COUNTY OF TARRANT
CITY OF GRAPEVINE
The Planning and Zoning Commission of the City of Grapevine, Texas met in
Regular Session on this the 18th day of November, 1980 with the following
persons present to -wit:
Duane Rogers
Chairman

Robert Sands
Member
constituting a quorum with City Engineer, J. R. Baddaker, P.E., and Secretary
Terry Pennington also in attendance.
CALL TO ORDER
The meeting was called to order by Chairman Duane Rogers.
ZONING APPLICATION Z80-46, Navarro
The first order of business to come before the Planning and Zoning Commission
was the consideration of Zoning Application Z80-46 requesting C -Z, submitted by
Bradford V. Navarro.
After a brief discussion concerning the need to clean and up -grade the property
in question, Member Harold Anderson made a motion to recommend approval of the
application. The motion was seconded by Member Gerald Norman and it prevailed
by the following vote:
Ayes: Rogers, Spencer, Anderson, Cook, Joyce, Norman, and Sands
Nays: None
ZONING APPLICATION Z80-47, Hall, Jr.
The next order of business to come before the Planning and Zoning Commission was
the consideration of Zoning Application Z80-47 requesting a specific use for sale
of beer for off premise consumption, submitted by C.C. Hall, Jr.
Member Harold Anderson stated concern as to the traffic problem and also pointed
out that there were already eight similar stores, adequately supplying the same
products. Member Ron Cook stated that by approving the application they would be
setting a precedent that could not be controlled, Chairman Duane Rogers reminded
members that property in question was not a full service convenience store and
recommended application be denied.
There being no further discussion, Member Harold Anderson made a motion to deny
the application. Member Ron Cook seconded the motion. Denial was because said
property would not be a full service convenience store and there were eight
similar stores within a mile and a half of property in question. The application
was denied by the following vote:
Ayes: Rogers, Spencer, Anderson, Cook, Joyce, and Norman
Present but not voting: Sands
ZONING APPLICATION Z80-48, Neiman
The next order of business to come before the Planning and Zoning Commission was
the consideration of Zoning Application Z80-48 requesting I-1, submitted by
Ronald J. Neiman.
There being little discussion, Member Robert Sands made a motion to approve the
application. The motion was seconded by Member Gerald Norman and it prevailed
by the following vote:
Ayes: Rogers, Spencer, Anderson, Cook, Joyce, Norman, and Sands
Nays: None

Member Harold Anderson noted that there was an error made in regard to the
Minutes of October 21, 1980, Application Z80-41. Secretary Terry Pennington
acknowledged the error and correction was made to reflect the change. Member
Harold Anderson then made a motion to approve the Minutes with the exception of
the above noted error. Member Robert Sands seconded the motion and it prevailed
by the following vote:
Ayes: Rogers, Spencer, Anderson, Cook, Joyce, Norman, and Sands
Nays: None

There being no further business to come before the Planning and zoning Commission,
Member Robert Sands made a motion to adjourn. Member Gerald Norman seconded the
motion and it prevailed by the following vote:
Ayes: Rogers, Spencer, Anderson, Cook, Joyce, Norman, and Sands
Nays: None
