I am writing to express my strong opposition to the proposed zoning change that would allow the
construction of residential, commercial, or city structures within 200 feet of our beloved neighborhood,
Glade Hill in Grapevine, TX. As a property owner, real estate agent, and a concerned member of this
community, I firmly believe that this zoning change poses significant risks and will have detrimental effects
on the quality of life in our neighborhood.
Glade Hill has tong been cherished as a peaceful and family-oriented residential area, characterized by its
serene environment, well-maintained properties, and close-knit community. The proposed zoning change
threatens to disrupt this harmony by introducing incompatible land uses that could result in increased
noise levels, traffic congestion, and a loss of privacy for residents. Moreover, the introduction of
commercial or city structures in close proximity to our neighborhood could significantly impact its
aesthetic appeal and diminish property values.
Additionally, the proposed zoning change fails to consider the potential strain on existing infrastructure
and services. Our neighborhood infrastructure, including roads, utilities, and schools, is already optimized
to accommodate the current residential needs. Introducing additional structures in such close proximity
without adequate infrastructure upgrades could lead to overburdened facilities and a decline in the overall
livability of the area.
It is crucial to prioritize the preservation and protection of established neighborhoods like Glade Hill. While
growth and development are essential for any community, it should not come at the expense of the well-
being and interests of existing residents . We believe that responsible and sustainable development should
be encouraged, but it should be done in a manner that respects the character and integrity of our
neighborhood.
I respectfully request that you reconsider the proposed zoning change and carefully evaluate the potential
consequences it may have on Glade Hill and its residents. It is imperative to engage in open and inclusive

• The proposed development site has a significant gradient going down to the rear of the Glade
Hill development. What restrictions and safety protocols will be deployed to:

o Protect proposed homeowners' dwellings from subsidence?
• There is a natural brook at the rear of the Glade Hill development that should be preserved.
• With the leveling of the home pads and roads within the development there will be an impact
on the natural drainage specifically on the south end backing onto the Glade Hill Development.
• There will be an adverse effect on noise levels from HW 360. The current greenbelt environment
acts as a natural buffer in reducing such noise. As the green belt is removed, noise will
significantly increase.
Wildlife
• Wildlife has been observed in the area, and any development will destroy their habitat for owls,
a variety of birds (including hawks, cardinals, finches, Hummingbirds, etc.) foxes, rabbits,
squirrels, coyotes, amongst others. Given the variety of wildlife in situ, what studies have been
conducted by Texas Parks & Wildlife Department (TPWD) Wildlife Habitat Assessment (WHAB)
Program to assist project developers in identifying, evaluating, and addressing potential impacts
to natural resources of the proposed development area?
• Local wildlife has already been significantly impacted by the development of The Preserve and
The Marlowe apartment complexes on the SH 360 FR NB with some wildlife having to migrate to
the proposed development area. They will be forced along with the incumbent wildlife to
relocate, which given that the existing habitat is bounded on all sides by housing developments,
offices, and significant roads, endangers the wildlife migration.
• Any planned development of the property should consider the continuing impact on the local
wildlife habitat.
Financial
• Current properties that back onto the proposed development paid a pad premium for backing
onto greenbelt. The baseline property tax calculated and subsequent yearly increases will be
based on a false baseline as the property pads will be less valuable. As such, property tax for the
land must be reduced in the event of the development moving forward.
• Overall property values will decrease with the impacts described above will adversely affect the
property desirability, and therefore the financial value. Again, property tax must be adjusted
downwards to reflect reality.
Development
• Proposed development does not follow existing precedent for a buffer between development.
Precedent was established when Glade Hill was developed following representation from the
Stone Bridge Oaks community for a 70' buffer between the development. The is no 70' buffer
between proposed development and Glade Hill or Stone Bridge Oaks.
• The is only one entrance and exit to the development. If that entrance/exit is blocked, In the
event of an emergency, how will emergency response teams enter the development?
• The lot lines for plots 1, 2, 3, 4, 5, and 6 and extend past the drainage easement into the 100
year fully developed water surface elevation, and the drainage/ water sanctuary sewer &
landscape easement. Plot lines should not extend past the drainage easement.
• Some plots do not meet the code for zero plot size, for example lot 14.
• There are multiple trees that meet the requirements for tree preservation. I do not see how they
would be maintained under the preservation requirements based on the proposed development
plan.

I PROTEST at this time until a detailed plan can be provided showing the intention of the
developers are shown in DETAIL related to the property and especially to the property
borders as follows:
1. A guarantee that the existing HOA property tree line will not be cut down
intentionally or accidently, and a system be put in place to pro-actively ensure any
accidental tree cutting does not occur.
2. The trees on the new development property directly adjacent to the HOA tree line
will remain with a respectable degree to be discussed/agree with the two HOAs to
preserve privacy, noise control, appearance and property values of all
communities.
3. That the developer is also aggregable to working with the 2 existing communities
regarding both the preservation of any negative impact to the trees, as well for
the mutual privacy, including construction of any privacy walls.
One of the reasons I purchased in the COG was due to the abundance and beauty of
trees in Grapevine, and my understanding that the COG has a "tree preservation policy,,
which I understand is still in effect.
Moreover, a major reason I purchased my specific lot of property was because of the
trees behind my unit. And it was with my understanding that the 360 facing property was
zoned COMMERICIAL so that any eventual build on the 360 facing property would limit
activity, noise privacy concerns during evenings and weekends. The re-zoning would
change this.

