HomeMy WebLinkAboutItem 36 - Sanitary Sewer RepairsMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: SEPTEMBER 5, 2023 SUBJECT: EMERGENCY REPAIRS TO AERIAL SANITARY SEWER AND APPROPRIATION ORDINANCE RECOMMENDATION: City Council to consider approving the contract for emergency sanitary sewer aerial crossing repairs with Wright Construction Company and approval of an ordinance appropriating funds. FUNDING SOURCE: Upon approval of the attached ordinance, funds will be available in the Utility Enterprise Fund in the estimated amount of $227,000. BACKGROUND: At the end of July 2023, a leak was discovered on a 15" cast iron aerial sanitary sewer crossing near Horseshoe Trails. This occurred when the creek eroded around the creek bank at sewer crossing and broke the pipe. The City's utility crews made a temporary repair in anticipation of this aerial crossing replacement. There are currently two parallel 15" aerial crossings at this location, as stated, one has already broken and the other is in a similar condition for failure. We are proposing replacing both 15" cast iron crossings with a new single 21" PVC crossing within a 30" casing pipe with related appurtenances needed for the construction. Staff has been working with Wright Construction to scope and budget an emergency replacement of this sewer aerial crossing. Wright Construction has just completed three other aerial crossing repairs earlier this year with excellent results. This new crossing will be similar in scope to the others. Wright Construction has submitted a proposal based on time and materials in the amount of $203,796.33 for repairs to the sewer crossing. Staff has also included $22,417.59 or 11 % in construction related costs (5% construction contingency, 4% inspection and 2% materials testing). This brings the total construction phase appropriation to $226,213.92 (rounded to $227,000). Staff recommends approval. ORDINANCE NO. 2023-053 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE APPROPRIATION OF THE ESTIMATED AMOUNT OF $227,000 IN THE UTILITY ENTERPRISE CAPITAL FUND; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City Council of the City of Grapevine desires to construct the Horseshoe Trail aeriiall sanitary sewer repair-1 and WHEREAS, funding is available in the Utility Enterprise Capital Fund; and WHEREAS, all constitutional and statutory prerequisites for the approval of this ordinance have been met, including but not limited to the Open Meetings Act and Chapter 211 of the Local Government Code; and WHEREAS, the City Council deems the adoption of this ordinance to be in the best interests of the health, safety, and welfare of the public. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council hereby authorizes an estimated amount of $227,000 to be appropriated from the Utility Enterprise Capital Fund for the construction of the Horseshoe Trail aeriiall sanitary sewer repair. Section 3. That a copy of the revised FY 2022-2023 Annual Budget document shall be kept on file in the office of the City Secretary. Section 4. That the terms and provisions of this ordinance shall be deemed to be severable, and that if the validity of any section, subsection, word, sentence or phrase shall be held to be invalid, it shall not affect the remaining part of this ordinance. Section 5. That the fact that the present ordinances and regulations of the City of Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the inhabitants of the City of Grapevine, Texas, creates an emergency for the immediate preservation of the public business, property, health, safety and general welfare of the public which requires that this ordinance shall become effective from and after the date of its final passage, and it is accordingly so ordained.
