Called meeting of the City Council of the City of Grapevine, Texas, August 27, 1924 with the following members present Honorable EE Lowe, Mayor, presiding with all of the Alderman present as follows LD Kirkpatrick, JA Spinks, JW Harrison, Earl Yates, and HC Yancey.
Mr. Barden representing the Texas Power and Light Company met with the Council, also Mr. Burroughs of the Grapevine Ice and Light Company sat with the Council.
The Mayor state the meeting of the Council had been called for the purpose of deciding whether or not the City would grant the Texas Power and Light Co a 50 year franchise covering the present and future corporate limits of the City.
After some discussion and on motion by Alderman Early Yates, seconded by Alderman JA Spinks, the following franchise was granted to the Texas Power and Light Company its successors and assigns by unanimous vote of the Council.
No further business motion carried to adjourn.

Minutes of the Called Meeting of the City Council of The City of Grapevine
Pursuant call of the Mayor, and to written notice given to all members of the City Council and to the City Secretary stating the time, place and purpose of the meeting, a called meeting of the City Council of the City of Grapevine was held in the City Hall of said city on the 27th day of August, 1924.
There were present Mayor EE Lowe, presiding; Alderman LD Kirkpatrick, HC Yancey, JA Spinks, Jim Harrison and Earl Yates, being all the member of the City Council and constituting a quorum.
City Secretary and Alderman HC Yancey acted as Secretary of the meeting.
The Mayor stated that the meeting was called for the purpose of considering the matter of granting a franchise to the Texas Power and Light Company.
Alderman Earl Yates, seconded by Alderman JA Spinks introduced an ordinance entitled "AN ORDINANCE GRANTING TO TEXAS POWER & LIGHT COMPANY, ITS SUCCESSORS AND ASSIGNS, AN ELECTRIC LIGHT, HEAT AND POWER FRANCHISE." Said ordinance was read, and on motion, finally passed and adopted, the alderman voting as follows: Alderman Kirkpatrick, Yancey, Spinks, Harrison and Yates voted aye, the vote being unanimous in favor or said ordinance. Mayor Lowe, thereupon in open meeting, signed and approved said ordinance and it was ordered that the same b recorded and the same is recorded in words and figures as follows, to-wit:
"AN ORDINANCE GRANTING TO TEXAS POWER & LIGHT COMPANY, ITS SUCCESSORS AND ASSIGNS, AN ELECTRIC LIGHT, HEAT, AND POWER FRANCHISE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS:
Section 1: That there is hereby granted to the Texas Power & Light Company, its successors and assigns (herein called the Grantee), the right, privilege and franchise until August27t AD 1974, to construct, maintain and operate, in the present and future streets, alleys and public places of the City of Grapevine and its successors, electric light and power lines, with all necessary or desirable appurtenances (including underground conduits, poles, towers, wires, transmission lines and telegraph and telephone wires for its own use) for the purpose of supplying electricity to the said city, the inhabitants thereof, and persons and corporations beyond the limits , thereof, for light, heat, power and other purposes.
Section 2: Poles or towers shall be so erected as not to unreasonably interfere with traffic over streets and alleys. The location of all poles and towers or conduits shall be fixed under the supervision of the street and alley committee of the City Council or the successors to the duties of that committee, but not so as to unreasonably interfere with the proper operation of said lines.
Section 3; The service furnished hereunder to said City and its inhabitants shall be first class in all respects, considering all circumstances and shall be subject to reasonable rules and regulations as the Grantee may make from time to time. The Grantee may require reasonable security for the payment of its bills.
Section 4: The Grantee shall hold the City harmless from all expense or liability for any act or neglect of the Grantee hereunder.
Section 5: The Grantee shall file its written acceptance of this franchise within 60 days after its passage and approval.
Section 6: This franchise is not exclusive, and nothing herein contained shall be construed so as to prevent and City from granting other like or similar rights and privileges to any other person, firm or corporation.
