HomeMy WebLinkAboutItem 25 - CDBG ProjectMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: SEPTEMBER 19, 2023 SUBJECT: ENGINEERING SERVICES CONTRACT 49TH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT AND APPROPRIATION ORDINANCE RECOMMENDATION: City Council to consider approval of an engineering design contract with Kimley-Horn for the 49th year CDBG and an ordinance appropriating the funds. FUNDING SOURCE: Upon approval of the attached ordinance, funds will be available in the Capital Project Street and Utility Enterprise Funds in the estimated amount of $214,500. BACKGROUND: The scope of the project is the reconstruction of approximately 870 linear feet of a 30' wide asphalt pavement residential roadway along Forest and Lipscomb Streets connecting to Lucas Drive. This project will include curb and gutters, sidewalk, barrier -free ramps, and drive approaches. In addition, a storm drain system will be installed and the existing sanitary sewer will be upgraded as needed. The roadway reconstruction project is located in the Original Town of Grapevine, CDBG Target Area designated as census tract 1137.03 Block Group 4, in the Housing and Urban Development (HUD) Low/Moderate Income Survey Data (LMISD). These improvements will contribute to the upgrade of the areas by providing an improved travel surface for motorists and pedestrians in the neighborhood. The construction cost estimate for this project, including engineering, is $1,322,500 of which approximately $175,000 is expected to be provided by Tarrant County. The City's match is expected to be $1,147,500. Engineering costs estimated to be $214,500 are paid for by the City. The grant will pay towards construction of the project. The application process requires that the following statement be included in the memo: "The City shall be responsible for all costs of the 49th Year CDBG project that exceeds the amount of the grant fund." Staff recommends approval ORDINANCE NO. 2023-055 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE APPROPRIATION OF $214,500 IN THE CAPITAL PROJECT STREET AND UTILITY ENTERPRISE CAPITAL FUNDS; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City Council of the City of Grapevine desires to join in with Tarrant County on the Community Development Block Grant 49th Year improvements project; and WHEREAS, the City is contracting with Kimley-Horn for the engineering plans for this project; and WHEREAS, funding is available in the Capital Project Street and Utility Enterprise Capital Funds; and WHEREAS, all constitutional and statutory prerequisites for the approval of this ordinance have been met, including but not limited to the Open Meetings Act and Chapter 211 of the Local Government Code; and WHEREAS, the City Council deems the adoption of this ordinance to be in the best interests of the health, safety, and welfare of the public. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council hereby authorizes an estimated amount of $214,500 to be appropriate for the engineering plans from the Capital Project Street and Utility Enterprise Capital Funds for the Community Development Block Grant 49th Year improvements project. Section 3. That a copy of the revised FY 2022-2023 annual budget document shall be kept on file in the office of the City Secretary. Section 4. That the terms and provisions of this ordinance shall be deemed to be severable, and that if the validity of any section, subsection, word, sentence or phrase shall be held to be invalid, it shall not affect the remaining part of this ordinance. Section 5. That the fact that the present ordinances and regulations of the City of Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the inhabitants of the City of Grapevine, Texas, creates an emergency for the immediate preservation of the public business, property, health, safety and general welfare of the public which requires that this ordinance shall become effective from and after the date of its final passage, and it is accordingly so ordained.
