PROPERTY LOCATION AND SIZE:
The subject property is addressed as 2601 William
D. Tate Avenue and platted as Lot 1, Block 1, Frank
Parra Autoplex Addition. The addition contains
15.345 acres. The property has approximately 691
feet of frontage along William D. Tate Avenue, 1,111
feet of frontage along Prospect Parkway and 325
feet of frontage along Stone Myers Parkway.
REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to amend the previously approved site
plan of CU03-09 (Ord. 2003-26) for an automotive dealership with sales and service of new
and used vehicles, specifically to add an additional pole sign.
Conditional Use Request CU03-09 was approved at the April 15, 2003 meeting and
allowed for the modification of signage to the site. Located at the intersection of Prospect
Parkway and the William D. Tate Avenue frontage road is the approved Grapevine Dodge
dealership's 40 -foot pole sign. With this request the applicant proposes to add a 20 -foot
high, 54 -square foot pole sign along William D. Tate Avenue, approximately 240 feet south
of the existing sign, for increased visibility of the Service King Collision Repair which is
located within the Grapevine Dodge facility.

PRESENT ZONING AND USE:
The property is currently zoned "PID", Planned Industrial Development District and is
developed as an automotive dealership. An accessory use to the automobile dealership is
an existing Service King Collision Repair.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject property and the property to the south were rezoned from the "R-1 ", Single
Family District to "PID", Planned Industrial Development District during the 1984 City
Rezoning. The property to the north was rezoned from 1-1", Light Industrial District to
"PID", Planned Industrial Development District in 1984. Zone Change Z86-15 rezoned the
northern portion of the site from "PID", Planned Industrial Development District to "CC",
Community Commercial District. The property to the east was rezoned from "I.D.A.",
Industrial District Authority to "R-20", Single Family District after the 1984 Rezoning. The
property to the west was rezoned from "R-1 ", Single Family District and "C-2", Community
Business District to "R-20", Single Family District and "CC" Community Commercial District
in the 1984 Rezoning. The site was again rezoned in January 2000 (Case No. Z99-10,
Ord. No. 2000-03) changing the zoning to "CC", Community Commercial District. Zoning
Case Z98-19 (Ord. No. 98-100) was approved in August 1998, changing the zoning of the
northern portion of the site to "PID", Planned Industrial Development. Conditional Use
CU99-78 (Ord. No. 2000-68), for an 11 -acre automobile dealership was approved for the
northern portion of the site in July 2000. Conditional Use Request CU01-13 was approved
by Council at their April 17, 2001 meeting and allowed for an expansion for a second
automotive dealership (Mitsubishi) at the existing Grapevine Dodge dealership.
Conditional Use Request CU03-09 (Ord. No. 2003-26) was approved by Council at their
April 15, 2003 meeting and allowed for the modification of the site signage from a 20 -foot
pole sign to a 40 -foot pole sign.
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: "CC", Community Commercial District — Hummer automotive

SOUTH: "PID", Planned Industrial Development District - vacant
EAST: "CC", Community Commercial District — nonconforming residence
WEST: "R-20", Single Family District — residential homes and

AIRPORT IMPACT:
The subject tract is located within "Zone A" Zone of Minimal Effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" Map. Few activities

will be affected by aircraft sounds in "Zone A" except for sound sensitive activities such as
auditoriums, churches, schools, hospitals, and theaters. The applicant's proposal is an
appropriate use in this noise zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as Commercial. The applicant's proposal
is in compliance with the Master Plan.
THOROUGHFARE PLAN APPLICATION:
The Thoroughfare Plan designates Stone Myers Parkway as a Type E Collector with a
minimum 75 -foot right-of-way developed as 4 lanes.

This letter is to verify that your request for a conditional use permit to amend the previously
approved site plan of CU03-09 (Ord. 03-26) for an automotive dealership with sales and service of
new and used vehicles, specifically to add an additional pole sign on property located at 2601
William D Tate Avenue and platted as Lot 1, Block 1, Frank Parra Autoplex Addition was approved
by the City Council on February 20, 2007. A copy of Ordinance 2007-05 and a copy of the
approved site plan are enclosed.
On February 20, 2007, the Planning and Zoning Commission recommended the City Council
approve the request.
Any changes to a site plan approved with a conditional use or a special use (no matter how
minor or major) can only be approved by city council through the public hearing process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on
which the City Council grants the Conditional Use, unless within such one (1) year period: (1) a
Building Permit is obtained and the erection or alteration of a structure is started, or (2) an
Occupancy Permit is obtained and a use commenced.
