HomeMy WebLinkAboutItem 15 - Litter Ends With Us MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: JUNE 6, 2023 SUBJECT: NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS REGIONAL SOLID WASTE PROGRAM LOCAL IMPLEMENTATION PROJECT CALL FOR PROJECTS — SUBMISSION BY THE PARKS AND RECREATION DEPARTMENT RECOMMENDATION: City Council to consider adopting a resolution authorizing City of Grapevine participation in the North Central Texas Council of Governments' FY 2024 / FY 2025 Regional Solid Waste Program Local Implementation Project, authorizing the Parks and Recreation Department to submit a funding application under this Call for Projects to support the Litter Ends with Us Program, FUNDING SOURCE: Upon completion of the project, the North Central Texas Council of Governments will reimburse the City in an amount up to $43,161.69. BACKGROUND: The North Central Texas Council of Governments (NCTCOG) has opened its FY 2024 / FY 2025 Regional Solid Waste Program Local Implementation Call for Projects. The Program will provide grant funding to projects which further goals consistent with the Regional Solid Waste Management Plan. A municipality may submit two applications with each one from a different department. This will be the second submission request with Public Works receiving approval on May 16, 2023. The implementation of the Litter Ends with Us pilot program will allow Grapevine Parks and Recreation Department to reduce litter and increase recycling in our largest lake park, Oak Grove Park. At present, our contractors are unable to keep up with service demands due to ever increasing park visitors and hiring challenges. The scope of the project includes gathering data to monitor trash collection and to create an effective and sustainable means of reducing litter and increasing uncontaminated recycling. By activating new volunteer Park Ambassadors, littered hot spots can be addressed quickly and patrons will be guided and encouraged to properly recycle and dispose of trash improving public health and environmental quality. Based on lessons learned, the program can then be expanded throughout our park system. Regionally, NCTCOG anticipates $1.3 million available for Materials Management Projects with individual project funding from $15,000 to $200,000. The due date for applications is May 31, 2023 and approved resolutions are due June 30, 2023. If funding is awarded for implementation of the Litter Ends with Us Program, the Parks and Recreation Department will procure equipment and materials necessary to implement the program including trash receptacles with lids, a utility vehicle with trailer, signage and supplies for the Park Ambassadors. Staff recommends approval. Litter Ends with Us: Grant Funding Request May-23 Item/Description Purpose Quantity Total Amount Requested Extended bed utility vehicle 1 $ 21,045.12 trailer transport utility vehicle 1 $ 2,783.37 Litter prevention signage signage for the"Litter Ends with Us"campaign 21 $ 1,608.35 Litter grabbers 100 $ 765.00 33 gallon trash bags 10 $ 258.10 covered litter receptacles 18 $ 14,805.00 for Park Ambassadors and volunteers that Vests assist with program 25 $ 1,074.25 wrap utility vehicle 11 600.00 for Park Ambassadors and volunteers that T-shirts assist with program 25 $ 222.50 TOTAL 1 $ 43,161.69 RESOLUTION NO. 2023-011 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE FILING OF A PROJECT APPLICATION BY THE GRAPEVINE PARKS AND RECREATION DEPARTMENT WITH THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS FOR A REGIONAL SOLID WASTE PROGRAM LOCAL IMPLEMENTATION PROJECT; AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO ACT ON BEHALF OF THE CITY OF GRAPEVINE IN ALL MATTERS RELATED TO THE APPLICATION; AND PLEDGING THAT IF FUNDING FOR THIS PROJECT IS RECEIVED, THE CITY OF GRAPEVINE WILL COMPLY WITH ALL PROJECT REQUIREMENTS OF THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS, THE TEXAS COMMISSION ON ENVIRONMENTAL QUALITY AND THE STATE OF TEXAS AND PROVIDING AN EFFECTIVE DATE WHEREAS, the North Central Texas Council of Governments (NCTCOG) is directed by the Texas Commission on Environmental Quality (TCEQ) to administer solid waste project funds for the implementation of NCTCOG's adopted Regional Solid Waste Management Plan; and WHEREAS, the City of Grapevine, Texas is qualified to apply for project funds under the Request for Project Applications; and WHEREAS, all constitutional and statutory prerequisites for the approval of this resolution have been met, including but not limited to the Open Meetings Act; and WHEREAS, the City Council hereby declares that the approval of this resolution is in the best interests of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Manager or his designee, is authorized to request project grant funding under NCTCOG's Request for Project Applications of the Regional Solid Waste Local Project Funding Program and act on behalf of the City of Grapevine in all matters related to the grant project application and any subsequent project contract that may result. Section 3. That if the grant project is funded, the City of Grapevine will comply with the requirements of NCTCOG, TCEQ, and the State of Texas. Section 4. That the City of Grapevine will allocate and expend the necessary monies to support this grant project and then seek reimbursement from the NCTCOG on a timely basis. Section 5. That the grant project funds and any project-funded equipment or facilities will be used only for the purposes for which they are intended under the project. Section 6. That the grant activities for this project will comply with and support the adopted regional (and local) solid waste management plans adopted for the geographical area in which the activities are performed. Section 7. The City Council hereby approves submission of the grant application by the Grapevine Parks and Recreation Department to the North Central Texas Council of Governments Solid Waste Implementation Project grant funding. Section 8. That this resolution shall take effect from and after the date of its passage.
