The applicants' are asking to postpone consideration of the request to the August 15, 2023 meeting in order to adequately address the questions and concerns raised by neighbors of the subject site. Box 95104 Grapevine, Texas 76099 JUL 17 2023 Drainage. t am concerned about disrupting the drainage of the property,,, Th,ere is a creek at the south end of the property that must be managed/ directed somewhere. During a strong storm, water flows down the property lines at the north end behind Stone Bridge Oaks, Block 3, Lots 31 and 32 and continuing to a large drainage pipe between Stone Bridge Oaks, Block 3, Lots 32 and 33. We are unsure who is responsible for maintaining the drainage pipe between Lots 32 and 33. For this reason, believe it is critical that there be maintained significant area at the north end of the property in question that is not of impervious material to allow water to flow and soak in to the land, such as a cul-de-sac with large lots or a large buffer area at the edge of a commercial development. A drainage engineering study should be mandated to determine how best to manage the creek and how best to direct and connect storm drainage with the existing pipe system between Stone Bridge Oaks, Block 3, Lots 32 and 33. Trees. I am concerned about the removal and destruction of the many beautiful trees on the property in question. Trees should be preserved wherever possible according to the City of Grapevine tree preservation ordinances, especially at the edges of the proposed development to provide visual buffer between existing neighborhoods and the new proposed development. The City of Grapevine should consider the strength of the developer's funding commitments including ability to obtain contingency funding if development exceeds budgets as we do not want the trees destroyed and the the land left open and idle because the developer ran out of money and cannot complete the building project. Part of what makes Northeast Tarrant County special are the natural wooded areas and we must work to maintain the native trees and make sure the development is completed, including landscaping, in a timely manner, to minimize visual scars to our urban forests. Noise. I am concerned about construction and highway noise and request that the City of Grapevine require provisions that will reduce the noise pollution for existing neighborhoods during the construction process. Further, the continued growth of DFW has an increasing number of cars on Highway 360 that cause an increasing amount of noise around the clock. The increasing highway noise will have a detrimental effect on the residents of the proposed Oak Hill development and a detrimental effect on the existing neighborhoods of Stone Bridge Oaks and Glade Hill. Certain property owners have successfully obtained property value appraisal reductions due to excessive highway noise. I request the City of Grapevine mandate extra steps be evaluated to minimize the impact of highway noise on residents. Noise that seems acceptable during the daytime is much more noticeable at night and detrimental to the health and welfare of the residents due to its negative impact on sleep. For certain property owners, even daytime noise now makes it difficult to enjoy being outside. Further, to minimize noise of traffic entering and exiting the proposed Oak Hill development, the entrance from Highway 360 should be at the south east side of the property to provide a buffer between existing neighborhoods and the proposed new road connecting to the highway access road. Physical Buffer Area. The subject property is very close to certain properties in existing neighborhoods. We understand that when Glade Hill was platted, the City of Grapevine mandated a 70 foot buffer between existing properties in Stone Bridge Oaks, Block 3, Lots 15-20 and the new Glade Hill development. We request that a similar minimum 70 foot buffer be mandated between existing properties and new properties and that trees be preserved in the buffer area between properties. An adequate buffer will preserve quality of life and value of property for existing property owners bordering the new proposed development and enhance the same for owners of new properties in the proposed Oak Hill development. Glade Hill Opposition of Construction and Development 'JUL 17 2023 Dear Respected Grapevine City Counsil, I am writing to express my strong opposition to the proposed zoning change that would allow the construction of residential, commercial, or city structures within 200 feet of our beloved neighborhood, Glade Hill in Grapevine, TX. As a property owner, real estate agent, and a concerned member of this community, I firmly believe that this zoning change poses significant risks and will have detrimental effects on the quality of life in our neighborhood. Glade Hill has long been cherished as a peaceful and family -oriented residential area, characterized by its serene environment, well -maintained properties, and close-knit community. It is crucial to prioritize the preservation and protection of established neighborhoods like Glade Hill. Categories Environmental Concerns JUL 17 2023 • Pertaining to the management, regulation, and protection of native plants listed as state threatened or endangered, what study has been conducted to confirm that there are no endangered or threatened plants within the proposed development area given that this area has been a natural greenbelt habitat for decades? • The proposed development site has a significant gradient going down to the rear of the Glade Hill development. What restrictions and safety protocols will be deployed to: o Ensure there are no landslides? o Protect proposed homeowners' dwellings from subsidence? • There is a natural brook at the rear of the Glade Hill development that should be preserved. • With the leveling of the home pads and roads within the development there will be an impact on the natural drainage specifically on the south end backing onto the Glade Hill Development. • There will be an adverse effect on noise levels from HW 360. The current greenbelt environment acts as a natural buffer in reducing such noise. As the green belt is removed, noise will significantly increase. Wildlife • Wildlife has been observed in the area, and any development will destroy their habitat for owls, a variety of birds (including hawks, cardinals, finches, Hummingbirds, etc.) foxes, rabbits, squirrels, coyotes, amongst others. Given the variety of wildlife in situ, what studies have been conducted by Texas Parks & Wildlife Department (TPWD) Wildlife Habitat Assessment (WHAB) Program to assist project developers in identifying, evaluating, and addressing potential impacts to natural resources of the