Subject: Opposition to the rezoning of land and plans for Oak Hill community
Dear Members of the Grapevine Texas City Council,
I am writing to express my strong opposition to the proposed rezoning of land and the development
plans for the Oak Hill community. As a concerned resident of this beautiful city, I believe it is essential to
consider the long-term impact such a decision may have on our community and its residents.
First and foremost, one of the major reasons for our opposition is the detrimental effect this
development will have on property values. Many residents, including myself, have invested in properties
that back up to the proposed Oak Hill community, specifically for the purpose of having greenspace and
obstructing the view of Highway 360. We all paid a premium, upwards of $35,000 for the lots that back
up to the greenspace. The removal of this greenspace will undoubtedly lead to a significant reduction in
property values for these homes and, consequently, affect the entire community and neighboring areas.
This potential decline in property values is a significant concern for homeowners who have worked hard
to establish their residences and create a peaceful living environment.
Furthermore, there are serious concerns regarding proper drainage in the Oak Hill area, particularly since
it backs up to the creek. The potential impact on drainage systems needs to be thoroughly assessed to
prevent any future flooding or water-related issues that could affect both existing and new properties.
This was proven to be an issue in the past and this cannot be overlooked in this decision on whether this
land is suitable for development and that it will not disrupt or harm the existing homes nearby.
Another critical aspect to consider is the preservation of wildlife and natural habitats. The proposed
development will displace various wildlife species currently residing in the woods, forcing them into the
surrounding community. This disruption not only threatens the natural balance of the ecosystem but
also raises concerns about the potential conflict between residents and wildlife. It is our duty to protect
these habitats and the diverse wildlife that calls them home.
Additionally, the construction process itself will bring considerable noise and disturbance to the area for
several years, while ruining the value of our neighborhood. The destruction of large trees, which provide
valuable noise protection, shade, and aesthetic value to Glade Hill and Stone Bridge Oaks, will be a
significant loss to our community. These trees have long been cherished by residents and serve as a
crucial element in maintaining a peaceful and harmonious living environment. It is essential to consider
the long-term consequences of removing such vital features that contribute to the quality of life for
residents and what make living in Grapevine appealing.

Furthermore, it is important for the City of Grapevine to uphold its tree preservation standards. The
current plan for the Oak Hill community, as it is written, shows every square inch being developed with
zero lot lines. This approach disregards the aesthetic value of the area and fails to consider the
importance of preserving existing trees and green spaces. It is cruci al to maintain the cb aracter and
charm that drew residents to this community in the first place.
It is also important to note that we, as residents, have not been given adequate time or information
regarding the plans for the Oak Hill community. The lack of transparency and opportunity for meaningful
community engagement is deeply concerning. Decisions of this magnitude should be made with the
input and collaboration of the affected residents. We were given less than one week's notice on this
action, and were not told that not only would the council rule on the rezoning, but also on approving the
plans themselves. This information was found out by asking questions, but not clearly stated to all
residents and those affected. We urge the Grapevine Texas City Council to provide ample time for public
consultation and ensure that residents are well-informed about the proposed development.
In light of the aforementioned concerns, I kindly urge the Grapevine Texas City Council to reconsider the
rezoning of land and the plans for the Oak Hill community. We must prioritize the preservation of
property values, the protection of natural habitats, the adherence to tree preservation standards, and
the overall aesthetic appeal of our community. I respectfully request that you take into account the valid
concerns raised by residents and taxpayers by exploring alternative solutions that would ensure
sustainable and responsible development while preserving the unique characteristics that make
Grapevine such a wonderful place to live.

Drainage. I am concerned about disrupting the drainage of the property. There is a
creek at the south end of the property that must be managed/ directed somewhere.
During a strong storm, water flows down the property lines at the north end behind
Stone Bridge Oaks, Block 3, Lots 31 and 32 and continuing to a large drainage pipe
between Stone Bridge Oaks, Block 3, Lots 32 and 33. We are unsure who is
responsible for maintaining the drainage pipe between Lots 32 and 33. For this reason, I
believe it is critical that there be maintained significant area at the north end of the
property in question that is not of impervious material to allow water to flow and soak in
to the land, such as a cul-de-sac with large lots or a large buffer area at the edge of a
commercial development. A drainage engineering study should be mandated to
determine how best to manage the creek and how best to direct and connect storm
drainage with the existing pipe system between Stone Bridge Oaks, Block 3, Lots 32
and 33.
Trees. I am concerned about the removal and destruction of the many beautiful trees on
the property in question. Trees should be preserved wherever possible according to the
City of Grapevine tree preservation ordinances, especially at the edges of the proposed
development to, provide visual buffer between existing neighborhoods and the new
proposed development. The City of Grapevine should consider the strength of the
developer's funding commitments including ability to obtain contingency funding if
development exceeds budgets as we do not want the trees destroyed and the the land
left open and idle because the developer ran out of money and cannot complete the
building project. Part of what makes Northeast Tarrant County special are the natural
wooded areas and we must work to maintain the native trees and make sure the
development is completed, including landscaping, in a timely manner, to minimize visual
scars to our urban forests.
Noise. I am concerned about construction and highway noise and request that the City
of Grapevine require provisions that will reduce the noise pollution for existing
neighborhoods during the construction process. Further, the continued growth of DFW
has an increasing number of cars on Highway 360 that cause an increasing amount of
noise around the clock. The increasing highway noise will have a detrimental effect on
the residents of the proposed Oak Hill development and a detrimental effect on the
existing neighborhoods of Stone Bridge Oaks and Glade Hill. Certain property owners
have successfully obtained property value appraisal reductions due to excessive
highway noise. I request the City of Grapevine mandate extra steps be evaluated to
minimize the impact of highway noise on residents. Noise that seems acceptable during
the daytime is much more noticeable at night and detrimental to the health and welfare
of the residents due to its negative impact on sleep. For certain property owners, even
daytime noise now makes it difficult to enjoy being outside. Further, to minimize noise of
traffic entering and exiting the proposed Oak Hill development, the entrance from
Highway 360 should be at the south east side of the property to provide a buffer
between existing neighborhoods and the proposed new road connecting to the highway
access road.
Physical Buffer Area. The subject property is very close to certain properties in
existing neighborhoods. We understand that when Glade Hill was platted, the City of
Grapevine mandated a 70 foot buffer between existing properties in Stone Bridge Oaks,
Block 3, Lots 15-20 and the new Glade Hill development. We request that a similar
minimum 70 foot buffer be mandated between existing properties and new properties
and that trees be preserved in the buffer area between properties. An adequate buffer
will preserve quality of life and value of property for existing property owners bordering
the new proposed development and enhance the same for owners of new properties in
the proposed Oak Hill development.

