MICROLAND AMERICA
1. Please label the sheets in consecutive order, add case numbers CU13-
20/PD13-01 to signature block, along with the following notes to the
master site plan and dimensional control site plan:
a) Conditional use request CU13-20 is a request for a commercial
amusement to establish a museum quality natural exhibit
highlighting miniature railroad and miniature botanicals. Planned
development overlay PD13-01 is request to allow but not be limited
to deviation from the front yard landscape setback area.
b) Mechanical and electrical equipment, including air conditioning
units, shall be designed, installed and operated to minimize noise
impact on surrounding properties. All such equipment shall be
screened from public view.
c) Lighting shall be designed to reflect away from adjacent residential
areas.
d) The masonry requirements of Section 54 shall be met.
e) All on site electrical conductors associated with new construction
shall be located underground.
f) All requirements of the Grapevine Soil Erosion Control Ordinance
shall be met.
g) The sign was included in the determination of the illumination
levels.
2. Please provide a master site plan which shows the general details of
how the site will look upon completion, including outdoor features.
3. Please re -label the Site Plan to the Dimensional Control Site Plan,
please arrange the site data table in a chart form showing the
amount required and provided: height in stories and feet, total
building area, total lot area, floor area ratio, total impervious area
(square foot and percentage), total open space (landscaped area -
square foot and percentage), total building and paved areas,
accessible parking spaces. Also include the percent of the
landscaping within the front yard. Please add the adjacent zoning
as follows: North "GU" Government Use and "R -MF -2" Multi -family
and south and west "R-5.0" Zero Lot Line.
4. A building buffer is required adjacent to the west and south property
lines equal to two (2) times the height of the building or structure.
Please depict the required buffer distance on the dimensional
control site plan and locate the proposed building accordingly.

Dimension the proposed structure to the west east and south
property lines.
5. Please provide a landscape plan meeting the provisions of Section
53 of the Zoning Ordinance. Please provide a chart on the
landscape plan which provides the interior, perimeter and non-
vehicular open space requirements. Please provide a black and
white landscape plan in place of the colored plan on the Mylar.
6. Planter islands must be located no further apart than every twelve
(12) parking spaces and at the terminus of all rows of parking. The
dimensional control site plan and landscape plan do not reflect that
requirement. Please revise accordingly.
7. Please dimension a typical 9' x 18' parking space.
8. If any outside speakers are proposed please designate the type,
location(s), quantity, time of day used and the proposed decibel level.
9. Please note the following Public Works/Engineering comments.
Please direct all questions regarding the following comments to
John Robertson — Engineering Manager or Cristin Turner - Civil
Engineer or Paul Lee — Civil Engineer at 817.410.3136:
• An amended plat will be required for easements and will be required
for the public portion of the water line. Water line is public to the meter
and the Fire vault. No bends on public side of the meter and fire vault
or ten foot (10') down steam of meter.
• Verify the easement to the south for the water connection.
• The water line is shown within the sixty foot (60') Brazos Electric
Easement. Verify that Brazos easement does not prevent the location
of the water line as shown.
• An eight foot (8') trail will be required along Grapevine Mills Circle.
Modify the drive approaches to make ADA grades work for the trail.
• Show additional pedestrian access easements needed for the trail and
sidewalks on amended plat.
• Detail needs to be added to the grading plan. All egress routes need
to be graded to acceptable standards. There are doors on the current
plans that do not meet grade by several feet with no stairs or ramps
shown. It's imperative to show proposed grading at rear of building and
along parking.
• The dumpster is currently shown on a steep grade and within an
easement. Move the dumpster out of utility easement and revise
grading or add retaining walls to make acceptable slopes for trash pick
up are required.
• Grades need to be shown along the drive. Grading can not extend
beyond the property line. Indicate how grading will be accomplished
along the top of the bluff to prevent any negative impact below.
• Indicate on the storm plan how increased runoff from the development
will be handled to have no negative impact on the bluff or downstream

