PROJECT DESCRIPTION: BZA23-11 A & B; Rob Fenton – 2510 Lone Star Lane & 2524 Lone Star Lane,

the remodeling and/or enlargement of a nonconforming use. Submitted BZA application for a special

Lot 13R1 has an existing special exception (BZA86-40) for a 6-foot encroachment into the required rear
yard setback along the north property line.
Plot Plan:
• Add the revised Purpose Statement to each sheet of the plot plan:
“The purpose of BZA23-11 is for the following requests: a special exception (BZA23-11A) to allow the
existing residential dwelling on lot 12R to remain as developed with a 3.5-foot encroachment into the
required front yard setback along the south property line. a special exception (BZA23-11B) to allow the
existing residential dwelling on lot 13R1 to remain as developed with a 2.5’-foot encroachment into the
required front yard setback along the south property line.”
• Add dimensions to the existing one-story residence.
• Label the one-story residence with the square footage.
• Label portable building as “existing”.
• Label any/all flatwork, including driveway as “existing” to lots 12R and 13R1.
• Add dimensions to the portable building and label square footage.
• Dimension the portable building to nearest property line and to existing one story residence.
• Label the previous lot line on drawing.
• Add dimension of existing driveway to lot 12R.
• Show existing driveway for lot 13R1 and add dimension.
• Add note following note to plot plan:
o “Portable Building to be relocated out of the easement.”

BACKGROUND INFORMATION:
The subject property at 2510 Lone Star Lane is developed as a one-story, 2,540 square
foot single-family detached residence on a 15,007 square foot (0.3445 acre) lot. The lot
was developed in 1983 and is proposed to be platted as Block 10, Lot 12R, Placid
Peninsula Addition. The zoning district for the subject property at the time of development
was “R-1”, Single-family Dwelling District, and the property was rezoned to “R-7.5”, Single-
Family District in the 1984 City-wide Rezoning.
The subject property at 2524 Lone Star Lane is developed as a one-story, 2,757 square
foot single-family detached residence with a 2,796 square foot detached garage on a
15,007 square foot (0.3445 acre) lot. The lot was developed in 1977 and is proposed to be
platted as Block 10, Lot 13R1, Placid Peninsula Addition. The zoning district for the subject
property at the time of development was “R-1”, Single-family Dwelling District, and the
property was rezoned to “R-7.5”, Single-Family District in the 1984 City-wide Rezoning.
The subject lots are part of an amending plat to shift the internal lot line.
On June 13, 1986, the Board of Zoning Adjustment approved BZA86-40 on lot 13R1 (2524
Lone Star Lane) for a special exception for a 6-foot encroachment into the required rear
yard setback along the north property line.
The application was submitted by Rob Fenton, the property owner for lot 12R.
REQUEST:
The applicant intends to replat the property; this change will move the internal property line
47.4 feet to the west, resulting in both lots having a total of 0.3445 acres each.
BZA23-11A (2510 Lone Star Lane) is a request for a special exception to allow the existing
residential dwelling to remain as developed with an encroachment into the required front
yard setback along the south property line.
BZA23-11B (2524 Lone Star Lane) is a request for a special exception to allow the existing
residential dwelling to remain as developed with an encroachment into the required front
yard setback along the south property line.

The following special exceptions are requested:
Section 43.E.3, Nonconforming Uses and Structures allows the Board of Zoning
Adjustment to approve the remodeling and/or enlargement of a nonconforming use.
The applicant is requesting a special exception to allow the existing residential dwellings to
remain as developed on lots 12R and 13R1 with an encroachment into the required front
yard setbacks along the south property line as shown on the plot plan.
SPECIAL CONDITION:
Staff finds that special conditions exist for the requested special exceptions. Specifically,
the subject properties are existing developed lots with both dwellings developed prior to the
rezoning of the properties in the 1984 City-wide Rezoning to an “R-7.5”, Single-Family
District.
The special exception request for BZA23-11A is specifically for the existing residential
dwelling on lot 12R to encroach approximately 3-feet, 5-inches into the required front yard
setback adjacent to the south property line.
The special exception request for BZA23-11B is specifically for the existing residential
dwelling on lot 13R1 to encroach approximately 2-feet, 5-inches into the required front yard
setback adjacent to the south property line.
RECOMMENDATION:
Staff recommends the Board of Zoning Adjustment:
1. Approve a special exception (BZA23-11A) to the Grapevine Comprehensive Zoning
Ordinance 82-73, Subsection 43.E.3, Nonconforming Uses and Structures to allow
the existing dwelling to remain as developed with an encroachment into the required
front yard setback along the south property line as shown on the plot plan, subject
to the following conditions:
• A final plat is approved by the City Council and filed with Tarrant County.
2. Approve a special exception (BZA23-11B) to the Grapevine Comprehensive Zoning
Ordinance 82-73, Subsection 43.E.3, Nonconforming Uses and Structures to allow
the existing dwelling to remain as developed with an encroachment into the required
