BACKGROUND: Certificate of Appropriateness application #CA22-14 was submitted by the applicant Katherine Roberts on February 20, 2023 to construct a new 1,201 square foot addition to the rear of the original 1,077 square foot house to adapt it to serve family needs. The J. E. Forbes House was located on the Grapevine Prairie, saved from demolition by the City of Grapevine's Grapevine Township Revitalization Program (GTRP) and relocated to this site in 1999. It was landmarked by the Grapevine Historic Preservation Commission and restored by Historic Preservation staff following Design Guidelines established for the property. The Katherine and Justin Roberts family purchased the Forbes house in 2005 and have resided there since that time. Through the years they have taken great care of the house, having restored siding, original window screens, the front porch and step details and repainted the house in a period -appropriate historic paint color scheme. The proposed addition was designed by architect Russell Moran following Design Guidelines. Existing utility easements on the side and rear of the lot limits the area where the new addition can be constructed. See site survey plan attached. O:\Historic Preservation Commission\CAs\2023 CA\CA23-14.4.doc 208 South Dooley Street.doc May 17, 2023 (11:24AM) The addition's first floor plan includes a new master bedroom with bath and closet; a utility room and kitchen pantry; an attached one -car garage with workshop; an open-air carport on the south side of the original house allows for covered parking of a second car; and a covered porch and patio with outdoor kitchen at the rear of the house. The second floor plan contains a loft bedroom with bathroom and closet. The exterior of the new addition is designed to match the appearance of the original house, with matching wood siding and trim, extended rafter tails, wood windows and doors. The lot contains 9,100 square feet. The existing 1,077 square foot house with the new 1,201 square foot addition totals 2,278 square feet living area. The attached one -car garage of 371 square feet counts as living area brings the total to 2,649 which is within the 3,400 square feet allowed by the Preservation Ordinance. The covered porch and patio of 296 and carport of 286 do not count in the maximum square feet of 3,400 square feet allowed by the Preservation Ordinance. The building lot coverage is 29% (maximum is 40%) and the building height is 23'-8". Site Meeting 012723 208 South Dooley Street Historic Forbes House January 27, 2023 9:00 a.m. Meeting attended by: Katye Roberts owner; David Klempin, Historic Preservation Officer (HPO); Kayce Vanderpool, Historic Preservation Secretary; HPO David Klempin and Kayce Vanderpool met with Katye Roberts at the owner's house to discuss the ideas the Roberts are planning for the property. To make sure her different ideas are approvable and follow the HPC guidelines. The home owner had sketches of the house with the additions by Russell Moran a local architect. They are looking at adding on to the back of the house to add more space and a second floor with bedrooms and an attached single car garage with plans to have a carport in front. The utility room would be removed and the new addition entrance will start at the back door of the kitchen. Mr. Klempin is ok with the plans as presented and mentioned the new Design Guideline Pattern Book to come out later in the year to help eliminate the single roofs and provide more options in Grapevine. The Roberts Original Survey that Kayte provided should be fine to work with. The property has man- holes, encroachments and easements to work around. The home owners are having to arrange the house around the easement. David will work on finding the original documents for the property owners. When the footing is put in they will do a form board survey at that time before the inspection. They are planning on using a local contractor Ware, Cooper or a friend in the business. They plan to keep the windows and reuse them in the new addition they might have to purchase some to match. HPO Klempin took some photos of the back -yard side of the house, shed and fence. David Klempin Historic Preservation Officer 0: Historic Preservation Commission/208 South Dooley Street/Site Meeting 012723 Site Meeting 032223 208 South Dooley Street Historic Forbes House March 22, 2023 2:30p.m. Meeting attended by: Justin and Kayte Roberts owners; David Klempin, Historic Preservation Officer (HPO); Kayce Vanderpool, Historic Preservation Secretary; HPO David Klempin and Kayce Vanderpool met with Justin and Kayte Roberts at the CVB Conference Room to discuss the plans for the property. They have the old survey from when they put up the fence showing the easements, Russell Moran the Architect has the survey. Kayte said she spoke with Neal Cooper and thinks that the easement on the property is not in use anymore and they might be able to build over it... Not sure about that. David is concerned about the scale of the one massive roof of the new addition, because of its width. He also mentioned that we are in the process of updating the Preservation Ordinance with a new Pattern Book being made by Arcitexas. Many houses have roof styles that were not found in the Historic Township. Roofs will be a more traditional form of Folk Victorian, Queen Ann and Airplane Bungalow. Kayte said she will have a conversation with Russell Moran and get his opinion on changing the roof to a 2-story Air Plane Bungalow style and the cost for the change. If he thinks it is worth it, she might pay to have the plans changed. One of her main concerns is the functionality and drainage of rain water runoff from the roof. There are some areas that could be affected with standing water around the house. Changing the roof could also throw off the room plans. David mentioned that gables on the second story rear section could help the layout. They are also planning to get rid of the crushed granite driveway and install a concrete driveway. David suggested that they repurpose the granite to make a patio with a paver stones and crushed granite or use in another part of the yard. They told of the damaged wood floors caused by tracking in the granite. They want to make any new windows look more like the others and can save some to be reused. Kayte is ok with moving forward with the current plans to save the money. David told her they are within the ordinance guidelines and could add the CA to the HPC Agenda if they decide not to change the massive roofline. The property has easements with man -holes and encroachments to work around. The home owners are having to arrange the house around the easement. David will try to locate the original plan for the Roberts. Pre -Con Meeting at the City Hall, Conference Room A at 1 pm: David Klempin provided copies of the Historic Preservation Commission approved #CA23-14 and the Historic Township Pre -Con Meeting form to be reviewed and signed. He said the meeting is a communication meeting to eliminate issues that may come up. He informed all that this property is a Landmarked property. Mr. Klempin then reviewed the Pre -Construction check list. If any changes are made to the Commission approved exterior plans they must have approval from the Historic Preservation Department and Building Department with a new Certificate of Appropriateness (CA). It is the contractor's responsibility to let all tradesmen and sub -contractors know that no changes can be made. It is the contractor's responsibility for any existing materials removed from the building to be stored safely and reattached to the building. The builder or home owner can call 8 a.m. to 5 p.m., Monday through Friday or David will respond back ASAP. All windows, doors, hardware, railing, garage doors, light fixtures, roofing and outdoor materials and finishes must be approved with a new CA or revised plans. The Historic Preservation Pre -Construction Meeting forms were signed. Mr. Klempin reviewed the Historic Preservation Commission approved Certificate of Appropriateness #CA23-14 plans to build an addition to the existing house. He said that the Historic Preservation Department is here to support the homeowners through this process. Kayte and Justin both said they would not change anything from the approved plans. Jason Bimmerle the builder said this is the 4t" or 5tn historic preservation project he has worked on. Scott Leavelle went over the Building Department Pre -Construction Meeting check list.