comments:
My concerns are as follows:
1. The plot of land in question is forested and provides a sound barrier between 360 and the
access road and our neighborhood. Has any type of wall/sound abatement structure been
proposed to reduce the noise once the land is cleared? Can a green buffer area be extended to
SO feet to help protect our existing homes. Lack of a good buffer will impact our community and
quality of life, and could well affect property values.
2. When Glade Hill was built there were drainage issues that arose between Stone Bridge Oaks and
Glade Hills. Has a drainage plan been reviewed and approved by the City? What remedies are
available to us if problems do arise?
3. There are many old growth trees in the Oak Hill plot. Will these be protected? Will new trees be
planted to replace those that are removed? When Glade Hills was built, an agreement was
reached that designated protected trees along the buffer zone. Sadly, a number of these older
trees were cut down in error by the builder. These were replaced eventually, but with new
growth. What safeguards will be in place to ensure that any protected trees will be preserved?

Concerns expressed by our homeowner members:
Insufficient and inadequate notice received as to the zoning change and plat
Although compliance with notice regulations may have been met, t he zoning application was
filed on Januar; 3, 2023, and no information was provided to SBOOA members until July 10,
2023.
No information or communication regarding the property has been provided by the deveioper.
The public notice of zoning change is not dated for mailing so how is compliance verified?
How has planning staff confirmed that all property owners within 200' of the subject property have been
notified? Some residents on the west side of Taylor Lane have not been notified, however they may be
within the 200' limit.
There has been no notification of plat approval. Application for plat approval were not received by the
city until July 12, 2023, and not made available to the public until Ju!y 15.
Overall, while the letter of public notice regulations and requirements may have been met, certainly the
spirit of such notifications and information communication to interested parties has not.
The trees on the property provide a noise and nuisance for traffic on Highway 360. This will be lost
should the development proceed.
Has the Planning department obtained any survey of the property to determine the number and location
of protected trees?
Has the City Council required a Tree Preservation Permit?
Is a drainage plan on file and available?
If the property is leveled for building, whether increasing or decreasing height, what are the remedies if
any for adverse drainage effects on Stone Bridge Oaks property.
There is a water/ creek feature on the south end of the property? What is the status? Will it be an open
drain?

The plat and plan does not appear to comply with the zoning requirements R-5.0", Zero-Lot-Line, in that
fully one third of the lots, (7 of 21), indicate front width of less than 50'.
We respectfully request that all decisions regarding this property are tabled at this time, all homeowner
questions are answered, and more detailed and comprehensive information provided by the City and the
developer.

Hi Carol and Garry, I am assuming this development request will go through, so here are some comments to
possibly mitigate it.
My main concern is that the plat is incomplete according to CoG Standards of Design, so how can the P&Z
accept it? There are no drainage, street arrangement, utility, home or lot line dimensions shown. We can't
see the circulation of traffic through the subdivision, nor how it will affect SBO or Glade Hilts.
I urge )IOU to put off the public hearing meeting for the proposed rezoning. If that is not possible, please
disapprove this incomplete request.
I protest this development as shown on the Notice plat. Wildlife habitat will be destroyed, as 'Aell as many old-
growth trees at least twenty inches in diameter. Any planned development of the property should consider the
continuing impact to local wildlife habitat. This habitat and should be investigated for endangered species by
the appropriate agency prior to approving development.
Also, there is a water source natural spring at the south end bordering S80 lots 20,21, 22 and Glade Hills lots
1A1, 2A1, 3A1, 4A1, etc. that would be wiped out without protection of a green barrier. This was an issue in
November 20, 2012 w,en Contrast Development requested to build a subdivision behind some of our homes
on Taylor Lane. The full City Council approved the request ONLY if the green barrier 'M3S approved on Tract
1A1, designated on the plat as 'Common Area'. I hope you will consider the same type of greenbelt again.
If this request should be approved, I ask far a 50' buffer zone bordering all S8O properties affected by this
development, given the prior approval of one in 2012.

