Mr. Bill Eisen Mr. Kevin Conklin Steve Richardson Joy Welch Planning Consultant City Attorney Director of Public Works Assistant City Manager Director of Parks and Recreation City Planner Secretary Chairman Spencer called the meting to order at approximately 7:15 PM and explained the purposes and procedures of the meting. Cornissioner Harlen Joyce offered the invocation. Chairman Spencer introduced Mr. Tony Wiles, Grapevine's planning consultant, recently engaged to assist in the implementation of the master plan, and explained that the purpose of the evening's meting was for the Planning and Zoning Commission was to review the status of the analysis of the zoning ordinance and the implementation of the land use master plan with Mr. Wiles. In a previous meting, Mr. Wiles had outlined his long-term and short-term policy recommendations to the City Council and Planning and Zoning Commission to include revising the Master Plan to more clearly define the City ' s policies, conducting a detailed traffic analysis, designating the maximum density allowed in each zoning category and presented a review of the present zoning classifications, noting recommendations for additional categories and revision of the zoning ordinance. Mr. Wiles offered to more clearly define any comments from the previous meting and answer any questions Commissioners might have in response to those comments, questions on the critique of the present master plan as well as to outline the hearing process in order to determine just where this process stands at present. Chairman Spencer invited questions from Commissioners. Then, Mr. Wiles discussed a proposed more detailed traffic study and the importance of Commissioners' and Councils' knowledge of existing and updated data in this regard in order to prevent crucial problems in the future. A need for a sign ordinance was also noted. Then Mr. Wiles stressed the need for a clear definition of"neighborhood" in the Comprehensive Plan for the purpose of maintaining consistency in evaluating zoning applications on the part of the City Staff. Further, in response to Chairman Spencer's request, Mr. Wiles defined his proposed "PD -6" zoning category. Mx. Boyle advised that Mr. Wiles will be sending portions of his proposed ordinance revisions as he completes them and the Commission should have the bulk of these proposals by mid-January. Further, the City Attorney advised that it is unsure how many meetings will be required to review the revisions, and all parties involved will be committed to make themselves available for the discussions, having their questions answered, with nothing transpiring under the procedures until a very careful review from the Planning and Zoning Commission. He stressed that after the Planning and Zoning Commission and City Council review the procedures, probably simultaneously, there will be instructions to the City Staff to institute a public hearing for consideration of these proposed textual changes to the basic zoning ordinance which will entail the printing of the proposal and advertisement in the newspaper for the proper days in advance of the hearing prior to the Council and Commission meetings. Mr. Boyle further advised that the Commission will have the ability, as always, to meet jointly or singularly for the public hearing. Then, the steps will be to consider the textual changes and after that, notice would be given, but notification of all property owners in the City at this point in the process is not necessary. Then the Commission will make their recommendation on the textual changes to the ordinance, and the City Council would then consider Commission recommendation and then would amend the ordinance, based on whatever their final decisions are; then the next step would be for the instructions to the City Staff to commence the procedure for the adoption of a zoning district map which would be for incorporating zoning categories and rezoning the whole town. This procedure would be similar, except, at this point, the bodies consider rezoning each and every parcel of land in the community, so it is then necessary to give actual written notice to each and every property owner in the community and the proposed changes in published text form in the paper 15 days in advance of the public hearing and surrounding property owners will be notified as is done in other public hearings. Prior to the public hearings, a decision on methodology must be reached, ie. how many days will be needed, advertisement date and what goes out in the publication, what will be covered on a particular date. Once that methodology is under way, it could be anticipated that the full public hearings would begin which might last 1, 2, 3, 4 - however many days will be required. Then the public hearings would be closed; and the Commission would make recommendations to the City Council. The Council, would then met, discuss and make a decision on the passage of the ordinance that would be rezoning the connunity under the 1982 Ordinance. ---------------------------------------------------------------------- V-111 6-11*111 10 ill 161 There being little discussion or questions further, Chairman Spencer called for a motion to adjourn.
