HomeMy WebLinkAbout1980-12-16STATE 02 TENAS COUNTY OF TARPANT CITY OF GRAPEVINE The Planning and Zoning Commission of the City of Grapevine, Texas met in Regular Session on this the 16th day of December, 1960 with the following persons present to -wit: Duane Rogers Chairman Sharron Spencer Vice Chairman Harold Anderson Member Ron Cook Mer.,ber harlen Joyce Member Gerald Norman Member constituting a quorum with Member Robert Sands absent, with City Engineer J . Daddaker, P.E., and Secretary Terry Pennington also in attendance. CATL TO ORDER The meeting was called to order by Chairman Duane Rogers. PUBLIC HEAR:NG,Home Application 30-4, Acosta The first order of business to come before the Planning and Zoning Commission was the consideration of Mobile Home Application 80-4 requesting a permit to locate a mobile home outside a mobile home park, submitted by Mr. Paul Acosta. Mr. Acosta is the manager and responsible for maintenance of the bilverlake Apart- ments an Chris Craft in Grapevine. Mr. Acosta was requesting to park his mobile home trailer and use it for an office while remodeling the ajortments Chairman Duane Rogers informed the members of the Planning and Zoning Commission that the permit would be temporary, renewed on an annual basis, Vice Chairman Sharron Srencer questioned Mr. Acosta concerning the actual use of the mobile home and where his place of residency was. Mr. Acosta said the mobile home was to be used for an office. He resided at 7201 Cedar Court, Colleyville. Member HaroW Anderson questioned as to why Mr. Acosta could not stay in an apartment while remodeling them. Vice Chairman Sharron Spencer also questioned why he could not stay at his home in Colleyville. Mr. Acosta said he could not justify renting an apartment at the remodeling site because he was not there -cry much. He also stated it would be unreasonable to drive back and forth from his home in Collette ilio . Several guests present were given the chance to speak for or against the request. Mr. Joe R. Coke 1733 Ancler's Plaza Grapevine, Texas 76051 Mr. Coke opposed the requ.ot stating he was going to build a $100,000 home 150 feet from the lot in auestion and a mobile home parked outside would not look good. Ms. Ruth jones 703 Wedbua Lane Grapevine, Texas 76051 Ms. Jones spoke for the request stating that Mr. Acosta has cleaned up the area, made good improvements, did not bother her, and the area was 100 percent better. After a short discussion concerning lot si--es? minimum square footage of homes to be built, and the availability of sewer and wat,2r, a motion was -i:,u-'de by Member Harlen jo-,,,ce to approve the preliminary -plat. Member Gerald r7 ormuan seconded the motion. The motion prevailed by the following vote: Ayes Rogers, Joyce, and Norman Nays Sl,encer, Anderson, and Cook Absent Sands In the event of a tie, the City Attorney has ruled a tie vote to be a denial. Discussions continued on the preliminary plat of High Country. Vice Chairman Sharron Specer suggested tabling the decision until men;bers could look at the future land use map. MUmh,-,r Harold Anderson pointed out the beaut-y of that area as to the large lots available and the rolling hills. Vice Chairl-azin Sharron Sjpcncer suggested larger lots to preserve the beauty of the area. Chairman Duane Rogers pointed out that the plat met the water, sewer, lot sizes, and drainage rec,ui.rements. Vice Chairmpn Sharron Sy-,,ancer made a motion to deny the prelimiMary plat requesting larger lot sizes be considered. Member Harold Anderson seconded the motion and it prevailed by the following vote: Ayes Spencer, Anderson, and Cook Nays Rogers, Joyce, and Norman Absent Sands The High Country Estates preliminary plat was aga4,n denied because of a tie vote. After further discussions concerning 10t sizes and the legality of such a request as larger lot sizes, Member Harold Anderson made a notion to table the decision until the December 18th Special Session of the Plaitning and Zoning, Commission and consultation with the City Attorney, John Bo�yle.
