CITY OF GRAPEVINE
The Planning and Zoning Commission of the City
Texas, met in regular session on this the 20th
1979 with the following persons present to -wit:
Harlen Joyce
Jerry Burgess
Dwayne Rogers
Robert Sands
Robert Stewart

constituting a quorum with J. R. Baddaker, City Engineer in
attendance.
The meeting was called to order by Acting Chairman Joyce.
ZONING APPLICATION NO. Z79-5
The first order of business was for the Planning and Zoning
Commission to consider Zoning Application No. Z79-5 submitted
by Mr. Bill Yancey, representing the J. M. Williamson Estate.
Mr. Yancey was requesting a change from "R -l" Single Family
Dwelling District to "C-2" Community Business District Zoning
on a 2.84 acre tract of land located to the north of American
Bank of Commerce on Main Street.
Mr. Burgess made a motion to recommend approval of the proposed
zoning. Mr. Sands seconded the motion and it prevailed by the
following vote:
Ayes: Joyce, Burgess, Rogers, Sands, and Stewart
Nays: None
ZONING APPLICATION NO. Z79-6
The next order of business was for the Planning and Zoning
Commission to consider Zoning Application No. Z79-6 submitted
by Keith Cecil and Associates. The request was to change the
zoning from "R -l" Single Family Dwelling District to "R-3" Multi -
Family Dwelling District on a 17.04 acre tract of land located be-
tween Wall Street and Northwest Highway east of State Highway 114.
Discussion followed concerning adjacent property owners opposition.
Mr. Sands made a motion to deny the request. Mr. Rogers seconded
the motion and it prevailed by the following vote:
Ayes: Joyce, Burgess, Rogers, Sands, and Stewart
Nays: None
ZONING APPLICATION NO. Z79-7
The next order of business was for the Planning and Zoning
Commission to consider Zoning Application No. Z79-7 submitted
by Steven I. Ginsberg, representing the Gulf Oil Company. The
requested change was for zoning from "C-2" Community Business
District to "SP" Specific Use Permit District Zoning for retail
sale and off premises consumption of alcoholic beverages, beer
only, on a tract of land located on the northwest corner of Main
and State Highway 114. Discussion followed concerning the num-
ber of service stations selling beer. Mr. Sands pointed out that
of the seventeen (17) service stations in the area, nine (9) sold
beer. Other discussions followed concerning accessibility and the
character of Main Street in this vicinity. Dr. Burgess made a
motion to deny the request. Mr. Sands seconded the motion and
it prevailed by the following vote:
Ayes: Joyce, Burgess, Sands
Nays Stewart and Rogers
ZONING APPLICATION NO. Z79-8
The next order of business was for the Planning and Zoning
Commission to consider Zoning Application No. Z79-8 submitted
by Patti I. Hoff to change the zoning of a 16.59 acre tract of
land located north of Hughes Road on the east side of State
Highway 157 from "R-1" Single Family Dwelling District to "I-1"
Light Industrial District and a buffer zone for the residential
area to the south.
Mr. Rogers made a motion to approve the request, the motion was
seconded by Mr. Sands and it prevailed by the following vote:
- Ayes: Joyce, Burgess, Rogers, Sands, and Stewart
Nays: None
SIGN HEIGHT RESTRICTIONS
The next order of business was for the Planning and Zoning
Commission to consider sign height restrictions on limited access
highways. Discussion followed concerning the Board of Zoning
Adjustments to consider requests for signs over 50 feet, and
what effect an increase of 10 feet in height would have on limited
access highways. It was determined that a 60 foot restriction
would not be adequate in the areas of major interchanges and
bridges. Mr. Stewart made a motion that the sigh height restric-
tion be retained at 50 feet with all plans for signs over 20 feet
in height be sealed by a registered engineer. Mr. Sands seconded
the motion and it prevailed by the following vote:
Ayes: Joyce, Burgess, Rogers, Sands, and Stewart
Nays: None
MISCELLANEOUS REPORTS AND/OR DISCUSSIONS
The next order of business was to consider miscellaneous reports
and/or discussions. The Commission discussed sidewalks in resi-
dential areas and whether this ought to be included in the sub-
division rules and regulations. Mr. Baddaker explained that the
City's consultant was preparing a set of standards for subdivi-
sion and this could be included as a requirement, and that as
soon as the first draft is complete he will include it as an
agenda item for consideration.
MINUTES - DECEMBER 19, 1978; JANUARY 16, 1979; FEBRUARY 20, 1979
The last order of business was for the Planning and Zoning Com-
mission to consider the minutes of December 19, 1978, January 16,
1979, and February 20, 1979. Mr. Stewart made a motion to approve
the minutes as printed. Mr. Sands seconded the motion and it pre-
vailed by the following vote:
Ayes: Joyce, Burgess, Rogers, Sands, and Stewart
Nays: None
ADJOURNMENT
Mr. Stewart made a motion to adjourn, Mr. Sands seconded the motion,
and all present voted aye.
