SUBJECT: APPROVAL TO RENEW AN ANNUAL CONTRACT FOR THE
PURCHASE OF BUNKER GEAR (PROTECTIVE CLOTHING)

City Council to consider approval for the renewal of an annual contract for the purchase
of bunker gear (protective clothing) from Casco Industries, Inc. through an Interlocal
Agreement with the City of North Richland Hills, Texas.
FUNDING SOURCE:
Funds are budgeted in account 100 -42220 -210 -3 (Clothing Supplies /Fire Department)
for the estimated budgeted amount of $21,000.00.

Purchases will be made as required and in accordance with an Interlocal Cooperative
Purchasing Agreement with the City of North Richland Hills, Texas as allowed by the
Interlocal Cooperation Act, Texas Government Code, Chapter 791 and Texas Local
Government Code, Section 271.101 and 271.102 and satisfies all bidding requirements.
The City of North Richland Hills, Texas solicited bids on RFB #10 -042 from which they
awarded a contract to Casco Industries, Inc. on October 5, 2010. This contract includes
four, one -year renewal options. If approved, this will be for the third annual renewal.
The purpose of this contract is to establish fixed annual pricing for firefighter bunker gear
for the Fire Department. The clothing consists of bunker jackets, pants and safety
lettering. The triple layer clothing is made of fire resistant materials that make it possible
for firefighters to enter burning buildings. The clothing conforms to the National Fire
Protection Association's standards which specify a minimum standard of design,
performance, safety, testing and certification requirements.
The Purchasing and Fire Department staff reviewed the contract for specification
compliance and determined that this annual contract would provide the best product,
service and pricing for meeting the needs of the City. Casco Industries, Inc. has agreed
to renew the contract with a 2% increase due to increases in raw materials,
transportation and energy used in the manufacturing of these products. Casco
Industries, Inc. has provided this product to the City in the past with successful results.
Staff recommends approval.