Dear Mr. Stombaugh:
I am sorry t am not available to be present at the P&Z and Cfty council meeting this evening, but I would
like this letter presented to both P&z and Oty Council members as part of their consideration of the
above mentioned zonf ng case. I represent the ownership of the vacant lots at Stone Bridge Oaks, as
Ufestyle Grapevine 360 LP.
Yesterday evening, Monday, November 19th
, the Stone Bridge Oaks HOA and Lifestyle Grapevine 360 .LP
(Developer for SBO's), had a meeting with the development team requesting a zoning change on the
commercial property at the NW Corner of Glade Road and Hwy 360. Although they did meet with us,
this meeting was done at the final hour, giving us no opportunity to provide any input into the design of
the site plan. To put it mildly, everyone was very unhappy wlth the layout that was presented by the
development team. Although we had written letters in favor of the proposed multi-family project that
was presented to us in the recent past, we cannot support this project for the following reasons:
1. There Is an area on their plan which borders our property, and it Is a natural drainage area with
many beautiful mature trees. This area has been made Into a huge residential lot, which makes
no sense at all, and negatfvely Impacts our lots that back onto this area.
2. There is no significant open space provided in the entire layout. I have not seen a subdivision
with less creativity or less concern with the natural terrain and existing mature trees. There are
manv specimen trees on this site, and it appears that there has been no attempt whatsoever to
save any tree to add to the overall beauty of this development. Compare this to our SBO's
community, in which literally 100's of trees were saved. It is obvious that the developer took a
SO>el20 lot stamp and went around this site to see Just how to maximize the number of lots, and
not concern themselves with the liveability of thls site. Where will someone walk their dog on
this site? Or go to meet with other neighbors? The argument by the developer is that the City
discouraged Hsliver"' open spaces, but they misled everyone because I don't belfeve the City
would discourage having thoughtful open spaces added into this site pliu,.

3. There is no provision for a significant landscape buffer where residential !Qt$ back directly onto
HWY 360. The developer may Install a masonry fence, but that alone will not be sufficient
buffering for these homes.
The feeling amongst homeowners present at our meeting last night is consistent with the points above,
and for these reasons, we are requesting that this project be rejected by both P&Z and iown Council as
presented. It ls o~vlous to everyone that the developer is only looking for maximizing the number of lots
on the site, and not toward how someone will successfully live at this property.

I am writing to express my strong opposition to the proposed zoning change that would allow the
construction of residential, commercial, or city structures within 200 feet of our beloved neighborhood,
Glade Hill in Grapevine, TX. As a property owner, real estate agent, and a concerned member of this
community, I firmly believe that this zoning change poses significant risks and will have detrimental effects
on the quality of life in our neighborhood.
Glade Hill has tong been cherished as a peaceful and family-oriented residential area, characterized by its
serene environment, well-maintained properties, and close-knit community. The proposed zoning change
threatens to disrupt this harmony by introducing incompatible land uses that could result in increased
noise levels, traffic congestion, and a loss of privacy for residents. Moreover, the introduction of
commercial or city structures in close proximity to our neighborhood could significantly impact its
aesthetic appeal and diminish property values.
Additionally, the proposed zoning change fails to consider the potential strain on existing infrastructure
and services. Our neighborhood infrastructure, including roads, utilities, and schools, is already optimized
to accommodate the current residential needs. Introducing additional structures in such close proximity
without adequate infrastructure upgrades could lead to overburdened facilities and a decline in the overall
livability of the area.
It is crucial to prioritize the preservation and protection of established neighborhoods like Glade Hill. While
growth and development are essential for any community, it should not come at the expense of the well-
being and interests of existing residents . We believe that responsible and sustainable development should
be encouraged, but it should be done in a manner that respects the character and integrity of our
neighborhood.
I respectfully request that you reconsider the proposed zoning change and carefully evaluate the potential
consequences it may have on Glade Hill and its residents. It is imperative to engage in open and inclusive
dialogue with the community to ensure that any future developments align with the long-term vision and
values of Grapevine.

• With the leveling of the home pads and roads within the development there will be an impact
on the natural drainage specifically on the south end backing onto the Glade Hill Development.
• There will be an adverse effect on noise levels from HW 360. The current greenbelt environment
acts as a natural buffer in reducing such noise. As the green belt is removed, noise will
significantly increase.
Wildlife
• Wildlife has been observed in the area, and any development will destroy their habitat for owls,
a variety of birds (including hawks, cardinals, finches, Hummingbirds, etc.) foxes, rabbits,
squirrels, coyotes, amongst others. Given the variety of wildlife in situ, what studies have been
conducted by Texas Parks & Wildlife Department (TPWD) Wildlife Habitat Assessment (WHAB)
Program to assist project developers in identifying, evaluating, and addressing potential impacts
to natural resources of the proposed development area?
• Local wildlife has already been significantly impacted by the development of The Preserve and
The Marlowe apartment complexes on the SH 360 FR NB with some wildlife having to migrate to
the proposed development area. They will be forced along with the incumbent wildlife to
relocate, which given that the existing habitat is bounded on all sides by housing developments,
offices, and significant roads, endangers the wildlife migration.
• Any planned development of the property should consider the continuing impact on the local
wildlife habitat.
Financial
• Current properties that back onto the proposed development paid a pad premium for backing
onto greenbelt. The baseline property tax calculated and subsequent yearly increases will be
based on a false baseline as the property pads will be less valuable. As such, property tax for the
land must be reduced in the event of the development moving forward.
• Overall property values will decrease with the impacts described above will adversely affect the
property desirability, and therefore the financial value. Again, property tax must be adjusted
downwards to reflect reality.
Development
• Proposed development does not follow existing precedent for a buffer between development.
Precedent was established when Glade Hill was developed following representation from the
Stone Bridge Oaks community for a 70' buffer between the development. The is no 70' buffer
between proposed development and Glade Hill or Stone Bridge Oaks.
• The is only one entrance and exit to the development. If that entrance/exit is blocked, In the
event of an emergency, how will emergency response teams enter the development?
• The lot lines for plots 1, 2, 3, 4, 5, and 6 and extend past the drainage easement into the 100
year fully developed water surface elevation, and the drainage/ water sanctuary sewer &
landscape easement. Plot lines should not extend past the drainage easement.
• Some plots do not meet the code for zero plot size, for example lot 14.
• There are multiple trees that meet the requirements for tree preservation. I do not see how they
would be maintained under the preservation requirements based on the proposed development
plan.

