HomeMy WebLinkAboutItem 07 - Settlers ParkMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: OCTOBER 3, 2023 SUBJECT: AWARD OF RFB 40-23 FOR SETTLERS PARK IMPROVEMENTS PHASE 1 RECOMMENDATION: City Council to consider the award of RFB 40-23 for Settlers Park Improvements Phase 1 to RLM Earthco, an ordinance to appropriate the funds, and take any necessary action. FUNDING SOURCE: Upon approval of the attached appropriation ordinance, $3,346,000 will be available in the Quality of Life Fund. BACKGROUND: Settlers Park is located in the northern section of Grapevine just west of State Highway 26 and north of Bass Pro Court. The Park encompasses 15.8± acres, of which 6.2 acres is a spring fed pond surrounded by mature woodlands. The land was dedicated by Grapevine Equity Partners, LLC in 2020. Settlers Park is a unique natural oasis in the midst of urban development focused on outdoor recreational programming and environmental education. Phase 1 improvements include a multi -purpose concrete trail, boardwalk, fishing pier, pavilion, nature trails, interpretive signage, program signage, restroom facility, and parking. Settlers Park will be connected to numerous other parks and recreational facilities through the city-wide trail system. The total cost of this phase is $3,346,000 of which Texas Parks & Wildlife Department will provide funding in the amount of $500,000 through Recreation Grants Non -Urban Local Park Grant Program from the federal Land and Water Conservation Fund. Additional funding of $1,146,000 is currently designated in the Quality of Life Fund and $1,700,000 will be transferred from the Capital Projects General Facilities to the Quality of Life Fund. Bids were taken in accordance with Local Government Code Chapter 252, Subchapter B, Section 252.021 (a) and Section 252.041 (a). The bid was advertised in the Fort Worth Star -Telegram on June 1, 2023 and June 8, 2023. There were 1,139 vendors electronically notified of the bid through the eBid system. There were 54 vendors who viewed the bid and two submitted bids. The bids were opened publicly on June 22, 2023 at 2 pm. Based on the evaluation by Purchasing, PARD staff and la terra studio, inc., RLM Earthco will provide the services at the best value to the City as noted in the evaluation criteria in accordance with the provisions of the current Texas Local Government Code Title 8. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated herein above are true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council hereby authorizes an increase in estimated receipts in the amount of $500,000 in the Quality of Life Fund based on approval of the Recreation Grants Non -Urban Local Park Grant Program. Section 3. That the City Council hereby appropriates $1,700,000 in the Capital Projects General Facilities Fund. Section 4. That the City Council approves the transfer of $1,700,000 from the Capital Projects General Facilities to the Quality of Life Fund. Section 5. That $1,146,000 is currently designated in the Quality of Life Fund for design and construction of Phase 1 of the Settlers Park project' Section 6. That the City Council authorizes the appropriation of $3,346,000.00 in the Quality of Life Fund for expenditures associated with the Settlers Park Phase 1 project. Section 7. That this ordinance shall take effect immediately upon passage by the City Council of the City of Grapevine pending concurrence from the Texas Department of Transportation. Section 8. The fact that the present ordinances and regulations of the City of Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the public creates an emergency which requires that this ordinance become effective from and after the date of its passage, and it is accordingly so ordained.
