CITY OF GRAPEVINE
The Planning and Zoning Commission of the City of Grapevine, Texas met
in a Special Session on this the 18th day of December, 1980 with the
following persons present to -wit:

constituting a quorum with Member Robert Sands absent, with the following

The meeting was called to order by Chairman Duane Rogers.
HIGH COUNTRY - Preliminary Plat
Tha first order of business to come before the Planning and Zoning Commission
was the consideration of the preliminary plat of High Country.
Chairman Duane Rogers reviewed the discussion concerning this plat at the
December 16, 1980 meeting. City Attorney, John Boyle, stated the plat was in
compliance with all zoning ordinances and subdivision ordinances, therefore,
the Commission had an obligation to approve the plat. Member Harold Anderson
pointed out that he had, among others, requested the City Attorney's ruling on
the legality of requesting larger lot sizes on preliminary plats. Member Anderson
also stated that Grapevine had an obligation to serve all types of people from
apartment dwellers to the people who want large lots and large homes. However,
because the Commission was bound to the City ordinances and legal opinion, member
Anderson made the motion to approve the preliminary plat of High Country. Member
Harlen Joyce seconded the motion and it prevailed by the following vote:
Ayes Rogers, Spencer, Anderson, Cook, Joyce, and Norman
Nays None
Absent: Sands
DISCUSSION - Master Plan Map
The next order of business to come before the Planning and Zoning Commission was
the discussion of the master plan map of Grapevine.
Mr. Craig Farmer with Freese and Nichols reviewed the members concerning past
discussions while suggesting some guidelines they might consider before making
any decisions. Mr. Farmer also distributed a 33 -page Goal and Objective Outline
suggesting possible policies for the City. Freese and Nichols conducted several
analyses. The result of those analyses are as follows:
The total number of housing units in Grapevine (October 1980)
was 5,451; of that number 5,171 were occupied. The remaining
number were either under construction or for sale. A break-
down of the 5,451 housing units follow:

The members then reviewed the 33 -page Goals and objectives Outline by Mr. Farmer.
Discussions centered upon growth goals, urban form goals, development constraints,
and land use goals.
RECESS
Chairman Duane Rogers then called for a brief recess.

Chairman Duane Rogers then called the meeting back to order.
DISCUSSION - Master Plan Map
The members of the Planning and Zoning Commission further discussed commercial
and industrial objectives and policies, housing goals, and thoroughfare goals.

There being no further business to discuss, Member Ron Cook made a motion to
adjourn. Member Harold Anderson seconded the motion and all members present
voted "aye".
