SUBJECT: RIFLES AND ASSOCIATED EQUIPMENT FOR THE POLICE
DEPARTMENT
RECOMMENDATION: City Council to consider approval for the purchase of rifles and associated
equipment from Sionics Weapon Systems for the Police Department
FUNDING SOURCE: Funds are available in the General Fund and State/Federal seizure funds
for a total amount not to exceed $384,286.75.
BACKGROUND: This is for the purchase of 125 rifles and the related accessories to
replace the current stock of rifles. Most of the current inventory of rifles
have been in service since the late 1990s and are in desperate need of
replacement. The new rifles, utilizing new technologies will aid in public
safety by providing a quality product for Grapevine police officers, more
reliability, and increased confidence and skill level with the equipment.
The expenditure of the funds from General Fund will be partially be
reimbursed through an Individual Officer Purchase Program through
payroll deduction which is coordinated by the City Finance Department.
The program is voluntary and designed to encourage better maintenance,
care, and skill development of the officers participating, in addition to
offsetting the costs of the purchase to the City.
This purchase will be made as a sole source purchase from Sionics
Weapon Systems in accordance with Local Government Code Chapter
252, Subchapter B, §252.022. General Exemptions (a)(7)(A).
Staff recommends approval.
ORDINANCE NO. 2023-043
AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE
APPROPRIATION OF REVENUE IN THE AMOUNT OF
$384,286.75 IN THE GENERAL FUND AND IN THE
STATE AND FEDERAL SEIZURE FUNDS;
DECLARING AN EMERGENCY AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the City of Grapevine desires to purchase rifles and the associated
accessories; and
WHEREAS, funding is available in the General Fund and the State and Federal
Seizure Funds; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
ordinance have been met, including but not limited to the Open Meetings Act and Chapter
211 of the Local Government Code; and
WHEREAS, the City Council deems the adoption of this ordinance to be in the best
interests of the health, safety, and welfare of the public.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council hereby authorizes an amount of $384,286.75
to be appropriated from the General Fund and the State and Federal Funds for the
purchase of rifles and the associated accessories.
Section 3. That the terms and provisions of this ordinance shall be deemed to
be severable, and that if the validity of any section, subsection, word, sentence or phrase
shall be held to be invalid, it shall not affect the remaining part of this ordinance.
Section 4. That the fact that the present ordinances and regulations of the City
of Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals,
peace and general welfare of the inhabitants of the City of Grapevine, Texas, creates an
emergency for the immediate preservation of the public business, property, health, safety
and general welfare of the public which requires that this ordinance shall become effective
from and after the date of its final passage, and it is accordingly so ordained.