I PROTEST at this time until a detailed plan can be provided showing the intention of the
developers are shown in DETAIL related to the property and especially to the property
borders as follows:
1. A guarantee that the existing HOA property tree line will not be cut down
intentionally or accidently, and a system be put in place to pro-actively ensure any
accidental tree cutting does not occur.
2. The trees on the new development property directly adjacent to the HOA tree line
will remain with a respectable degree to be discussed/agree with the two HOAs to
preserve privacy, noise control, appearance and property values of all
communities.
3. That the developer is also aggregable to working with the 2 existing communities
regarding both the preservation of any negative impact to the trees, as well for
the mutual privacy, including construction of any privacy walls.
One of the reasons I purchased in the COG was due to the abundance and beauty of
trees in Grapevine, and my understanding that the COG has a "tree preservation policy,,
which I understand is still in effect.
Moreover, a major reason I purchased my specific lot of property was because of the
trees behind my unit. And it was with my understanding that the 360 facing property was
zoned COMMERICIAL so that any eventual build on the 360 facing property would limit
activity, noise privacy concerns during evenings and weekends. The re-zoning would
change this.

Subject: Opposition to the rezoning of land and plans for Oak Hill community
Dear Members of the Grapevine Texas City Council,
I am writing to express my strong opposition to the proposed rezoning of land and the development
plans for the Oak Hill community. As a concerned resident of this beautiful city, I believe it is essential to
consider the long-term impact such a decision may have on our community and its residents.
First and foremost, one of the major reasons for our opposition is the detrimental effect this
development will have on property values. Many residents, including myself, have invested in properties
that back up to the proposed Oak Hill community, specifically for the purpose of having greenspace and
obstructing the view of Highway 360. We all paid a premium, upwards of $35,000 for the lots that back
up to the greenspace. The removal of this greenspace will undoubtedly lead to a significant reduction in
property values for these homes and, consequently, affect the entire community and neighboring areas.
This potential decline in property values is a significant concern for homeowners who have worked hard
to establish their residences and create a peaceful living environment.
Furthermore, there are serious concerns regarding proper drainage in the Oak Hill area, particularly since
it backs up to the creek. The potential impact on drainage systems needs to be thoroughly assessed to
prevent any future flooding or water-related issues that could affect both existing and new properties.
This was proven to be an issue in the past and this cannot be overlooked in this decision on whether this
land is suitable for development and that it will not disrupt or harm the existing homes nearby.
Another critical aspect to consider is the preservation of wildlife and natural habitats. The proposed
development will displace various wildlife species currently residing in the woods, forcing them into the
surrounding community. This disruption not only threatens the natural balance of the ecosystem but
also raises concerns about the potential conflict between residents and wildlife. It is our duty to protect
these habitats and the diverse wildlife that calls them home.
Additionally, the construction process itself will bring considerable noise and disturbance to the area for
several years, while ruining the value of our neighborhood. The destruction of large trees, which provide
valuable noise protection, shade, and aesthetic value to Glade Hill and Stone Bridge Oaks, will be a
significant loss to our community. These trees have long been cherished by residents and serve as a
crucial element in maintaining a peaceful and harmonious living environment. It is essential to consider
the long-term consequences of removing such vital features that contribute to the quality of life for
residents and what make living in Grapevine appealing.

Furthermore, it is important for the City of Grapevine to uphold its tree preservation standards. The
current plan for the Oak Hill community, as it is written, shows every square inch being developed with
zero lot lines. This approach disregards the aesthetic value of the area and fails to consider the
importance of preserving existing trees and green spaces. It is cruci al to maintain the cb aracter and
charm that drew residents to this community in the first place.
It is also important to note that we, as residents, have not been given adequate time or information
regarding the plans for the Oak Hill community. The lack of transparency and opportunity for meaningful
community engagement is deeply concerning. Decisions of this magnitude should be made with the
input and collaboration of the affected residents. We were given less than one week's notice on this
action, and were not told that not only would the council rule on the rezoning, but also on approving the
plans themselves. This information was found out by asking questions, but not clearly stated to all
residents and those affected. We urge the Grapevine Texas City Council to provide ample time for public
consultation and ensure that residents are well-informed about the proposed development.
In light of the aforementioned concerns, I kindly urge the Grapevine Texas City Council to reconsider the
rezoning of land and the plans for the Oak Hill community. We must prioritize the preservation of
property values, the protection of natural habitats, the adherence to tree preservation standards, and
the overall aesthetic appeal of our community. I respectfully request that you take into account the valid
concerns raised by residents and taxpayers by exploring alternative solutions that would ensure
sustainable and responsible development while preserving the unique characteristics that make
Grapevine such a wonderful place to live.

