Tate Darlene Freed Sharron Rogers Chris Coy Duff O'Dell Paul Slechta Leon Leal Mayor Mayor Pro Tern Council Member Council Member Council Member Council Member Council Member constituting a quorum, and with the following members of the City Staff: Bruno Rumbelow City Manager Matthew C.G. Boyle City Attorney Tara Brooks City Secretary Call to Order Mayor Tate called the meeting to order at 6.32 p.m. in the City Council Chambers. Item 1. Executive Session Mayor Tate announced the City Council would recess to the City Council Conference Room to conduct a closed session regarding: A. Consultation with and legal advice from the City Attorney regarding pending litigation (Muns, et al. v. Grapevine — Cause No. 348-303736-18), pursuant to Section 551.071, Texas Government Code. B. Real property relative to deliberation of the purchase, exchange, lease, sale or value of real property (City facilities, Public Works, and the 185 acres) pursuant to Section 551.072, Texas Government Code. C. Status update regarding deployment and implementation of school security pursuant to Section 551.076, Texas Government Code. D. Conference with City Manager and Staff to discuss and deliberate commercial and financial information received from business prospects the City seeks to have locate, stay, or expand in the City; deliberate the offer of a financial or other incentive; with which businesses the City is conducting economic development negotiations pursuant to Section 551.087, Texas Government Code. The City Council recessed to the City Council Conference Room and began the closed session at 6.35 p.m. Council Member Chris Coy arrived at 6.45 p.m. The closed session ended at 7.18 p.m. Upon reconvening in open session in the Council Chambers, Mayor Tate asked if there was any action necessary relative to Sections 551.071, 551.072, 551.076 or 551.087. City Manager Bruno Rumbelow requested City Council approve a school security agreement with the Grapevine Colleyville Independent School District (GCISD) and authorize the City Manager to execute same and to take all other necessary action. Item 2. Invocation Doug Page, Pastor at First Baptist Church, gave the invocation. Item 3. Posting of the Colors and Pledges of Allegiance Boy Scout Troop 168 posted the colors and lead the Pledges of Allegiance. Item 4. Citizen Comments Representative Giovanni Capriglione presented a resolution and a flag that was flown over the Capitol in honor of Grapevine Police Officer Patrick O'Neal who received the State of Texas Law Enforcement Achievement Award for Public Service. Officer O' Neal thanked Representative Capriglione and said he does not do his work for the honors but to serve the community to the best of his ability. City Council August 1, 2023 Page 2 PRESENTATIONS Item 5. ArchiTexas to present a proposal for a Grapevine Pattern Book that would establish architectural standards for structures within the original Township boundaries. Convention and Visitors Bureau Director P.W. McCallum described the history of the Township District and the need for architectural standards for the District. Craig Melde with ArchiTexas described the purpose of the pattern book and explained how it would give architects working in the Township a better understanding of the City's requirements and answered questions from Council. Robin McCaffrey from Mesa Planning answered questions from Council. City Attorney Matthew C.G. Boyle and Director McCallum answered questions from Council. Council discussed the standards and requested ArchiTexas crete an Executive Summary that would describe the standards in layman's terms. There was no action taken on this item. NEW BUSINESS Item 6. Consider Resolution No. 2023-012 accepting the Certified Estimated Tax Rolls having a total appraised value of $18,358,970,194 less exemptions of $6,261,346,179 for a net taxable value of $12,097,624,015, and take anv necessary action. Acting Chief Financial Officer Jeff Strawn presented this item to Council. As required by the Texas Property Tax Code, the Tax Assessor has submitted the estimated tax rolls for the 2023 tax year. Motion was made to accept the Certified Estimated Tax Rolls having a total appraised value of $18,358,970,194 less exemptions of $6,261,346,179 for a net taxable value of $12,097,624,015, and take any necessary action. Motion: Coy Second: O'Dell Ayes: Tate, Freed, Rogers, Coy, O'Dell, Slechta and Leal Nays: None Approved: 7-0 RESOLUTION NO. 2023-012 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, APPROVING THE TAX ROLLS FOR TAX YEAR 2023 ON PROPERTY WITHIN THE CITY; AND PROVIDING AN EFFECTIVE DATE City Council August 1, 2023 Page 3 Item 7. Consider the preliminary design of the Concourse and former Pro Shop enhancement: an agreement for preparation of design and construction documents and administration from Oxlev Williams Tharp Architects, Ordinance No. 2023-042 appropriating the funds, and take anv necessary action. Convention and Visitors Bureau Director McCallum presented the proposed plans for the Concourse and former Pro Shop and answered questions from Council. Director McCallum recommended approval of the agreement for preparation of the design and construction documents and administration for the Concourse and Pro Shop buildings in an amount of $177,500. Director of Meeting and Event Venues Rusty Hernandez answered questions from Council. Motion was made to approve the agreement for preparation of design and construction documents and administration for the Concourse and former Pro