properties (townhomes or Golf Course). Indicate the impact on
downstream drainage systems. Pay attention to the velocity of
concentrated waters and indicate how these have been mitigated to
prevent erosion.
• Water features are shown on the landscape plans. Are these going to
be used as drainage features?
10. Please note the following Fire Department comments. Please direct
all questions regarding the following comments to Randie Frisinger —
Deputy Chief at 817.410.8100:
• The structure shall be sprinkled throughout.
• All exits shall be unobstructed paths and the paths shall be teen feet
(10') wide for fire department access.
11. Please show the location, size and arrangement of all outdoor signs: the
location and intensity of all outdoor lighting and exterior lighting. Provide
the proposed sign elevation including the area and depth of the sign. A
separate sign permit will be required for an on -premise sign. Please
dimension on the dimensional control site plan and landscape plan the
distance (min. ten feet) the sign will be from the front property line.
12. Please show the location and height of fences or screen plantings, and the
type or kind of building materials or plantings to be used for fencing or
screening.
13. For the final architectural elevations please provide the calculation of the
percentage masonry of the entire structure exclusive of the doors and
windows, labeling the type or kind of material used.
14. Please provide an elevation of the dumpster screening device and gate
and type of materials used.
15. Please provide an illumination / photometric plan. Lighting levels at the
west and south property lines may not exceed 0.2 foot candles and at the
north and east property lines the light level may not exceed 3.0 foot
candles.
16. Please provide an elevation of the parking lot lighting fixture. Lighting
fixtures including the base shall be mounted no higher than the highest
point of the primary structure and in no case shall be greater than 30 -feet
in height.
17. If any outdoor speakers or monitors are proposed please provide a
speaker plan indicating the quantity, type, location and sound level.
18. For verification purposes please email a PDF of the final plans by
Wednesday, August 28th to atriplett@grapevinetexas.gov prior to
producing the final copies.
The final copies are due by Thursday, August 29th for the September
17th joint public hearing. Please submit the revised documents to the
Department of Development Services at 200 South Main Street.

The revised submittal shall include:
one (1) mylar (uncolored) of each sheet (minimum size 22" x 34")
one (1) colored version of a rendered landscape plan (absent text) on 11"
x 17" or a digital version of the same
thirty (30) reduced sorted (collated sets) copies at 11" x 17" three hole
punched, stapled and z -folded (fold the right edge to the left edge
and then fold the right edge in half to form a z -fold).
If these revisions are made and submitted at the correct time, you will be
scheduled for the next available agenda.

On Tuesday evening, October 15 2013 at 7:30 P.M. in the City Council Chambers, 2nd
Floor, 200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
CU13-18 — American Express Lounge - submitted by Marcus Schwartz located at 1000
International Parkway, Terminal D, Columns K.514.0. The applicant is requesting a
conditional use permit to allow the possession, storage and retail sales of on -premise
consumption of alcoholic beverages (beer, wine and mixed beverages) in conjunction with
a restaurant. The property is currently zoned "GU" Governmental Use and is owned by
Dallas/Fort Worth International Airport.
CU13-23 Grapevine Hyundai/Subaru — submitted by Pacheco Koch Consulting Engineers
for property located at 440 West State Highway 114 and platted as Lot 1 R2, Block 1 R,
Payton -Wright Addition. The applicant is requesting a conditional use permit to allow
automotive sales and service of new and used vehicles and two 40 -foot pole signs. The
property is currently zoned "HC" Highway Commercial and is owned by Payton Realty
Management.
CU13-20, PD1 3-01 — Microland America - submitted by Betts Hoover for property located
at 2451 West Grapevine Mills Circle as platted as Lot 3, Block 1, Landmark at Grapevine
Addition. The applicant is also requesting a conditional use permit to allow an outdoor
commercial amusement and a planned development overlay to allow but not be limited to
deviation from the front yard landscape setback area. The property is zoned "CC"
Community Commercial and is owned by Roger Davis.
After all parties have been given an opportunity to speak, the public hearing will be closed
and the Commission and the City Council will deliberate the pending matters. Please

AND COMMENTS:
The applicant is requesting a conditional use permit to establish an outdoor commercial
amusement and a planned development overlay to include but not be limited to the
deviation from the front yard landscape setback area for the development of a miniature
railroad and miniature botanicals exhibit.
The applicant intends to develop a miniature railroad exhibit and miniature botanical and
bonsai garden. The development will utilize an approximate 18,226 square foot building
featuring an open air trainscape exhibit, retail store, event room and interactive children
play area. The miniature botanicals will be displayed outdoors incorporating numerous
plants and new hardscape features in addition to utilizing existing vegetation of the subject
site. Total parking provided is 120; 113 are required. Please see the attached letter for a
detailed description of the proposed use.

