SUBJECT: PURCHASE OF RYEGRASS FOR THE PARKS AND RECREATION
DEPARTMENT
RECOMMENDATION: City Council to consider approval for the purchase of ryegrass from
Harrell's, LLC for the Parks and Recreation Department.
FUNDING SOURCE: Funds are available in the Capital Replacement/Maintenance Fund in the
amount not to exceed $17,325.
BACKGROUND: This is for the purchase of a perennial ryegrass blend to be applied to the
Oak Grove athletic fields for the winter months. This ryegrass blend
facilitates a playable turf surface while protecting the dormant Bermuda
grass root system. Hosting two major soccer tournaments, Grapevine
Parks and Recreation plays a pivotal role in attracting visitors and
generating revenue for the city through field usage and concessions. This
purchase is important to ensuring the continued provision of high -quality
playing fields, ultimately enhancing our community's sporting experience.
Purchases will be made in accordance with an existing interlocal
agreement with The Local Government Purchasing Cooperative (Buy
Board) as allowed by Texas Local Government Code, Chapter 271 and
Texas Government Code, Chapter 791.
Bids were taken by the Cooperative and a contract was awarded to
Harrell's, LLC. The Parks and Recreation and Purchasing staff reviewed
the contract for departmental specification compliance and pricing and
determined that the contract would provide the best service and pricing for
meeting the needs of the City.
