CITY OF GRAPEVINE
The Planning & Zoning Commission of the City of Grapevine, Texas
met in Regular Session on the 18th day of September, 1979 with
the following persons present to -wit:
Dwayne Rogers - Chairman
Harlen Joyce - Vice -Chairman
Sharron Spencer - Member
Ron Cook - Member
constituting a quorum with Robert Sands, Jerry Burgess and
Bob Stewart absent with J. R. Baddaker, City Engineer and
Bobbie Phillippe, Secretary in attendance.
CALL TO ORDER
The meeting was called to order by Chairman Dwayne Rogers.
ZONING APPLICATION - Z79-25
The first order of business was for the Planning & Zoning
Commission to consider Zoning Application Z79-25 submitted
by Benjamin and Marlene Syc requesting a change from "R-3"
Multi -Family Zoning to "SP" Specific Use Permit incidental
to the operation of a studio of dance and for the purchase
and resale of secondhand goods, specifically aluminum cans.
After some discussion regarding spot zoning in the area,
Harlen Joyce made a motion that the application be denied.
Member Ron Cook seconded the motion and it prevailed by
the following vote:
Ayes: Rogers, Joyce, Spencer, Cook
Nays: None
Absent: Sands, Burgess, Stewart
ZONING APPLICATION - Z79-26
The next order of business was consideration of Zoning
Application Z79-26 submitted by John S. Dunkin requesting
"R-3" Multi -Family Dwelling from "SP" Specific Use. Permit.
Discussion centered around the proximity of the proposed
project to the single family area known as Shadybrook to
the North. The applicant pointed out that there are six
duplexes to the North on Meadowbrook Drive and one single
family home across Meadowbrook from the project. The land
use pattern in the area takes into consideration the location
of the Sewer Treatment Plant and Hilltop Apartments. It
was pointed out that this area was a portion of the Hilltop
project "SP" Specific Use and that when Shadybrook Drive
was extended from Lucas it severed this piece of property
from the original plan that was approved by City Council.
A motion was made by Sharron Spencer to deny the request
and recommend low density "R-2" maximum zoning for this site.
The motion was seconded by Harlen Joyce and prevailed by
the following vote:
Ayes Rogers, Joyce, Spencer & Cook
Nays None
Absent Sands, Burgess, Stewart

ZONING APPLICATION Z79-30
The next order of business was for the Planning & Zoning
Commission to consider Zoning Application Z79-30 submitted
by James S. Thomas requesting the property located at the
Southwest Corner of Ruth Wall and Wildewood from "C-2"
Community Business District to "R-3" Multi -Family Zoning.
After a discussion on height restrictions and City Engineer
J. R. Baddaker read the Ordinance pertaining to height
restriction, a motion was made by Sharron Spencer to table
the application until a future date. Ron Cook seconded the
motion and was failed by a vote of 2 to 2.
A motion was then made by Sharron Spencer that the application
be approved. The motion was seconded by Harlen Joyce and it
carried unanimously.
City Engineer J. R. Baddaker stated this item needed to be
tabled until a future date.
REVISED PLAT -LOTS 24&25 -BLOCK E / BROOKHOLLOW ESTATES
Mr. Baddaker explained that his concern over the format of
the plat had been resolved by the time of the meeting and
the City Staff recommended approval of the plat.
DOWN ZONING
A motion was made by Dwayne Rogers to table this item until
more members of the Planning & Zoning Commission were present.
The motion was seconded by Harlen Joyce and prevailed by the
following vote:
Ayes Rogers, Spencer, Joyce & Cook
Nays None
Absent: Sands, Burgess, Stewart
ADJOURNMENT
Harlen Joyce made a motion that the meeting be adjourned. The
motion was seconded by Ron Cook and all present voted aye.
