The Building Board of Appeals for the City of Grapevine, Texas, met in regular
session, Monday, September 14, 1999, at 6:00 P.M., in the Council Chambers,
200 South Main Street, Grapevine, Texas with the following members present:
Joe Lipscomb
Chairman

Dennis Nivens
Alternate
constituting a quorum with members Dennis Roberts, Russell Kidd and Irle
Hightower absent. Also present were the following City Staff:

Chairman Joe Lipscomb called the meeting to order at 6:00 P.M.
NEW BUSINESS
BUILDING BOARD OF APPEALS CASE BBA99 -09 — 2811 NORTHWOOD ST
MARTIN SCHELLING
First, the Building Board of Appeals considered BBA99 -09 submitted by Martin
Schelling, representing Wright Development for property located at 2811
Northwood Street, platted as Lot 29, Block 12, Lakeside Estates Five. The
following request was to Grapevine Code of Ordinances, Chapter 7, Article IV,
Fences:
Section 7 -127, Front Yard Requirements which prohibits fences in a required or
established front yard from exceeding 36" in height and 50% through vision.
The applicant requested to allow a subdivision entry wall in the required and
established front yard as shown on the plot plan. The wall would be 10' -6" at its
maximum height, and would be solid.
Mr. Fleming explained that Staff recommended approval of the request.
Mr. Schelling was present to answer any questions.

With no one else to spew concerning the case, Art Gordon made a motion to
close the public hearing. Charles Bloomberg seconded the motion which
prevailed by the following vote:
Ayes: Lipscomb, Gordon, Bloomberg, Banse, Nivens
Nays: None
Absent: Roberts, Kidd, Hightower
Charles Bloomberg then made a motion to approve the variance to Section 7 -127
of the Code of Ordinances, allowing a subdivision entry wall in the required and
established front yard as shown on the plot plan, with the wall being 10' -6" at its
maximum height and it being solid. Art Gordon seconded the motion which
prevailed by the following vote:
Ayes: Gordon, Bloomberg, Banse, Nivens
Nays: None
Abstain: Lipscomb
Absent: Roberts, Kidd, Hightower

Next, the Building Board of Appeals considered BBA99 -10 submitted by Martin
Schelling, representing Wright Development for property located at 2806
Northwood Street, platted as Lot 1, Block 13, Lakeside Estates Five. The
following request was to Grapevine Code of Ordinances, Chapter 7, Article IV,
Fences:
Section 7 -127, Front Yard Requirements which prohibits fences in a required or
established front yard from exceeding 36" in height and 50% through vision.
The applicant requested to allow a subdivision entry wall in the required and
