The subject property was rezoned (Z96-08) in June 1996 to "CC" Community Commercial District for a retail shopping development that never occurred. The property to the west currently occupied by the Grapevine Mills Mall and its associated outparcel development was rezoned in 1995 to "CC" Community Commercial District to facilitate the development of the mall. Numerous conditional use requests have been approved at this location since the development of the mall. The property to the immediate north has recently begun development with the opening of an Ashley's Furniture store. At the October 19, 2004 meeting, Council approved a conditional use permit (CU04- 32) for the establishment of a 15 -acre planned commercial center as well as the signage necessary to serve the site. Two retail structures were a part of the request as the first structures to be built on the site. SURROUNDING ZONING AND EXISTING LAND USE: NORTH: "CC" Community Commercial District—Ashley Furniture SOUTH: "CC" Community Commercial District—State Highway 121, Fellowship of Las Colinas EAST: "CC" Community Commercial District—vacant WEST: "CC" Community Commercial District—Grapevine Mills Mall, Rooms To Go, Chuck -E -Cheese, Michael's The subject tract is located within "Zone B" Middle Zone of Effect as defined on the "Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" map. Single family residential and sound sensitive uses such as schools and churches should avoid this zone. The applicant's proposal is an appropriate use in this noise zone. 0:\ZCU\CU05-05.4 & SU05-01.4 2 February 7, 2005 (1:53PM) MASTER PLAN APPLICATION: The Master Plan designates the subject property as Commercial land use. The applicant's proposal is in compliance with the Master Plan. THOROUGHFARE PLAN APPLICATION: The Thoroughfare Plan designates Grapevine Mills Parkway as a Type E, Collector with a minimum 75 -foot right-of-way developed as four lanes. hs OAZWCU05-05.4 & SU05-01.4 3 February 7, 2005 (1:53PM) TO: SITE PLAN REVIEW COMMITTEE MEMBERS FROM: RON STOMBAUGH, PLANNER II SUBJECT: CONDITIONAL USE REQUEST CU05-05; LOT 1 R, BLOCK A, GRAPEVINE VINEYARD ADDITION RECOMMENDATION Staff recommends the Site Plan Review Committee consider the building elevations relative to Conditional Use Request CU05-05 and take any other action necessary. The applicant intends to develop within the Lone Star Crossing planned commercial center a 30,805 square foot Midnight Rodeo/Hondo's Grill that will function as a restaurant and dance club that will seat at full capacity 949 patrons -219 customers can be seated in the Hondo's Grill restaurant and 730 in the Midnight Rodeo dance club. The applicant is also requesting the use of six pool tables. An additional 6,900 square foot speculative retail structure is proposed along side Midnight Rodeo to the south. The request was approved by Council with the stipulation that the southern and eastern elevations be considered and approved by the Site Plan Review Committee. The applicant has redesigned the elevations and are attached for consideration. /rs O:\ZCU\C U05-05.4sprc March 21, 2005 Jeff Lewis 310 South Park Blvd. #200 Grapevine, TX 76051 Re: Grapevine File1 # 'M Ij"6ht fide bindo's` £ Dear Mr. Lewis: This letter is to verify that your request for a conditional use permit located at 2900 Grapevine Mills Parkway and platted as Lot IR, Block A, Grapevine Vineyard Addition, to amend the previously approved site plan of CU04-32 (Ord. 04-66) for a planned commercial center specifically to allow the possession, storage, retail sale and on -premise consumption of alcoholic beverages (beer, wine, and mixed beverages) in conjunction with a restaurant/dance club, was approved by the City Council and Planning and Zoning Commission on February 15, 2005 with the stipulation that additional elevations would be reviewed by the Site Plan Review Committee. The menu consists of steaks, seafood, hamburgers, chicken sandwiches, wraps and salads. With a market of the 25 -55 -age bracket, white-collar employees, and business owners, we will focus on the employees in the Grapevine area. The dinner and a show concept will feature live country & western acts with a buffet. We also focus on the lunch market, which at this location should be very successful. The dinner menu will run from 5pm to l Opm and will feature a 5 star menu in a casual setting. The racetrack dance floor will be perfect for two-step and line dance lessons with a buffet dinner. The Country & Western market is a very loyal and family oriented clientele. They enjoy putting on their jeans and boots and visiting a clean, fun environment.
