RECOMMENDATION:
Staff recommends the City Council and the Planning and Zoning Commission accept the
applicant’s request to table conditional use application and special use application CU23-
09/SU23-01 to the June 20, 2023 meeting, and take any other necessary action.
BACKGROUND:
Conditional use application CU23-01 is a request to allow the possession, storage, retail
sale and on and off premise consumption alcoholic beverages (beer, wine and mixed
beverages) in conjunction with a restaurant. Special use application SU23-01 is a request
to allow eight or more skill or coin operated machines in conjunction with a virtual gaming
arena in the “CC” Community Commercial District in a former skating rink addressed at
2330 William D. Tate Avenue. The applicant needs the additional time to review all
available options. See the attached letter.

PROPERTY LOCATION AND SIZE:
The subject property is located at 2330 William D.
Tate Avenue and is platted as Block 1, Lot 1,
Grayson/121 Addition. The property contains 3.21
acres and has approximately 220 feet of frontage
along the State Highway 121 Service Road.
REQUESTED CONDITIONAL USE/SPECIAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to allow the possession, storage, retail
sale and on and off premise consumption alcoholic beverages (beer, wine and mixed
beverages) in conjunction with a restaurant. The applicant is also requesting a special use
permit to allow eight or more skill or coin operated machines in conjunction with a virtual
gaming arena.
On May 16, 2023, the City Council, at the request of the applicant, tabled the applications
to the June 20, 2023 meeting to provide the applicant additional time to review all available
options.
The subject site was developed in 1996 as a 32,900 square foot single-story standalone
indoor roller-skating facility. The applicant intends to reuse the existing building to establish
an Esports virtual gaming facility which as depicted on the proposed floor plan includes: a
18,929 square foot arena; a 6,244 square foot restaurant/bar/kitchen; and a 1,184 square
foot game area for eight or more skill or coin operated machines. The Dining Area

accommodates a total of 135 seats. Within the arena three designated player areas will
accommodate a maximum of 36 players, with no more the 12 players per area. A new
exterior wall is proposed at the existing main entry located on the east elevation. An
existing 19-foot-tall, 110 square foot pole sign located at the northeast corner of the subject
site adjacent to William D. Tate Avenue will be refaced for the proposed use. Total
required parking for the proposed use is 159 parking spaces; 159 parking spaces are
provided. There are three points of access to the site: a driveway located at the northeast
corner of the site, a driveway from the adjacent property to the south and a driveway along
Grayson Drive used for the refuse container service and deliveries.
The applicant is requesting a Mixed Beverage Permit (MB) and a Food and Beverage
Certificate (FB) from Texas Alcoholic Beverage Commission. The MB permit authorizes
the sale of distilled spirits, wine and malt beverages for on-and-off premise consumption.
The FB is for holders of a MB permit and requires the holder to keep its alcohol sales 60%
or less of total sales that occur within the licensed location.
PRESENT ZONING AND USE:
The property is currently zoned “CC”, Community Commercial District and is developed as
a free-standing commercial building. The building was most recently occupied by
Grapevine SkateTown.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject site was zoned “R-1”, Single-Family Dwelling District prior to the 1984 City-
wide Rezoning at which time the subject site was rezoned to “CC”, Community Commercial
District.
• On September 8, 1994, the Board of Zoning Adjustment approved BZA94-28 for a
variance to allow a minimum of 157 parking spaces for the subject site associated
with a proposed in-door skating facility.
• On October 17, 1996, site plan SP94-45 was approved administratively to allow for
the development of an indoor roller-skating facility.
• On June 2, 1998, City Council approved SU98-05 (Ord. 1998-70) to allow 32 video
arcade games, and a waiver to Section 47.E.2, in accordance with Section 47.F in
conjunction with the existing roller-skating facility (Skate Town).
• On May16, 2023, City Council tabled CU23-09 and SU23-01 to allow for a
conditional use permit to allow the possession, storage, retail sale and on and off
premise consumption alcoholic beverages (beer, wine and mixed beverages) in
conjunction with a restaurant. The applicant also requested a special use permit to
allow eight or more skill or coin operated machines in conjunction with a virtual
gaming arena.

The subject tract is located within "Zone B" Middle Zone of Effect as defined on the "Aircraft
Sound Exposure: Dallas/Fort Worth Regional Airport Environs" map. In Zone B, the
following uses may be considered only if sound treatment is included in building design:
multifamily apartments, motels, office buildings, movie theaters, restaurants, personal and
business services. Single-family residential and sound sensitive uses such as schools and
churches should avoid this zone. The applicant’s proposal is an appropriate use in this
noise zone.
MASTER PLAN APPLICATION:
Map 2: Land Use Plan of the Comprehensive Master Plan designates the subject property
as Commercial (CO) land use. The request is compliant with the Master Plan.
THOROUGHFARE PLAN APPLICATION:
The City of Grapevine’s Thoroughfare Plan does not designate State Highway 121.
