BACKGROUND Certificate of Appropriateness application #CA23-37 was submitted by the applicant Andy Ware of Ware Construction on June 2, 2023 to construct a new 526 square foot addition to the rear of the original 1,201 square foot house to adapt it to serve family needs. The house was purchased by James and Alexa Robinson to serve as their family home. The new addition would be built in the area that currently serves as a carport. The new living area would contain a master bedroom, bath and closet. A new 248 square foot covered porch would be constructed at the rear of the house. Two car parking spaces are provided behind the building line as required by the Zoning Ordinance. The lot contains 6,970 square feet. The existing 1,210 square foot house with the new 526 square foot addition totals 1,736 square feet living area, within the maximum of 3,400 square feet allowed by the Preservation Ordinance. The covered porch of 248 square feet does not count in the maximum square feet of 3,400 square feet allowed by the Preservation Ordinance. The building lot coverage is 28% (maximum is 40%) and the building height is 15' . Meeting: CVB Conference Room Meeting attendees: James Robinson and Alexa Robinson Owner; David Klempin Historic Preservation Officer (HPO); and Kayce Vanderpool Historic Preservation Secretary. Preservation Meeting at Convention and Visitors Bureau Conference Room at 1 p.m.: The HP Staff met with James and Alexa Robinson to discuss the property at 215 East Franklin Street and the changes they want to make altering the footprint of the house. Mr. Klempin provided a copy of the Historic Township Map and discussed the different areas of significance. He also mentioned that by Land marking the property the Historic Preservation staff would research and provide the background and photos to help guide the homeowners to restore the house to the correct period of significance. To make additions to the house it would require a Certificate of Appropriateness (CA) to be reviewed and approved at a Historic Preservation Commission Meeting. If they want to Landmark the case would be presented at the HPC meeting, then immediately after the CA would be reviewed by the commission. The Landmark designation would be attached to the deed of the property for ever more. Mr. Klempin said that to complete the CA, the Historic Preservation staff would need a drawing of the front elevation of the house called a Street View Drawing, along with the neighboring houses to the left and right and photos of all three properties from the street for the Commissioners to review. The HP staff will work with the homeowners on the plans to come up with period appropriate designs that could be approved by the Commission. The Grant opportunity available through the Grapevine Township Revitalization Program (GTRP) was discussed and Mr. Klempin explained the 2/3 grant up to $10,000.00. He reviewed some of the eligible projects; foundation repair, window replacement, brick repointing, siding and other exterior work. The property must be Landmarked to receive a grant. The current windows are vinyl and they can stay, but if they landmark the property and decide to get new windows, wood windows or metal clad wood windows would be required to be installed (aluminum windows could be appropriate). The Grant program could help to offset the cost of the windows. The Robinson's would like to expand and paint the house and have a concrete or metal wall to provide some privacy from the neighboring Esparza's Restaurant guests walking by. Mr. Klempin was ok with the plans, but approved CA's are required before making the changes. He also suggested setting up a meeting with the Building Department and Planning & Zoning to make sure the plat, survey and zoning for the property match the plans submitted. He also said that 2 parking spots would be required behind the building line. The survey has an easement agreement, they might need to get a new survey or have it re -zoned. Mr. Klempin suggested a Pre -Application meeting with the Planning Department, Building Services Department, P&Z, HPC and other city departments that have an interest in this project.