proposed development area? • Local wildlife has already been significantly impacted by the development of The Preserve and The Marlowe apartment complexes on the SH 360 FIR NB with some wildlife having to migrate to the proposed development area. They will be forced along with the incumbent wildlife to relocate, which given that the existing habitat is bounded on all sides by housing developments, offices, and significant roads, endangers the wildlife migration. • Any planned development of the property should consider the continuing impact on the local wildlife habitat. Financial Current properties that back onto the proposed development paid a pad premium for backing onto greenbelt. The baseline property tax calculated and subsequent yearly increases will be based on a false baseline as the property pads will be less valuable. As such, property tax for the land must be reduced in the event of the development moving forward. • Overall property values will decrease with the impacts described above will adversely affect the property desirability, and therefore the financial value. Again, property tax must be adjusted downwards to reflect reality. Development • Proposed development does not follow existing precedent for a buffer between development. Precedent was established when Glade Hill was developed following representation from the Stone Bridge Oaks community for a 70' buffer between the development. The is no 70' buffer between proposed development and Glade Hill or Stone Bridge Oaks. • The is only one entrance and exit to the development. If that entrance/exit is blocked, In the event of an emergency, how will emergency response teams enter the development? • The lot lines for plots 1, 2, 3, 4, 5, and 6 and extend past the drainage easement into the 100 year fully developed water surface elevation, and the drainage / water sanctuary sewer & landscape easement. Plot lines should not extend past the drainage easement. • Some plots do not meet the code for zero plot size, for example lot 14. • There are multiple trees that meet the requirements for tree preservation. I do not see how they would be maintained under the preservation requirements based on the proposed development plan. A guarantee that the existing HOA property tree line will not be cut down intentionally or accidently, and a system be put in place to pro -actively ensure any accidental tree cutting does not occur. 2. The trees on the new development property directly adjacent to the HOA tree line will remain with a respectable degree to be discussed/agree with the two HOAs to preserve privacy, noise control, appearance and property values of all communities. 3. That the developer is also aggregable to working with the 2 existing communities regarding both the preservation of any negative impact to the trees, as well for the mutual privacy, including construction of any privacy walls. One of the reasons I purchased in the COG was due to the abundance and beauty of trees in Grapevine, and my understanding that the COG has a "tree preservation policy" which I understand is still in effect. Moreover, a major reason I purchased my specific lot of property was because of the trees behind my unit. First and foremost, one of the major reasons for our opposition is the detrimental effect this development will have on property values. Many residents, including myself, have invested in properties that back up to the proposed Oak Hill community, specifically for the purpose of having greenspace and obstructing the view of Highway 360. We all paid a premium, upwards of $35,000 for the lots that back up to the greenspace. The removal of this greenspace will undoubtedly lead to a significant reduction in property values for these homes and, consequently, affect the entire community and neighboring areas. This potential decline in property values is a significant concern for homeowners who have worked hard to establish their residences and create a peaceful living environment. Furthermore, there are serious concerns regarding proper drainage in the Oak Hill area, particularly since it backs up to the creek. I protest and have the following comments: My concerns are as follows: The plot of land in question is forested and provides a sound barrier between 360 and the access road and our neighborhood. Has any type of wall/sound abatement structure been proposed to reduce the noise once the land is cleared? Can a green buffer area be extended to 50 feet to help protect our existing homes. Lack of a good buffer will impact our community and quality of life, and could well affect property values. 2. When Glade Hill was built there were drainage issues that arose between Stone Bridge Oaks and Glade Hills. Has a drainage plan been reviewed and approved by the City? What remedies are available to us if problems do arise? 3. There are many old growth trees in the Oak Hill plot. Will these be protected? Will new trees be planted to replace those that are removed? When Glade Hills was built, an agreement was reached that designated protected trees along the buffer zone. Sadly, a number of these older trees were cut down in error by the builder. These were replaced eventually, but with new growth. What safeguards will be in place to ensure that any protected trees will be preserved? Thank you. William H. No information or communication regarding the property has been provided by the developer. The public notice of zoning change is not dated for mailing so how is compliance verified? How has planning staff confirmed that all property owners within 200' of the subject property have been notified? Some residents on the west side of Taylor Lane have not been notified, however they may be within the 200' limit. There has been no notification of plat approval. Application for plat approval were not received by the city until July 12, 2023, and not made available to the public until July 15. Overall, while the letter of public notice regulations and requirements may have been met, certainly the spirit of such notifications and information communication to interested parties has not. The trees on the property provide a noise and nuisance for traffic on Highway 360. This will be lost should the development proceed. Has the Planning department obtained any survey of the property to determine the number and location of protected trees? Has the City Council required a Tree Preservation Permit? Is a drainage plan on file and available? If the property is leveled for building, whether increasing or decreasing height, what are the remedies if any for adverse drainage effects on Stone Bridge Oaks property. There is a water/ creek feature on the south end of the property? What is the status? Will it be an open drain?
