PROJECT DESCRIPTION: CU23-12; Mercedes Signs – submitted by Barnett Signs, Inc. for property located
at 1300 Texan Trail, platted as Block 1, Lot 1RA, Park Place Mercedes Addition. The applicant is requesting a
conditional use permit to amend the previously approved site plan CU13-15 (Ord. 2013-33) to establish a
planned commercial center to allow an automotive dealership with sales and service of new and used vehicles
to allow for additional parking. This request is specifically to add a gateway sign adjacent to Minters Chapel
Road, remove the existing monument sign adjacent to Minters Chapel Road, and add four informational /
directional signs adjacent to the north building elevation. The property is owned by PPMC Realty, LTD.

center to allow an automotive dealership with sales and service of new and
used vehicles to allow for additional parking. This request is specifically to add
a gateway sign adjacent to Minters Chapel Road, remove the existing
monument sign adjacent to Minters Chapel Road, and add four informational /
directional signs adjacent to the north building elevation.”

SUBJECT: CONDITIONAL USE REQUEST CU23-12; 1300 TEXAN TRAIL, LOT
1RA, BLOCK 1, PARK PLACE MERCEDES
RECOMMENDATION
Staff recommends the Site Plan Review Committee (SPRC) consider the proposed
changes to conditional use permit CU13-15 (Ord. 2013-33) to amend the previously
approved site plan to establish a planned commercial center to allow an automotive
dealership with sales and service of new and used vehicles to allow for additional
parking. This request is specifically to add a monument sign adjacent to Minters Chapel
Road, remove the existing 10-foot pylon sign adjacent to Minters Chapel Road, and add
four informational/ directional signs adjacent to the north building elevation. The
property is currently zoned “CC”, Community Commercial District.
REQUEST
On December 15, 2009, City Council approved CU09-43 (Ord. 2009-57) to allow for a
20-acre Park Place Mercedes dealership with dual frontage along Texan Trail and
Minters Chapel Road with two 20-foot pole signs with the condition that the pole sign on
Minter’s Chapel Road be eliminated and replaced with a monument sign.
With this request the applicant proposes to remove the 20-foot pylon sign and replace it
with a 8-foot, 6-inch by 5-foot, 3-inch monument sign adjacent to Minter’s Chapel Road
and to add four informational/ directional signs adjacent to the north building elevation of
the Mercedes service building and showroom.
BACKGROUND INFORMATION
The subject site was zoned “C-2”, Community Business District, prior to 1982 and was
rezoned to “I-1”, Light Industrial District prior to the 1984 City-wide Rezoning at which
time the subject site was rezoned to “CC”, Community Commercial District.
• On September 24, 1982, City Council approved Z82-46 to rezone 35.335 acres
from “C-2”, Community Business District to “I-1”, Light Industrial District.
• On October 25, 2007, City Council approved CU07-32 (Ord. 2007-59) to
establish an automotive dealership with sales and service of new and used
vehicles and a 20-foot pole sign.
• On December 15, 2009, City Council approved CU09-43 (Ord. 2009-57) to
establish an automotive dealership with sales and service of new and used

vehicles and two 20-foot pole signs with the condition that the pole sign on
Minter’s Chapel Road be eliminated and replaced with a monument sign.
• On July 16, 2013, City Council approved CU13-15 (Ord. 2013-33) to establish a
planned commercial center and add 14.07 acres immediately adjacent to the
north into the approved dealership to be used for parking for the Park Place
Mercedes and Park Place Lexus dealerships. The approval also included access
along Minters Chapel Road and one additional monument sign.
• On June 21, 2016, City Council approved CU16-14 (Ord. 2016-42) to establish a
new automobile dealership (Grapevine Porsche) within the expanded parking
area.
• On October 12, 2017, the Site Plan Review Committee approved CU17-21 to
allow for a 9,697 square foot increase in area of the subject site to allow
additional parking. The expansion was a result of the property owner acquiring
TxDOT right-of-way along Texan Trail.
• On February 5, 2020, SPRC approved CU19-39 to allow for shade structures for
Park Place Mercedes Benz Grapevine on the subject site. The shade structures
were located within the northeast quadrant of the site, on the north side of the
sales and service building.
• On July 7, 2021, SPRC approved CU21-17 to allow additional parking specifically
to adjust the property lines and to allow for a building expansion.
• On September 29, 2022 the subject lot was amended showing the adjustment of
the property lines to allow for the building expansion for CU21-17.
