The Planning & Zoning Commission of the City of Grapevine,
Texas met in regular session on this the 20th day of
May, 1980 at 8:00 P.M., in the Grapevine Civic Center,
311 Main Street with the following persons present to -wit:
Duane Rogers
Chairman
Harlen Joyce
Member
Ron Cook
Member
Robert Sands
Member
Sharron Spencer
Member
Harold Anderson
Member
Gerald Norman
Member
constituting a quorum with Sharron Spencer, acting
secretary.
CALL TO ORDER
Chairman Duane Rogers called the meeting to order.
ZONING APPLICATION Z80-18, GIBSON'S
The first order of business was for the Planning & Zoning
Commission to consider Zoning Application Z80-18 submitted
by Gibson's Products, Inc. and make a recommendation to
the City Council.
Chairman Rogers reminded Members of the Commission that
during the public hearing before the City Council, immed-
iately preceding this meeting (upon the request of the
applicant) the case had been postponed until June 17, 1980.
No formal action was taken.

The next order of business was for the Planning & Zoning
Commission to consider Zoning Application on Z80-21 sub-
mitted by Mr. B. M. Grantland and make a recommendation
to the City Council.
It was announced that the Application had been withdrawn
upon the request of the applicant.
No action was taken.
ZONING APPLICATION Z80-22, UNITREK
The next order of business was for the Planning & Zoning
Commission to consider Zoning Application Z80-22 sub-
mitted by Unitrek Corporation and make a recommendation
to the City Council.
It was noted that the application contained four tracts
of land and should be acted upon individually.
Following a short discussion relative to Tract "A",
Member Harlen Joyce made a motion to grant a "SP" Specific
Use Permit for a convenience store with gas pumps and all
other uses as permitted under the "C -l" Neighborhood
Business District Zoning Category. The motion was seconded
by Chairman Duane Rogers and prevailed by the following vote.
Ayes: Rogers, Joyce, Spencer, Anderson and Norman
Nays: Sands, Cook
In regard to Tract "B", Member Robert Sands made a motion
to deny the zoning request for "C-1" Neighborhood Business
District, and retain the "R-2" Two-family Dwelling District
Zoning. The motion was seconded by Member Ron Cook and
prevailed by the following vote:
Ayes: Sands, Anderson, Cook and Spencer
Nays: Rogers, Joyce and Norman
Relative to Tract '-C", Member Robert Sands made a motion to
deny the zoning request for "C-1" Neighborhood Business
District, and to retain the "R-2" Two-family Dwelling
District Zoning category. The motion was seconded by Member
Harlen Joyce and prevailed by the following vote:
Ayes: Rogers, Sands, Anderson, Cook, Spencer, Joyce and
Norman
Nays: None
Concerning Tract "D", Member Gerald Norman made a motion to
deny the zoning request for "C-2" Community Business District
Zoning Category and to retain the "R-2" Two-family Dwelling
District Zoning category. The motion was seconded by Member
Robert Sands and prevailed by the following vote:
Ayes: Sands, Norman, Cook, Joyce, Spencer and Anderson
Nays: Rogers
The general concensus for denial on Tracts "B", "C" and "D"
was because of anticipated traffic congestion problems in
the area and because of the proximity to the high school.
The next order of business was for the Planning & Zoning
Commission to consider Zoning Application Z80-23 submitted
by the Cambridge Companies and make a recommendation to
the City Council.
In regard to Tract "A", Member Sharron Spencer made a motion
to deny the application. The motion was seconded by Member
Harlan Joyce and prevailed by the following vote:
Ayes: Rogers, Sands, Anderson, Cook, Spencer, Joyce and Norman
Nays: None
Concerning Tract "B", Harold Anderson made a motion to deny
the application. The motion was seconded by Member Harlan
Joyce and prevailed by the following vote:
Ayes: Rogers, Sands, Anderson, Cook, Spencer, Joyce and
Norman
Nays: None
The primary reason for denial was the concern that the property
in question was located across the street from Dove Elementary
School, and Grapevine's swimming pool and park area.
The next order of business was for the Planning & Zoning
Commission to consider the proposal submitted by Freese
& Nichols Engineering firm relative to updating the City's
Comprehensive Master Plan.
Chairman Duane Rogers moved that the Commission recommend
Council acceptance of the proposal as submitted. The
motion was seconded by Member Harold Anderson and prevailed
by the following vote:
Ayes: Rogers, Sands, Anderson, Cook, Spencer, Joyce and
Norman
Nays: None
MINUTES, MAY 6, 1980
The next order of business was consideration of the Minutes
of May 6, 1980.
Member Ron Cook made a motion to waive the reading of the
Minutes and approve them as printed. The motion was
seconded by Member Harlan Joyce and prevailed by the following
vote:
Ayes: Rogers, Sands, Anderson, Cook, Spencer, Joyce and
Norman
Nays: None

There being no further business to come before the Commission,
Member Robert Sands made a motion, seconded by Member Ron
Cook, to adjourn.