Shop, and requiring staff to review the parking at the Golf Course. Motion: Freed Second: Coy Ayes: Tate, Freed, Rogers, Coy, O'Dell, Slechta and Leal Nays: None Approved: 7-0 ORDINANCE NO. 2023-042 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, INCREASING ESTIMATED RECEIPTS IN THE AMOUNT OF $177,500 IN THE CONVENTION AND VISITORS BUREAU FUND OBTAINED FROM UNENCUMBERED FUND BALANCE; AUTHORIZING THE APPROPRIATION OF $1777500 IN THE CONVENTION AND VISITORS BUREAU FUND FOR THE PURPOSE OF PRELIMINARY DESIGN FOR THE REMODEL OF THE GOLF CONCOURSE AND PRO SHOP; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE CONSENT AGENDA Consent items are deemed to need little Council deliberation and were acted upon as one business item. Any member of the City Council or member of the audience may request that an item be withdrawn from the consent agenda and placed before the City Council for full discussion. Approval of the consent agenda authorizes the City Manager, or his designee, to implement each item in accordance with Staff recommendations. Council Member Duff O'Dell requested item 8 be removed from the consent agenda. This item was considered after the remaining consent agenda items. City Council August 1, 2023 Page 4 Item 9. Consider the renewal of an annual contract for outside audit services with FORVIS. LLP. Acting Chief Financial Officer Strawn recommended approval of the renewal of the annual contract for outside audit services for an estimated amount of $125,000. Consider Resolution No. 2023-013 amending the authorized representatives in the TexPool and TexPool Prime Investment Pools. Acting Chief Financial Officer Strawn recommended approval of the authorized representatives for the TexPool and TexPool Prime Investment Pools to be Jeff Strawn, Acting Chief Financial Officer; Gary Livingston, Managing Services Director; Shellie Johnson, Internal Audit Director; and Rebecca Coryea, Treasurer. Motion was made to approve the consent agenda as presented Motion: Freed Second: Slechta Ayes: Tate, Freed, Rogers, Coy, O'Dell, Slechta and Leal Nays: None Approved: 7-0 RESOLUTION NO. 2023-013 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AMENDING THE AUTHORIZED REPRESENTATIVES IN THE TEXPOOL AND TEXPOOL PRIME INVESTMENT POOLS AND PROVIDING AN EFFECTIVE DATE Item 11. Consider the purchase of rifles and associated equipment from Sionics Weapon Svstems, and Ordinance No. 2023-043 appropriating the funds. Police Chief Mike Hamlin recommended approval of the purchase of 125 rifles and related accessories for a total amount not to exceed $384,286.75. Motion was made to approve the consent agenda as presented. Consider the award of an annual contract for veterinary medical care from Relief Services for Veterinary Practitioners, RSVP Services, LLC. Police Chief Hamlin recommended approval of the agreement for veterinary medical care services for the shelter animals to include sterilization, vaccination, testing, examinations, procedures, medication, grooming and other surgical services as needed for annual estimated amount of $200,000. Consider for the award of an annual contract for RFP 58-23 for the zoning ordinance update with The Antero Group, LLC. Planning Services Director Erica Marohnic recommended approval of the award of RFP 58-23 for the zoning ordinance update for an estimated amount of $60,000. The zoning ordinance update will include updates to ensure compliance with State laws. Consider the minutes of the July 14, 2023 Special Citv Council meeting and the July 18, 2023 Regular Citv Council meeting. City Secretary Tara Brooks recommended approval of the minutes as provided. Consider the installation of a fire suppression system at the Grapevine Historical Society Ice House Museum from Metro Fire Protection Incorporated. Convention and Visitors Bureau Director McCallum recommended approval of the installation of a fire suppression system at the Grapevine Historical Society Ice House Museum for an amount not to exceed $41,850. Council Member O'Dell emphasized how important this project is to the safeguarding of the City's history. Motion was made to approve the installation of a fire suppression system at the Grapevine Historical Ice House Museum. Citizens were allowed to participate via video conference. The link to the meeting was provided on the posted agenda and on the City's website. CALL TO ORDER Mayor Tate called the meeting to order at 5.31 p.m. in the Council Chambers. Item 1. Citizen Comments No one wished to speak during citizen comments in person or via the video link. Item 2. City Council to conduct a workshop relative to the Fiscal Year 2023-2024 budget. City Manager Bruno Rumbelow introduced the Fiscal Year 2023-2024 budget and highlighted the emphasis on cash funding of purchases, a transfer of almost $1,000,000 to the Quality of Life fund, maintenance of the 20% general fund balance, salary increases to keep staff salaries at the 50t" percentile, and lower property tax. Senior Management and Budget Analyst Matt Feryan presented the proposed budget which included a proposed property tax rate reduction of the No New Revenue rate. He highlighted the property tax and sales tax. Mr. Feryan then detailed the expenses and revenues for each fund and each department. Public Works Director Bryan Beck and Convention and Visitors Bureau Director P.W. McCallum answered questions from Council. Council discussed the budget. No action was taken. Mayor Tate announced that the Budget Workshop scheduled for August 9, 2023 was canceled.