Drainage. I am concerned about disrupting the drainage of the property. There is a
creek at the south end of the property that must be managed/ directed somewhere.
During a strong storm, water flows down the property lines at the north end behind
Stone Bridge Oaks, Block 3, Lots 31 and 32 and continuing to a large drainage pipe
between Stone Bridge Oaks, Block 3, Lots 32 and 33. We are unsure who is
responsible for maintaining the drainage pipe between Lots 32 and 33. For this reason, I
believe it is critical that there be maintained significant area at the north end of the
property in question that is not of impervious material to allow water to flow and soak in
to the land, such as a cul-de-sac with large lots or a large buffer area at the edge of a
commercial development. A drainage engineering study should be mandated to
determine how best to manage the creek and how best to direct and connect storm
drainage with the existing pipe system between Stone Bridge Oaks, Block 3, Lots 32
and 33.
Trees. I am concerned about the removal and destruction of the many beautiful trees on
the property in question. Trees should be preserved wherever possible according to the
City of Grapevine tree preservation ordinances, especially at the edges of the proposed
development to, provide visual buffer between existing neighborhoods and the new
proposed development. The City of Grapevine should consider the strength of the
developer's funding commitments including ability to obtain contingency funding if
development exceeds budgets as we do not want the trees destroyed and the the land
left open and idle because the developer ran out of money and cannot complete the
building project. Part of what makes Northeast Tarrant County special are the natural
wooded areas and we must work to maintain the native trees and make sure the
development is completed, including landscaping, in a timely manner, to minimize visual
scars to our urban forests.
Noise. I am concerned about construction and highway noise and request that the City
of Grapevine require provisions that will reduce the noise pollution for existing
neighborhoods during the construction process. Further, the continued growth of DFW
has an increasing number of cars on Highway 360 that cause an increasing amount of
noise around the clock. The increasing highway noise will have a detrimental effect on
the residents of the proposed Oak Hill development and a detrimental effect on the
existing neighborhoods of Stone Bridge Oaks and Glade Hill. Certain property owners
have successfully obtained property value appraisal reductions due to excessive
highway noise. I request the City of Grapevine mandate extra steps be evaluated to
minimize the impact of highway noise on residents. Noise that seems acceptable during
the daytime is much more noticeable at night and detrimental to the health and welfare
of the residents due to its negative impact on sleep. For certain property owners, even
daytime noise now makes it difficult to enjoy being outside. Further, to minimize noise of
traffic entering and exiting the proposed Oak Hill development, the entrance from
Highway 360 should be at the south east side of the property to provide a buffer
between existing neighborhoods and the proposed new road connecting to the highway
access road.
Physical Buffer Area. The subject property is very close to certain properties in
existing neighborhoods. We understand that when Glade Hill was platted, the City of
Grapevine mandated a 70 foot buffer between existing properties in Stone Bridge Oaks,
Block 3, Lots 15-20 and the new Glade Hill development. We request that a similar
minimum 70 foot buffer be mandated between existing properties and new properties
and that trees be preserved in the buffer area between properties. An adequate buffer
will preserve quality of life and value of property for existing property owners bordering
the new proposed development and enhance the same for owners of new properties in
the proposed Oak Hill development.

My concerns are as follows:
1. The plot of land in question is forested and provides a sound barrier between 360 and the
access road and our neighborhood. Has any type of wall/sound abatement structure been
proposed to reduce the noise once the land is cleared? Can a green buffer area be extended to
SO feet to help protect our existing homes. Lack of a good buffer will impact our community and
quality of life, and could well affect property values.
2. When Glade Hill was built there were drainage issues that arose between Stone Bridge Oaks and
Glade Hills. Has a drainage plan been reviewed and approved by the City? What remedies are
available to us if problems do arise?
3. There are many old growth trees in the Oak Hill plot. Will these be protected? Will new trees be
planted to replace those that are removed? When Glade Hills was built, an agreement was
reached that designated protected trees along the buffer zone. Sadly, a number of these older
trees were cut down in error by the builder. These were replaced eventually, but with new
growth. What safeguards will be in place to ensure that any protected trees will be preserved?

I wish to address the joint meeting of Grapevine City Council and Planning and Zoning Commission
Concerns expressed by our homeowner members:
Insufficient and inadequate notice received as to the zoning change and plat
Although compliance with notice regulations may have been met, t he zoning application was
filed on Januar; 3, 2023, and no information was provided to SBOOA members until July 10,
2023.
No information or communication regarding the property has been provided by the deveioper.
The public notice of zoning change is not dated for mailing so how is compliance verified?
How has planning staff confirmed that all property owners within 200' of the subject property have been
notified? Some residents on the west side of Taylor Lane have not been notified, however they may be
within the 200' limit.
There has been no notification of plat approval. Application for plat approval were not received by the
city until July 12, 2023, and not made available to the public until Ju!y 15.
Overall, while the letter of public notice regulations and requirements may have been met, certainly the
spirit of such notifications and information communication to interested parties has not.
The trees on the property provide a noise and nuisance for traffic on Highway 360. This will be lost
should the development proceed.
Has the Planning department obtained any survey of the property to determine the number and location
of protected trees?
Has the City Council required a Tree Preservation Permit?
Is a drainage plan on file and available?
If the property is leveled for building, whether increasing or decreasing height, what are the remedies if
any for adverse drainage effects on Stone Bridge Oaks property.
There is a water/ creek feature on the south end of the property? What is the status? Will it be an open
drain?

The plat and plan does not appear to comply with the zoning requirements R-5.0", Zero-Lot-Line, in that
fully one third of the lots, (7 of 21), indicate front width of less than 50'.
We respectfully request that all decisions regarding this property are tabled at this time, all homeowner
questions are answered, and more detailed and comprehensive information provided by the City and the
developer.

