CITY OF GRAPEVINE
The Planning & Zoning Commission of the City of Grapevine,
Texas met in Special Session on this the 26th day of February,
1980 with the following persons persent to -wit:
Duane Rogers - Chairman
Jerry Burgess - Member
Ron Cook - Member
Sharron Spencer - Member
constituting a quorum with members Harlen Joyce and Robert
Sands absent, with J. R. Baddaker, City Engineer and Bobbie
Phillippe, Acting City Secretary also in attendance.
CALL TO ORDER
Chairman Duane Rogers called the meeting to order.
OLD BUSINESS - DISCUSSION OF MASTER PLAN CHANGES
The first order of business was for the Planning & Zoning
Commission to discuss and consider changes in the Master
Plan.
Chairman Rogers asked each of the Committees for a progress
report of their study of the Master Plan.
Ron Cook (North Committee), stated that after one more
meeting the North Committee should be able to present a plan
to the Commission.
The South Committee reported that they did considerable work
and they also need more time to look at the part of town they
are stydying. They will have one meeting and then present a
plan to Council on March 19, 1980.
Jerry Burgess made a motion to report to City Council that
the Committees have no definite recommendations until the
streets have been laid out or until we have some major ideas
of thoroughfares in that area.
Chairman Duane Rogers ruled the motion out of order and stated
that after further discussion the motion would be reconsidered.
East/West Thoroughfare
After further discussion Jerry Burgess made a motion that
we ask City Council to consider land east and west from
Timberline across to Pool Road and South of the high school.
Sparron Spencer seconded the motion and it prevailed by the
following vote:
Ayes: Rogers, Burgess, Spencer, Cook
Nays: None
North/South Thoroughfare
After a short discussion Duane Rogers made a motion that we
recommend to Council to make a change to our major thorough-
fare plan concerning North/South Thoroughfares that will
commence at Parr Lane, go North and intersect Timberline ad-
jacent to existing Oakwood Apartments and go in a Northerly

I feel that for the safety of our children
walking to school and playing in the
neighborhood this would be disastrous. For
this reason among many more, I appeal to you
to stop the approval of all permits until this
and other problems have been worked out on
this problem.

Dear City Council & Planning & Zoning
I am greatly disturbed about the zoning in the
Timberline and Oakcreek Estates area of Grapevine.
We chose to make our biggest investment of a single
family home in Grapevine because of the area's
rich, aesthetic and pleasing environment.
I am not opposed to growth but I feel it should
be well planned. I do not want to see our City
become a "mishmash" like Irving or Arlington. If
I liked their sprawled, growth for growths sake
approach, I would have moved there.
It is my opinion that we do not have enough zoning
classifications. We should revise and add more
zoning classes to cover high density of apartments,
medium density (like garden apartments of 4 to 8
units per acre), and low density for single-family
homes. A buffer zone could be used of duplexes,
condominiums, etc., as a backup to single family
areas.
Apartments are a good mix in commercial area. Yes,
we need to provide housing for those who cannot
afford houses. But, not at the sacrifice of the
community as a whole.
It is my hope that you can and will come up with
a good, reasonable compromise to the present zoning
discrepancies.

The members of the Oak Creek Homeowner Association
are concerned about the current developments along
Timberline Road. Our major concern is that of
"controlled growth" and not of uncontrolled ex-
pansion. A well defined plan of single family, low
density, multi -family and commercial zoning is the
concern here. We feel that the current trend is
to develop high density housing in an area not in
accordance with the Master Plan. The current Master

All of us here tonight recognize that in recent
weeks, the zoning of certain tracts along Timberline
Drive have been the subject of considerable dis-
cussion and publicity. Many groups and individuals
including representing our own Homeowners Association,
have voiced their opinions on this topic. As members
of our association, but more importantly as individual
citizens of the City of Grapevine, we are please to
see that the ultimate result of these efforts was the
initiation of several zoning changes, which should
mutually benefit the Timberline Drive area residents
and the City as well. It is reassuring to realize
that our city officials are attune to the needs and
desires of the constituency which they represent.
We are also pleased to note that tonight's Agenda for
the Planning and Zoning Commission contains a dis-
cussion to establish a date for the Public Hearing
concerning the unplatted areas along Timberline Drive.
The consideration to possibly rezone certain tracts
within these remaining areas has been, and will
continue to be, of paramount importance to the
citizens of our area. Of particular interest is the
zoning of the tracts which lie both north and south
of Timberline Drive, between Tanglewood Drive and
Highway 157. It is this area which we consider to be
of greatest concern, because of its location and
because of the potential future problems which we
feel could stem from the issuance of additional R-3
multi family building permits along this strip.
Examples of these problems are traffic conjestion,
sewer system capacity, crim, overloading current
schools, tax bases which would have to be supplemented.
With the high density apartments currently to the
immediate north and now southeast of our subdivision, we
feel that we have contributed our fair share to the
necessary "balance" of single family versus multi -family
ratio within the City of Grapevine. After completion
of the Oak Wood Apartments on Timberline Drive, there
will be over 800 units out of Grapevine's 1200 total
apartment units, which constitutes over two-thirds of
this total, in our immediate area.
Based on the aforementioned beliefs, the Oak Creek
Homeowners Association does respectfully request that
(1) the subjects of Grapevine's overall "Master Plan"
and the zoning of the remaining Timberline Drive area
be scheduled for Public Hearings in order to enable
all interested parties to voice their opinions on
these matters. (2) A recommendation be sent forth
by the Planning & Zoning Commission to the City
Council which would rezone the current R-3, C-2
areas to either R-2 or R-1 along the Timberline Drive.
