were rezoned from "R-3" Multifamily
to "R-7.5" Single Family District during the 1984 City Rezoning. The subject site was
previously used as a day care center under the pre-1984 "R-3" Multifamily zoning
regulations until a portion of the structure was destroyed by fire in February, 1992. In the
fall of 1994 the subject site was rezoned from "R-7.5" Single Family District to "GV"
Grapevine Vintage District(Z94-12) and a conditional use permit was approved (CU94-29)
to allow for the development of a wine tasting room.
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: "R-7.5"Single Family District—single family homes; College Street
Historic District
SOUTH: "R-7.5" Single Family District and "LI" Light Industrial District—
single family homes, mobile home park
EAST: "R-7.5"Single Family District—Dooley Estates, single family homes
WEST: "R-7.5" Single Family District—single family homes
AIRPORT IMPACT:
The subject tract is located within "Zone a" Middle Zone of minimal effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" Map. Few
activities will be affected by aircraft sounds in Zone A, except for sound sensitive activities
such as auditoriums, churches, schools, hospitals, and theaters. The applicant's proposal
is an appropriate use in this noise zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as a Low Intensity Commercial land use.
The applicant's proposal is in compliance with the Master Plan.

Due to the restrictive nature of the Texas Alcoholic Beverage Code, specifically under
"General Provisions Chapter I Sec. 102.1 TIED HOUSE PROHIBITED", 1 am forced to
make the following request:
La Buena Vida Vineyards is respectfully requesting a change in its Conditional Use to a
Mixed Beverage permit with a .Wine OWE restriction.
Unfortunately, my locations outside of Grapevine are requiring me to offer alcoholic
beverages in order to remain eligible for additional growth opportunities and while I will
not offer anything other than wine at La Buena Vida, I am compelled by the Tied House
State law to have only MB permits.
WHAT WILL REMAIN THE SAME IF LA BUENA VIDA IS GRANTED THIS PERMIT?
The Name:
No name change designation is required under this request. "La Buena Vida Vineyards"
(applicants' location official DBA) or even casual reference as "La Buena Vida Winery"
is still acceptable nomenclature and is legal in the eyes of the TABC.
The Wine Experience For Our Customers and Neighbors:
La Buena Vida Vineyards, located in the historic district at 416 E. College Street, has
been educating and serving its clients on Texas Wines & culinary offerings for almost 20
years.
La Buena Vida Vineyards' clients, neighbors and City of Grapevine community will have
the same on-premise wine only experience to which it has grown accustom.
• Tastings, wine by the glass or bottles for on-premise consumption from large
and boutique Texas Wineries
• Beer & mixed beverages (liquor) will not be offered under this requested MB
permit
• This Wine 0 request is to preserve the wine centric atmosphere within the
framework and goals of the City of Grapevine
• To preserve and promote the Texas wine lifestyle
• To continue to partner with Texas vintners to offer La Buena Vineyards
labeled wines
• To continue to partner with the Texas Wine Industry and foster strong
relationships by holding wine dinners and wine makers appearances at our
Tasting Room
WHAT WILL CHANGE IF LA BUENA VI DA IS GRANTED THIS PERMIT?
More Foog_gplijons.
LBV plans to satisfy Grapevine's 50/50 ordinance by offering a more extensive chef
driven menu.