Hi Carol and Garry, I am assuming this development request will go through, so here are some comments to
possibly mitigate it.
My main concern is that the plat is incomplete according to CoG Standards of Design, so how can the P&Z
accept it? There are no drainage, street arrangement, utility, home or lot line dimensions shown. We can't
see the circulation of traffic through the subdivision, nor how it will affect SBO or Glade Hilts.
I urge )IOU to put off the public hearing meeting for the proposed rezoning. If that is not possible, please
disapprove this incomplete request.
I protest this development as shown on the Notice plat. Wildlife habitat will be destroyed, as 'Aell as many old-
growth trees at least twenty inches in diameter. Any planned development of the property should consider the
continuing impact to local wildlife habitat. This habitat and should be investigated for endangered species by
the appropriate agency prior to approving development.
Also, there is a water source natural spring at the south end bordering S80 lots 20,21, 22 and Glade Hills lots
1A1, 2A1, 3A1, 4A1, etc. that would be wiped out without protection of a green barrier. This was an issue in
November 20, 2012 w,en Contrast Development requested to build a subdivision behind some of our homes
on Taylor Lane. The full City Council approved the request ONLY if the green barrier 'M3S approved on Tract
1A1, designated on the plat as 'Common Area'. I hope you will consider the same type of greenbelt again.
If this request should be approved, I ask far a 50' buffer zone bordering all S8O properties affected by this
development, given the prior approval of one in 2012.

I am sorry t am not available to be present at the P&Z and Cfty council meeting this evening, but I would
like this letter presented to both P&z and Oty Council members as part of their consideration of the
above mentioned zonf ng case. I represent the ownership of the vacant lots at Stone Bridge Oaks, as
Ufestyle Grapevine 360 LP.
Yesterday evening, Monday, November 19th
, the Stone Bridge Oaks HOA and Lifestyle Grapevine 360 .LP
(Developer for SBO's), had a meeting with the development team requesting a zoning change on the
commercial property at the NW Corner of Glade Road and Hwy 360. Although they did meet with us,
this meeting was done at the final hour, giving us no opportunity to provide any input into the design of
the site plan. To put it mildly, everyone was very unhappy wlth the layout that was presented by the
development team. Although we had written letters in favor of the proposed multi-family project that
was presented to us in the recent past, we cannot support this project for the following reasons:
1. There Is an area on their plan which borders our property, and it Is a natural drainage area with
many beautiful mature trees. This area has been made Into a huge residential lot, which makes
no sense at all, and negatfvely Impacts our lots that back onto this area.
2. There is no significant open space provided in the entire layout. I have not seen a subdivision
with less creativity or less concern with the natural terrain and existing mature trees. There are
manv specimen trees on this site, and it appears that there has been no attempt whatsoever to
save any tree to add to the overall beauty of this development. Compare this to our SBO's
community, in which literally 100's of trees were saved. It is obvious that the developer took a
SO>el20 lot stamp and went around this site to see Just how to maximize the number of lots, and

Flows on the west side of the property flows to the site. The grading needs to be revised to
accept the flows. When full engineering is submitted details of the retaining wall to show how
drainage from off site is directed through the wall and down the property lines.
Open Channels are required to have a 15’ access road on each side for City Maintenance
purposes. Appendix E Article 1,3.1.
The Drainage area map does not match the grading plan.
The inlets shown at Lot 1 is in the middle of a reversing curve. This will now work when details
are provided later.
The roadway is crowned so inlets will be needed on both sides of the street.
The plan is not clear where the inlet at lots 17‐18 is going or where this will discharge.
In final engineering plans details of the velocities and erosion protection for the channel may be
needed.
Water ‐
The 12” water line needs to be in an easement on site and not in TXXDOT right of way. It should
connect to the waterline stubbed at Lot 9‐10 of Glade fill before reaching TXDOT tight of way.
10’ separation between water and sewer line is required.
With the current layout there are too many fittings on the 12” line to act as our transmission. A
separate 6” loop through the neighborhood and 12” adjacent to the SH360 frontage road. Is
required.
Show the 12” Water line crossing SH360 on the plan. The City may wish to enter a developer’s
agreement and pay for a 12” line to connect along the frontage of SH360 to this crossing.
Verify fire hydrant locations with fire marshal. The mid‐block appears to be at the high point
was this to act as the air vac?
Water line will not be permitted to cross the sanitary sewer 2 times to be placed in TXDOT
row. Revise alignment to the west and provide necessary easement.
Sanitary sewer ‐
The current layout has the sanitary line turning more than 90 degrees in the manhole. At the
time of final design, a larger manhole may be required.

PROPERTY LOCATION AND SIZE:
The subject property is located at 4700 State
Highway 360 and proposed to be platted as Block 1,
Lots 1-21, Oak Hill. The site contains approximately
5.750 acres and has approximately 861.56 feet of
frontage along State Highway 360.
REQUESTED ZONE CHANGE AND COMMENTS:
The applicant is requesting to rezone 5.750 acres from “PCD”, Planned Commerce
Development District to “R-5.0”, Zero-Lot-Line District for the development of 21 single-
family detached residential lots.
On July 18, 2023, City Council tabled zoning application Z23-01 to the August 15, 2023
meeting to allow the applicant additional time to meet with neighboring property owners
to discuss the applicant’s intent.
It is the applicants’ intent to develop the subject 5.750-acre site into a residential
subdivision with a new public right-of-way providing access from State Highway 360. The
subject site is at the west side of State Highway 360, approximately 1,018 feet north of
Glade Road and the city limits line adjacent to the City of Euless. The applicants’ concept
plan and zoning exhibit illustrates the viability of a single-family residential subdivision
relative to building coverage and placement, impervious lot coverage and off-street
parking requirements on the subject site.