The planned development overlay is necessary for the applicant to develop the site as
intended relative to the following:
• Area requirements relative to front yard: the ordinance requires a minimum front
yard of not less than twenty-five (25) feet to be utilized as a landscape setback area
with no portion of the area to be paved; the applicant proposes utilizing
approximately fifteen (15) feet of the landscape setback area for paving and vehicle
use areas and if approved would allow a front yard setback of ten (10) feet.
The applicant asserts that the planned development overlay request is necessary due to an
existing sixty (60) foot overhead electrical easement, steep contours on the subject site
and thirteen (13) feet of right-of-way along West Grapevine Mills Circle from the curb to the
property line.
PRESENT ZONING AND USE:
The property is currently zoned "CC" Community Commercial District and is undeveloped.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject property was zoned 1-1" Light Industrial District prior to the 1984 City
Rezoning. In 1984 the City changed the zoning designation for the site to "PID" Planned
Industrial Development. The property was then rezoned in 1985 as a part of the "Terra
Tract" to "R -MF -2" Multi -Family District (Z85-60, Ord. 85-60) however the property was not
developed. In October 1995, the site was part of a zoning request (Case No. Z95-06)
whose purpose was to amend, revise, eliminate or terminate portions of the deed
restrictions and the letter of agreement as adopted in Ordinance No. 85-60, and rezone
portions of the site. At the September 7, 1999 meeting, City Council approved Z99-05
(Ord. 99-124) rezoning the subject site from "R -MF -2" Multi -Family District to "CC"
Community Commercial District.
At the November 16, 2004 meeting, Council approved a rezoning of approximately 8.69
acres of property to the south of the subject site from "CC" Community Commercial District
to "R -MF -1" for a proposed multifamily/condominium project. This same property was later
rezoned at the February 21, 2006 (Z06-02) to "R-TH" Townhouse District for the
development of a 39 unit townhouse development. A planned development overlay (PD06-
01) was also used relative to access to the public right-of-way, minimum lot width and size,
front, rear, and side yard setbacks, maximum building coverage and maximum impervious
area.

AIRPORT IMPACT:
The subject tract is located within "Zone B" Middle Zone of Effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" map. In Zone B,
the following uses may be considered only if sound treatment is included in building design:
multi -family apartments, motels, office buildings, movie theaters, restaurants, and personal
and business services. Single-family residential and sound sensitive uses such as schools
and churches should avoid this zone. The applicant's proposal is an appropriate use in this
noise zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as High Density Residential. The
applicant's proposal is not in compliance with the Master Plan.

OVERVIEW
Microland America seeks the cities approval for a natural landscaped garden railroad exhibit, which
has been created and designed with hand carved boulders of national park features such as Mount
Rushmore and Mesa Verde. The success of this exhibit requires a variance from the prescribed 25'
parking setback.
Microland America is an exciting and innovative entertainment venue designed to bolster and lift the
current businesses of Grapevine while inspiring and capturing family togetherness and community unity.
This entertainment venue will significantly add to the city's tourism venue sales while strengthening the
community bond. This unity will be gained through the celebration of exhibits featuring a miniature
replica of the city of Grapevine in the 1800's along with many of our national parks, sculpted from
natural stone; its breath taking beauty will keep patrons coming back. The main trains will be modeled
after our very own Grapevine Vintage Railway trains. Through masters and experts in the industry, we
will help to further educate visitors on historical and environmental legends as well as engage families in
active hobbies and learning programs.
The venue will operate from gam to Spm, 6 days a week and 12pm — 9pm on Sunday's. There are 24
employees who account for operations, sales, maintenance, customer service and security. There are
four main business areas: 1) a museum quality natural exhibit highlighting miniature railroad and
miniature botanicals and bonsai; 2) the retail store featuring concessions, exhibit keepsakes, general
merchandise; 3) event/community rooms (these areas are reserved for birthday parties, corporate
events and learning instruction for hobbyist and the general public and 4) an entertainment area for
children to explore interactive activities. The ticket prices for the main park exhibit will be $12.50 for
adults and $7.50 for children.
The following hardships form the basis of this variance request, which will only have an effect on

which the City Council grants the Conditional Use, unless within such one (1) year period: (1) a
Building Permit is obtained and the erection or alteration of a structure is started, or (2) an
Occupancy Permit is obtained and a use commenced.
The City Council may grant one additional extension not exceeding one (1) year, upon written
application, without notice or hearing. No additional extension shall be granted without complying
with the notice and hearing requirements for an initial application for a Conditional Use Permit.
