HomeMy WebLinkAbout1980-11-20STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission of the City of Grapevine, Texas met in a Workshop Session the 20th day of November, 1980 at the Grapevine Concourse with the following persons present to -wit: Duane Rogers Sharron Spencer Harold Anderson Ron Cook Harlen Joyce Gerald Norman Robert Sands Chairman Vice Chairman Member Member Member Member Member constituting a quorum with the following persons also in attendance: J.R. Baddaker, P.E. City Engineer Craig Farmer Freese & Nichols James L. Hancock City Manager Allen Moon representing the City Attorney Terry Pennington Secretary Bill VandeVenter Building Official CALL TO ORDER The meeting was called to order by Chairman Duane Rogers. QUESTION -ANSWER DISCUSSION, Planning and Zoning Commission and Freese & Nichols Members agreed on the following points before the discussion began: need to maintain a major thoroughfare system which Grapevine does not have. must look at major and minor arterial streets fed by collector streets. high density and commercial development must be along heavy arterial streets. do not want heavy arterial streets in residential areas. do not want single family areas joining the airport. Grapevine needs a thoroughfare plan laid out to support the City Engineer. Minimum basic standards must be adhered to. Craig Farmer with Freese and Nichols opened the discussion with a series of questions concerning single family zoning and land use policies. Some of the questions put forth were as follows: Predominant land use is single family. Consensus of the members were to protect single family areas, protect stable neighborhoods, especially single family areas. * Do you want to locate single family areas close to the airport? No. Single family areas should not be located next to such items. Do you want to discourage development because there is no easy access or thoroughfare? Member Harlen Joyce pointed out that it was hard to discourage this. There were not many places left to develop within Grapevine. Member Ron Cook asked how this could be discouraged. Chairman Duane Rogers stated if there were no excess to a thoroughfare then there was no sense in building if it was not servicable. City Engineer, J.R. Baddaker questioned the legality of denying a contractor to build if he met all requirements. Spot zoning illegal if it is to the benefit of the owner and detrimental to the adjacent property owner. Consider larger commercial areas at major arterial intersections rather than long narrow strip commercial zones. * Is it buffered from residential areas? * Consider parking zones. * Can transportation serve the area? Discussions continued regarding industrial and development policies and zoning. Duane Rogers called for comments from Mr. Allen Moon, representing the City Attorney. Mr. Moon stated procedures are rather complex and there were a great deal of choices to make. Mr. Moon suggested that Grapevine pattern themselves by Irving ordinances except where Grapevine was unique. SILVER LAKE ESTATES - Final Plat The next order of business to come before the Planning and Zoning Commission was the consideration of the Silver Lake Estates Final Plat. After a brief discussion, Member Harlen Joyce made the motion to approve the plat and Member Gerald Norman seconded the motion and it prevailed by the following vote: Ayes : Rogers, Spencer, Anderson, Cook, Joyce, Norman and Sands Nays : None ADJOURNMENT ,There. being no further business to come before the Planning and Zoning Commission Vice Chairman Sharron Spencer made a motion to adjourn.
