GRAPEVINE HOUSING AUTHORITY OFFICE 131 STARR PLACE, GRAPEVINE, TEXAS CALL TO ORDER: 4:00 p.m. EXECUTIVE SESSION: 1. Commissioners to recess to the Housing Authority Conference Room to conduct a closed session relative to consultation with and legal advice from the City Attorney regarding pending litigation (Ivey, et al. v. Grapevine Housing Authority — Cause No. 2020-00063930-1), pursuant to Section 551.071, Texas Government Code. Commissioners to reconvene in open session in the Housing Authority Conference Room and take any necessary action relative to items discussed in Executive Session. REGULAR MEETING CITIZEN COMMENTS 2. Any person who is not scheduled on the agenda may address the Board of Commissioners under Citizen Comments or on any other agenda item by completing a Citizen Appearance Request form with the Executive Director. A member of the public may address the Board of Commissioners regarding an item on the agenda either before or during the Board's consideration of the item, upon being recognized by the Chair of the Board or upon the consent of the Board. In accordance with the Texas Open Meetings Act, the Board is restricted in discussing or taking action during Citizen Comments. REPORT OF THE EXECUTIVE DIRECTOR (INFORMATIONAL ONLY) 3. Status of Grapevine Housing Authority A. Rent Delinquency and Information Sheet B. Capital Funds Report and Work in Progress C. Report of Public Housing Activity and Issues through July 19, 2021 D. Update from the Resident Advisory meetings held on June 18 and July 16, 2021 E. Quarterly Investment Report for Quarter 2 2021 NEW BUSINESS 4. Consideration of the minutes from the June 24, 2021 meeting and take any necessary action. 5. Election of Officers and Ex Officio member to the Senior Citizens Advisory Board and take any necessary action. 6. Consideration and approval of Resolution No. 21-02 to authorize the Executive Director to enter into a contract with John Blakeway, CPA 7. Consideration and acceptance of the May and June 2021 monthly financial statements and take necessary action. ADJOURNMENT In accordance with the Open Meeting Law, Texas Government Code, Chapter 551, 1 hereby certify that the above agenda was posted on the official boards at Grapevine City Hall, 200 S Main Street and on the City's website on July 19, 2021 by 4:00 p.m. Jan Fverett Executive Director State of Texas County of Tarrant City of Grapevine The Board of Commissioners of the Grapevine Housing Authority met in Regular Session on this the 22nd day of July 2021, in the Conference Room of the Grapevine Housing Authority, 131 Starr Place, with the following members present to wit: Linda Troeger Chair Bonnie McHugh Commissioner Bettye Bratcher Resident Commissioner Shonda Shaefer Absent Teri Rhodes -Cantu Absent Constituting a quorum, with the following also present: Greg Jordan CFO City of Grapevine Jane Everett Executive Director Chairperson Troeger called the meeting to order at 4:00 p.m. Item #1 Executive Session Chairperson Troeger announced the Board of Commissioners would recess to the Conference Room to conduct a closed session regarding: 1. Consultation with and legal advice from the City Attorney regarding pending litigation (Ivey, et al. v. Grapevine Housing Authority — Cause No. 2020-00063930-1), pursuant to Section 551.071, Texas Government Code. The Board of Commissioners recessed to the Housing Authority Conference Room and began the closed session at 4:00 p.m. The closed session ended at 4:02 p.m. Upon reconvening in open session in the Conference Room, Chairperson Troeger stated there was no action to be taken relative to Section 551.071. REGULAR MEETING Chairperson Troeger called the regular meeting to order at 4:02 p.m. Item #2 Citizen Comments No Citizen comments submitted. NEW BUSINESS Item #3 Reoort of the Executive Director (Informational Only) A. Rent Delinouencv and Information Sheet The Executive Director reported to the Board on the rent delinquencies, number of empty units, work orders and statistical information for the waiting list for Public Housing through July 19, 2021. B. Caoital Funds Reoort and Work in Proaress The Executive Director reported to the Board on the current Capital Funds and corresponding projects. C. Reoort of Public Housina Activitv and Issues Grapevine Housing Authority mailed the annual waiting list confirmation letters and received 150 letters back from applicants confirming they wanted to stay on the list. We anticipate opening the waiting list in 2022. The Executive Director informed the Board of three ceilings on Worth Street that need repairs. D. Minutes from the Resident Advisory Meetinas held June 18 ad July 16. 2020 The minutes from the June 18 and July 16, 2021, Resident Advisory Board meetings were presented to the Board. The RAB meetings are being held at new REC building, The Vine. E. Quarterly Investment Report for Quarter 2 2021 The Executive Director presented the Quarterly Investment Report to the Board of Commissioners. Item #4 - Consideration of the minutes from the June 24. 2021 meetina and take anv necessary action. The Board was provided the minutes from the June 24, 2021 meeting for approval. Commissioner McHugh moved and Commissioner Bratcher seconded to accept the amended June 24, 2021. Ayes: Troeger, Nays: None Absent: Schaefer Motion passed: 3-0 McHugh and Bratcher Rhodes -Cantu Item #5 Election of Officers and Ex Officio member to the Senior Citizens Advisory Board and take anv necessary action. The Board decided to table the election of officers until the August meeting, no action was taken. Item #6 - Consideration and aooroval of Resolution No. 21-02 to authorize the Executive Director to enter into a contract with John Blakeway. CPA The Board was presented with a bid for annual audit services for December 31, 2020. Commissioner Troeger moved and Commissioner Bratcher seconded to approve Resolution No. 21-02 to authorize the Executive Director to enter into a contract with John Blakeway, CPA. Ayes: Troeger, Nays: None Absent: Schaefer Motion passed: 3-0 McHugh and Bratcher Rhodes -Cantu Item #7 - Consideration and acceptance of the Mav and June 2021 monthly financial statements and take necessary action. The Executive Director presented the board with an electronic copy of the April 2021 financial statements for review. Commissioner McHugh moved and Commissioner Anderson seconded to accept the April 2021 financial statements. Ayes: Troeger, Nays: None Absent: Schaefer Motion passed: 3-0 McHugh and Bratcher Rhodes -Cantu ADJOURNMENT Commissioner Bratcher moved and Commissioner McHugh seconded that the meeting be adjourned.