PRESENT ZONING AND USE:
The property is currently zoned “PCD”, Planned Commerce Development District and is
undeveloped.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject property and surrounding properties were zoned “I-1”, Light Industrial District
prior to the City’s 1984 City-wide Rezoning.
On September 17, 2006, City Council approved zone change request Z2002-06
was for the property to the north and west from the “PCD”, Planned Commerce
Development District to “R-MF-1”, Multifamily District for a 124-unit condominium
project that was deed-restricted to no more than six units per acre. The project did
not move forward. The property’s zoning was subsequently changed through
multiple zone change and planned development overlay requests for a townhome
development in 2006 to a “R-5.0,” Zero-Lot-Line District for 66 single-family
detached lots in 2010 with zone change request Z2010-02 and planned
development overlay request PD2010-04; developed as Stone Bridge Oaks.
On November 20, 2012, City Council approved zone change request Z2012-13 for
the property to the south from “PCD”, Planned Commerce Development District to
“R-5.0,” Zero-Lot-Line District to develop 69 single-family detached residential lots.
On July 18, 2023, City Council tabled zone change request Z2023-01 to the August
15, 2023 meeting.

property, street size and adequacy of width for traffic reasonably expected to be
generated by the proposed use around the site and in the immediate neighborhood,
adequacy of parking as determined by requirements of this ordinance for off-street
parking facilities, location of ingress and egress points for parking and off-street locating
spaces, and protection of public health by surfacing on all parking areas to control dust,
effect on the promotion of health and the general welfare, effect on light and air, the effect
on the transportation, water sewerage, schools, parks and other facilities; and
WHEREAS, the City Council of the City of Grapevine, Texas at a public hearing
called by the City Council of the City of Grapevine, Texas did consider the following
factors in making a determination as to whether this requested change should be granted
or denied; effect on the congestion of the streets, the fire hazards, panics and other
dangers possibly present in the securing of safety from same, the effect on the promotion
of health and the general welfare, the effect on adequate light and air, the effect on the
overcrowding of the land, the effect on the concentration of population, the effect on the
transportation, water, sewerage, schools, parks and other public facilities; and
WHEREAS, the City Council further considered among other things the character
of the district and its peculiar suitability for particular uses and with the view to conserve
the value of buildings, encourage the most appropriate use of land throughout this city;
and
WHEREAS, the City Council of the City of Grapevine, Texas does find that there
is a public necessity for the zoning change, that the public demands it, that the public
interest clearly requires the amendment, that the zoning changes do not unreasonably
invade the rights of those who bought or improved property with reference to the
classification which existed at the time their original investment was made; and does find
that the change in zoning lessens the congestion in the streets, helps secure safety from
fire, panic and other dangers; promotes health and the general welfare; provides
adequate light and air; prevents the overcrowding of land; avoids undue concentration of
population; facilitates the adequate provisions of transportation, water, sewerage,
schools, parks and other public requirements; and
WHEREAS, the City Council of the City of Grapevine, Texas has determined that
there is a necessity and need for this change in zoning and has also found and determined
that there has been a change in the conditions of the property surrounding and in close
proximity to the property requested for a change since this property was originally
classified; and, therefore, feels that a change in zoning classification for the particular
piece of property is needed, is called for, and is in the best interest of the public at large,
the citizens of the City of Grapevine, Texas and helps promote the general health, safety,
and welfare of this community.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY

above described shall be subject to all the applicable regulations contained in said City
of Grapevine zoning ordinances and all other applicable and pertinent ordinances of the
City of Grapevine, Texas.
Section 4. That the zoning regulations and districts as herein established have
been made in accordance with the comprehensive plan for the purpose of promoting
health, safety, morals and the general welfare of the community. They have been
designed with respect to both present conditions and the conditions reasonably
anticipated to exist in the foreseeable future, to lessen congestion in the streets; to secure
safety from fire, panic, flood and other dangers; provide adequate light and air; to prevent
overcrowding of land, to avoid undue concentration of population; facilitate the adequate
provisions of transportation, water, sewerage, drainage and surface water, parks and
other public requirements, and to make adequate provisions for the normal business,
commercial needs and development of the community. They have been made with
reasonable consideration, among other things, of the character of the district, and its
peculiar suitability for the particular uses and with a view of conserving the value of
buildings and encouraging the most appropriate use of land throughout the community.
Section 5. This ordinance shall be cumulative of all other ordinances of the City
of Grapevine, Texas affecting zoning and shall not repeal any of the provisions of said
ordinances except in those instances where provisions of those ordinances are in direct
conflict with the provisions of this ordinance.
Section 6. That the terms and provisions of this ordinance shall be deemed to
be severable and that if the validity of the zoning affecting any portion of the tract or tracts
of land described herein shall be declared to be invalid, the same shall not affect the
validity of the zoning of the balance of the tract or tracts of land described herein.
Section 7. Any person violating any of the provisions of this ordinance shall be
deemed guilty of a misdemeanor and upon conviction thereof shall be fined in a sum not
to exceed two thousand dollars ($2,000.00) and a separate offense shall be deemed
committed upon each day during or on which a violation occurs or continues.
Section 8. The fact that the present ordinances and regulations of the City of
Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peace
and general welfare of the inhabitants of the City of Grapevine, Texas, creates an
emergency for the immediate preservation of the public business, property, health, safety
and general welfare of the public which requires that this ordinance shall become effective
from and after the date of its final passage, and it is accordingly so ordained.
