SUBJECT: PERSONAL SERVICES CONTRACT FOR ANNUAL POLICE
DEPARTMENT RACIAL PROFILING REPORTING COMPLIANCE, EEOP
DATA COLLECTION, FEDERAL GRANT APPLICATIONS AND
CONSULTING SERVICES
RECOMMENDATION: City Council to consider the approval for a personal services contract for
annual racial profiling and Equal Employment Opportunity reporting and
compliance with Del Carmen Consulting, LLC for the Police Department.
FUNDING SOURCE: Funds are available in the CCPD Fund for an amount not to exceed
$128,000.
BACKGROUND: This procurement is for the Police Department and includes quarterly and
annual independent review of State mandated department data collection
associated with racial profiling and EEOP reporting. In addition it provides
for the yearly collection and analyzation of crime data, along with the
appraisal of current and future department policies, application of force
procedures, as well as the associated training curriculum for all
department employees.
Alex del Carmen, Ph.D., is currently an Associate Dean and Professor
(McKenzie Family Endowed Professor) at Tarleton State University,
College of Liberal and Fine Arts, School of Criminology, Criminal Justice
and Strategic Studies. He is an instructor for the Texas Commission on
Law Enforcement (TCOLE) and the FBI National Academy, as well as a
certified grant evaluator for the United States Department of Justice. His
research and fields of expertise are law enforcement, racial profiling,
ethnicity and crime, and crime prevention.
Dr. Alex del Carmen has provided services for us for 10 years.
This procurement will be made in accordance with Local Government
Code Chapter 252, Subchapter B, § 252.022. General Exemptions (a) (4),
personal, professional or planning services.

Dear Chief Hamlin,
As per our earlier conversation today, my firm is committed to engage in the following
Annual Professional Consulting Services (October 1, 2023—September 30, 2024, renewable each
year). It is my understanding that this agreement will be automatically renewed each year.
Scope of Work:
The following services are to be provided during the upcoming fiscal year:
Review specific (critical) policies and ensure law enforcement best practices based
upon the International Association of Chiefs of Police (IACP), the United States
Department of Justice (USDOJ), the most current federal and/ or state law, and
Texas Police Chief Association Foundation Recognition Program (TPCAF), and the
Commission on Accreditation for Law Enforcement (CALEA) are in place.
Assist in the drafting, reviewing, and providing comments of annual reports, crime
analysis reports, and external and internal reports pertaining to data, policies, and
practices, as necessary and/or needed.
3. Serve as a consultant throughout the year to address crime trends, crime hot spot
issues, and crime concerns.
4. Create systems that would allow the Department to self -monitor activities such as
crime prevention programs, patrol deployment strategies, COMPSTAT initiatives,
etc.

5. Assist the Department in creating In -Service and/or training curriculum, in
compliance with Texas Commission on Law Enforcement (TCOLE) standards and
based upon law enforcement best practices and current needs of the employees
and the community. This would be done through a completion of the Gap Analysis
for training.
6. Perform quarterly audits on motor vehicle stops, analyze traffic related searches
and draft the annual report on racial profiling in an effort to comply with state law.
7. Provide reviews of Internal Affairs complaints and certain other complaints (Racial
Profiling and/or Force Application), as requested by the Office of Chief of Police.
8. Review Department promotional process and provide feedback based on best
practices models.
9. Draft the Force Application Analysis Reports, annually, and provide quarterly
audits on Force Application events, investigations, and internal processes
associated with Force Application.
10. Provide consulting services specific to the Department's Early Intervention System
(EIS), to include system management, data recording, reporting, and value setting.
11.. Analyze city-wide data related to EEOP. Cost for this particular service: $28,000.
This will include tracking and assessing the City-wide EEOP related data for the
fiscal year 2023-24. This is done in order for the City to be eligible to apply for
some federal grants.
The total annual cost for all services is $127,150.
